Vietnamese people with income under 10 million VND are not allowed to play casino

Piloting the casinos in Van Don and Phu Quoc for Vietnamese people to play, but the management agency requires players to be at least 21 years old, have a regular monthly income of over 10 million VND, and not be banned by relatives.

According to the latest Draft Decree on Casino Business, Vietnamese people are also allowed to play in casinos, but this is only temporarily applied on a pilot basis to two casinos in Phu Quoc (Kien Giang) and Van Don (Quang Ninh). This pilot will be implemented for 3 years, starting from when one of these two casinos is qualified to operate.

Vietnamese people with income under 10 million VND and whose relatives "request" them not to play will not be allowed to enter the casino.

Regarding the conditions for Vietnamese people to enter the casino, players must be 21 years of age or older, have full civil capacity and also have sufficient financial capacity. Specifically, that person must prove that he or she has a regular monthly income of 10 million VND or more or is subject to income tax at level 3 or higher. In addition, the player must not have family members such as father, mother (adoptive father/mother), wife, husband, or biological children who have submitted a request to the casino business location not to be allowed to play.

The proposed casino entrance fee for Vietnamese people is one million VND for 24 consecutive hours or 25 million VND per month per person. Vietnamese people entering the casino must play and receive prizes in Vietnamese Dong (VND).

The ban or approval of Vietnamese people to enter casinos has been "raised up and down" by management agencies for many years. Thus, up to now, casino operations have basically agreed on the policy of allowing Vietnamese people to enter casinos but in a "pilot" form. In addition, management agencies also recognize and affirm that casinos are conditional businesses, only businesses that are granted certificates and meet business conditions are allowed to do so.

At the same time, the drafting agency requires that casinos must be linked to the main business activities of enterprises to promote tourism and trade development, diversify forms of entertainment, attract tourists, and ensure national security, social order and safety, ethics and public health.

A source told VnExpress that the conditions for a service - tourism and entertainment complex project to open a casino have also been "loosened" compared to previous regulations, requiring only a total investment of 2 billion USD (instead of 4 billion USD). In addition, businesses will only be granted a license when they have completed disbursing at least half of the project's committed investment capital. In addition, each project will only be considered and granted a license for one casino.

Depending on the total committed investment of the project, the enterprise is allowed to operate the number of gaming machines and tables in the casino. For projects licensed after the effective date of the Decree, for every 10 million USD invested in the project, the enterprise is allowed to invest in one gaming table and 10 gaming machines.
