Will tenants who don't register their temporary residence be fined?
I rent a place to live and work, but I haven't registered my temporary residence as required. I would like to ask, according to the current regulations, will tenants who don't register their temporary residence be subject to administrative penalties? If so, what is the maximum fine? Reply:Based on Article 10 of Decree 282/2025/ND-CP, violations of regulations on registration and management of residence are stipulated as follows:
Violations of regulations regarding registration and management of residence.
1. A warning or a fine ranging from VND 500,000 to VND 1,000,000 shall be imposed for any of the following acts:
a) Failure to comply with legal regulations regarding permanent residence registration, temporary residence registration, permanent residence deregistration, temporary residence deregistration, household separation, adjustment of residence information in the Residence Database, or declaration of residence information;
b) Failure to comply with legal regulations regarding notification of residence and declaration of temporary absence;
c) Failure to present documents related to residence or residence information on the national identification application upon request by competent authorities or individuals.
2. A fine of between VND 2,000,000 and VND 4,000,000 shall be imposed for any of the following acts:
a) Erasing, altering, or falsifying the content of residence confirmation documents or other documents related to residence;
b) Buying, selling, renting, or leasing information related to residence or other residence-related documents to carry out acts contrary to the law;
c) Borrowing, lending, or using confirmation of residence information or other residence-related documents to commit acts contrary to the law;
d) Having resided at a new legal residence, meeting the eligibility requirements for residence registration, but failing to complete the procedures for changing the place of residence registration as prescribed by law;
d) Accommodation establishments, collective housing, medical facilities, tourist accommodation establishments, accommodation establishments in industrial zones, and other establishments that do not notify the authorities about the stay of 1 to 3 people;
e) Organizing, inciting, instigating, luring, enticing, brokering, or coercing others to violate laws on residence;
g) Pledging or accepting as collateral documents related to residence;
h) Destroying residence documents and records.

Therefore, according to the new regulations, tenants who do not register their temporary residence may be subject to administrative penalties, with the highest fine reaching 1 million VND.
Please note that this is the penalty for individuals. In the case of organizations committing the same violation, the fine will be double that for individuals, as stipulated in Clause 2, Article 5 of Decree No. 282/2025/ND-CP.
