Following the locals' instructions, we went to the end of the cool concrete road, with golden rice fields on both sides ready for harvest, and visited the house of the Party Secretary of Lien Phuong village, Lo Xuan Duc.
Seeing guests coming to his house, the man with nearly 30 years of experience as a village cadre was busy working on the computer, quickly raised his head and smiled, confiding: "I took the opportunity to compose a few lines of notice to send to the zalo group for cadres and party members to grasp because today is harvest day, everyone is busy in the fields...".
It is known that Lien Phuong village was merged from three villages (Lien Minh, Choi, Mong) with 200 households, 987 people, mainly Thai ethnic group, the party cell has 58 party members. The area is large, the party members are many, so according to Party cell Secretary Lo Xuan Duc, accessing information technology and applying it in direction and operation is an essential need. Therefore, when supported with a computer, he learned and drafted documents on his own.
At first, he encountered many difficulties and confusion, but with determination and perseverance, the "leader" of Lien Phuong village Party Cell overcame himself and skillfully used computers to serve the Party and the people.
Not only does he draft documents and search for information on the Internet, he also creates separate files to manage party members, monitor the progress of implementing party cell resolutions, the work of developing new party members and other issues in the village. Everything is stored on the computer, so it is easier to review and manage. With just one click, documents related to party work of the Lien Phuong village party cell appear.
“In the digital age, to perform well the tasks of Party work at the grassroots level, we now need not only a notebook and a pen, but also a computer and the Internet…” - Mr. Lo Xuan Duc said.
To facilitate communication, he set up a Zalo group connecting all party members in the cell to inform them of meeting times and send relevant reports in advance for party members to study. In addition to the cell's Zalo group, there is also a Zalo group for village cadres, mass organizations, and self-management group leaders. Therefore, the transmission and reception of information is carried out quickly and promptly, helping party members quickly grasp the directives of the superiors, thereby propagating them to the masses.
Not only pioneering in applying IT in management and operation, the "locomotive" of Lien Phuong village is also "skillful" in propagating and mobilizing cadres, party members and people to implement the resolutions of the Party cell. For example, realizing that bamboo shoots have the potential to bring in significant income and improve people's income, he and the Party Committee issued a Party cell resolution on protecting and developing the bamboo shoot model with an area of nearly 1 hectare.

This is a plant that grows in natural forests with cover and moist soil, and has a sweet, slightly bitter taste. According to the Thai people, when there is thunder at the beginning of the year, bamboo shoots will emerge from the ground, and when they are about 1 meter high, they can be broken. Bamboo shoots at the beginning of the season cost 50,000 VND/kg of fresh bamboo shoots, and in the main season, 25-30,000 VND/kg.
Mr. Lo Chi Trung in Lien Phuong village said: Previously, bamboo shoots grew naturally, now implementing the Resolution of the Party cell, my family and many other households have followed the example of Party cell Secretary Lo Xuan Duc to expand the area, take care of it, and clear the surrounding area so that the bamboo shoots can grow well. Villagers also support each other with seedlings to expand the area, and at the same time provide seedlings to people in neighboring villages who want to grow them.
“Bamboo shoots have been harvested sporadically since the second lunar month, with many households harvesting several hundred kilograms, providing a stable income. In addition to pioneering the cultivation of bamboo shoots, Party Secretary Lo Xuan Duc also encourages people to use social networks to promote this mountain specialty, and also delivers the products to customers’ homes upon request, so the harvested products are not enough to sell,” said Mr. Trung.
Aiming at the goal of sustainable poverty reduction, the Lien Phuong village Party Cell also focuses on leading and directing people to apply science and technology in cultivation and animal husbandry, providing high-yield and high-quality rice varieties such as Japonica and Khau Cay Noi sticky rice for mass production, converting water-deficient rice fields to growing sugarcane, cassava and other crops, creating conditions for people to develop production and increase income.
The whole village has a total rice growing area of 47.5 hectares, with an average yield of 5 tons/hectare. People have boldly converted 4.5 hectares of water-stressed rice fields along with 2.8 hectares of alluvial land to grow sugarcane, cassava and various vegetables for high yield and productivity.
Of which, sugarcane yields from 80-150 tons/ha/crop, cassava from 100-150 tons/ha/crop; vegetables yield 2.5 tons. In addition to promoting livestock (buffalo, cow, pig, goat), Lien Phuong villagers also promote their strengths in developing a herd of 4,045 poultry; digging ponds to raise fish with a total area of 4.5 hectares, estimated at 12 tons/year. The Party cell also leads the villagers in the village to do a good job of caring for and protecting the forest with a total area of 2,549.89 hectares, in which the production forest near the village has acacia, cinnamon, xoan, and lat trees interspersed, creating a significant source of income.
Propaganda activities, calling for and mobilizing people to build new rural areas through social networks were also strongly implemented by Mr. Lo Xuan Duc and the Party cell committee, management board and inter-regional mass organizations.
In 2024, the Lien Phuong village Party Cell directed the village management board to coordinate with the Chau Kim commune Youth Union to build electricity for the road with a total value of more than 50 million VND, and to plant trees around and along the road corridor with a value of more than 1,500,000 VND. In addition, the village mobilized people to expand the volleyball court with a total implementation cost of 45,000,000 VND; build an intra-field concrete road and add more land to the concrete road corridor with a total length of 750 m.
Taking us on a tour of the village on the wide concrete roads, Party Cell Secretary Lo Xuan Duc expressed: “All leadership of the Party Cell is through Resolutions, any content that has not been achieved will continue to be implemented, any content that has been completed will be re-evaluated and moved on to other content. However, all are aimed at the interests of the people, for the development of the community. At the same time, in the implementation process, Party members must take the lead so that the village can follow.”
Therefore, even in propaganda and mobilizing people to change their thinking and working habits in production and business, the "locomotive" of Lien Phuong village does not just talk, he also shows that he is a sensitive person in economic development.
In addition to growing high-quality rice, bamboo shoots and more than 1 hectare of acacia, his family also focuses on developing livestock with a herd of 5 buffaloes and cows, a herd of over 60 pigs at peak times, and also bought a 4-seater car so that "if anyone needs to call, I can drive a service car".
Having devoted his whole life to his homeland, the "locomotive" of Lien Phuong village, Lo Xuan Duc, has nearly 30 years of "seniority" as a village cadre, from production team leader, Cooperative Manager, Head of the Front Work Committee, to Secretary and Village Chief for many terms.
