Former director of Hoa Binh General Hospital has been indicted.
In an expanded investigation into the deaths of nine patients at Hoa Binh General Hospital, police believe the former director of the medical facility was negligent.
On August 24th, the Hoa Binh Provincial Police leadership announced that they had issued a decision to prosecute Mr. Truong Quy Duong (former director of Hoa Binh Provincial General Hospital) for the crime of...Irresponsibility can have serious consequences.Mr. Duong was the head of the hospital when the medical incident occurred, resulting in the deaths of 9 people.

According to the supplementary investigation findings, Mr. Truong Quy Duong instructed the Materials Supply Department to coordinate with the Administrative Department to execute the contract for replacing and repairing RO water filtration system No. 2.
During his leadership, Mr. Duong did not closely monitor the work. Specifically, from 2015 to 2017, he did not make any decisions assigning anyone to be in charge of the Kidney Unit; nor did he make any decisions assigning RO system No. 2 to any individual in the Intensive Care Unit.
According to the allegations, since the decision to establish the Kidney Unit, Mr. Duong did not direct the issuance of specific regulations regarding the repair and handover procedures for the RO water filtration system No. 2. This resulted in the "arbitrary" operation and use of the RO system for a long period.

Previously, on the morning of May 29, 2017, 18 patients undergoing hemodialysis at Hoa Binh General Hospital showed unusual symptoms. Nine of them subsequently died. The police determined the cause was due to the substandard water used for hemodialysis, and that Dr. Hoang Cong Luong was negligent.
On June 5th, after 12 days of initial trial, the Hoa Binh City People's Court announced that it was returning the case file to request clarification on several issues.
The panel of judges recommended considering the responsibility of nFormer hospital director Truong Quy Duong and Thien Son company director Do Anh Tuan are suspected of irregularities in the signing of a joint venture contract for the repair and maintenance of medical equipment and the basis for collecting funds for hemodialysis.
More than a month after the case file was returned, the Investigative Police Agency (Hoa Binh Provincial Police) has initiated further criminal proceedings against Mr. Hoang Dinh Khieu (former deputy director of the hospital) and Mr. Tran Van Thang (former head of the supplies department).
