People from Thanh Hoa in Nghe An are classified as belonging to the Thai ethnic group.
(Baonghean.vn) - Voters in Nghe An province have submitted a petition: Currently, in the districts of Quy Hop, Nghia Dan, Tan Ky, and Con Cuong (Nghe An), there are people of Thanh ethnicity living there, but there is no document defining their ethnic group among the 54 ethnic groups of Vietnam. Voters request that the Government issue a document guiding the recognition of the Thanh ethnic group as part of the Thai ethnic group, creating conditions for them to benefit from preferential policies for ethnic minorities and mountainous regions.
Regarding this issue, the National Assembly's Committee on Ethnic Minorities responded as follows:
Thanh, Tay Thanh, or Man Thanh are names referring to a group of the Thai ethnic group in Nghe An province. Historically, the Thanh people in Nghe An have been classified as part of the Thai ethnic group and have enjoyed the same preferential policies as other ethnic minorities in the area.

Regarding the issue of confirming the Thanh group as part of the Thai ethnic group: The Ministry of Justice issued công văn (official letter) No. 3903/BTP-HTQTCT dated October 23, 2015, requesting the Committee for Ethnic Minorities Affairs to provide its opinion on ethnic composition in civil registration work, specifically the case of requesting correction of civil registration from Thanh to Thai in Nghe An.
The Committee for Ethnic Minorities Affairs has sent a reply (Official Letter No. 1289/UBDT-DTTS dated November 18, 2015) in which it requested the Ministry of Justice to instruct local civil registration agencies to facilitate the correction of civil registration records for citizens in the aforementioned case, in order to fulfill the desire of the Thanh ethnic group in Nghe An to correct the ethnic group section in their personal documents from Thanh to Thai.
This is a legally compliant and scientifically sound practice, facilitating transactions and personal administrative procedures for both government agencies and citizens.
