Former director of Hoa Binh General Hospital prosecuted
Expanding the investigation into the case of 9 patients who died at Hoa Binh General Hospital, police said that the former director of this medical facility was irresponsible.
On August 24, the leader of Hoa Binh Provincial Police announced that he had just issued a decision to prosecute Mr. Truong Quy Duong (former director of Hoa Binh Provincial General Hospital) for the crime ofLack of responsibility causes serious consequencesMr. Duong was the head of the hospital when a medical incident occurred that killed 9 people.

According to the additional investigation conclusion, Mr. Truong Quy Duong assigned the Supplies Department to coordinate with the Administration Department to carry out the contract to replace and repair RO water filtration system No. 2.
During his leadership, Mr. Duong did not closely monitor the work. Specifically, from 2015 to 2017, he did not decide who would be in charge of the Kidney Unit; there was no decision to assign RO system No. 2 to any individual in the Intensive Care Unit.
According to the accusation, since the decision to establish the Kidney Unit was made, Mr. Duong did not direct the issuance of specific documents regulating the repair and handover process for the RO water filtration system No. 2. This allowed the RO system to be operated and used "arbitrarily for a long time".

Previously, on the morning of May 29, 2017, 18 patients undergoing dialysis at Hoa Binh General Hospital showed unusual signs. 9 people died one after another. Police determined the cause was due to the unsafe water source for dialysis and the irresponsibility of doctor Hoang Cong Luong.
On June 5, after 12 days of first instance trial of Luong and two defendants Tran Van Son and Bui Manh Quoc, Hoa Binh City People's Court announced to return the case file to request clarification of a number of issues.
The panel of judges recommended considering n's responsibility.Former Director of Truong Quy Duong Hospital and Director of Thien Son Company Do Anh Tuan were suspected of violations in signing a joint venture contract to repair and maintain medical equipment and the basis for collecting money for hemodialysis.
More than a month after returning the file, the Investigation Police Agency (Hoa Binh Provincial Police) initiated additional prosecution against Mr. Hoang Dinh Khieu (former deputy director of the hospital) and Mr. Tran Van Thang (former head of the supplies department).
