Risk of dike breach in Hung Dao (Hung Nguyen)
Due to prolonged heavy rain, the river water level has risen, and the Hung Dao (Hung Nguyen) embankment is at risk of being breached.
Continuous heavy rain since yesterday afternoon, September 22nd, has caused the river water to rise rapidly. By this morning, September 23rd, the Hung Dao embankment is at risk of overflowing; the river water has reached almost level with the edge of the embankment along a length of approximately 800m, while the weather remains worrying with continuous heavy rain.

Since 5 am this morning, Hung Nguyen district has implemented measures to "save" the dike. Mr. Hoang Duc An, Head of the District's Department of Agriculture and Rural Development, said: The district has mobilized 3 excavators and built embankments to prevent flooding; deployed forces to be on standby to handle incidents and prevent people from crossing.

"If the rain continues, combined with the influx of water from upstream, the risk of dike breaching is very high. This high-risk point is about 800 meters from the location of the 2022 dike breach," Mr. Hoang Duc An expressed his concern.
If this dike is breached, it will affect and flood hamlets 5, 6, and 7 of Hung Dao commune. Residents have been notified and advised to raise their belongings to avoid damage from flooding.

Mr. Le Huy Khoa, Chairman of the People's Committee of Hung Dao commune, said: The commune has mobilized forces, including village heads, police, military, and mass organizations, to focus on reviewing and compiling a list of households in need of assistance in raising their property to higher ground; in case of dike breaches or overflows, they will focus on assisting and relocating people to safe places.

To date, Hung Nguyen district has experienced widespread flooding, primarily affecting communes along the Lam River and some outlying communes such as Hung Yen Nam and Hung Trung…
