(Baonghean.vn) - One of the long-standing and insidious tactics in the peaceful evolution strategy of hostile forces is: Exploiting ethnic and religious issues to incite separatism and divide the national unity in order to undermine the Party, the State, and the people of Vietnam.

Identifying plots to exploit ethnic and religious issues for subversive purposes.

Hostile forces regularly and continuously exploit ethnic and religious issues to incite separatism in ethnic minority areas and divide national unity, sometimes secretly, sometimes openly. They also train their "henchmen" and meticulously plan their schemes. A moment of carelessness or inattention is enough for them to mobilize forces to disrupt, or even resort to armed violence. This destabilizes the situation, creates a stir, and uses human rights as a pretext to interfere in our internal affairs.

Regarding the incident in Dak Lak, as of June 23, 2023,A total of 84 defendants involved have been prosecuted.This includes: 75 defendants charged with "terrorism aimed at overthrowing the people's government" (according to Article 113 of the 2015 Penal Code), 7 defendants charged with "failure to report a crime" (Article 390 of the 2015 Penal Code), 1 defendant charged with concealing a crime (Article 389 of the 2015 Penal Code), and 1 defendant charged with "organizing or brokering the illegal exit, entry, or stay of others in Vietnam" (Article 348 of the 2015 Penal Code).

Initial investigations revealed that the majority of those involved were young people who acted out of incitement and instigation via the internet, and were motivated to sow discord between the Kinh people and ethnic minorities. The fundamental cause was the conspiracy of hostile forces and exiled FULRO elements to incite some ethnic minorities to split from the Kinh people, causing disorder in the area and creating a stir abroad.

The Ministry of Public Security assessed this as a terrorist attack against the people's government with exceptionally serious consequences. The perpetrators' actions were extremely barbaric and inhumane, demonstrating a determination to carry out the crime to the end. The police force has documents and evidence proving that the incident occurred with the support and direction of several organizations and individuals abroad, even sending individuals from overseas to illegally infiltrate Vietnam to orchestrate and direct the terrorist attack.

In recent years, overseas, exiled FULRO organizations such as the "Mountain People's Association" (MFI), the "Montagnard Human Rights Movement" (MHRO), and the "Unified Montagnard Movement" (UMP) have been actively propagating their ideology and opposing the Vietnamese Party and State, using the pretext of inciting the people of the Central Highlands to fight for the establishment of an independent state. Within Vietnam, remnants of the FULRO movement are showing signs of renewed activity, exploiting new religious phenomena like "Ha Mon" and "Bo Khap Brau" to spread superstition and incite sabotage, complicating the security and social order situation in some localities.

One argument that hostile forces have consistently used year after year to incite the people of the Central Highlands is: Propagating the idea that "the land of the Central Highlands belongs to the ethnic minorities," and "the Kinh people are taking land from their own people in their homeland"... This is not only an argument that deliberately denies the Party and State's ethnic policy, but also aims to divide the solidarity between the Kinh people and ethnic minorities, creating land disputes, protests, and riots, affecting socio-economic development, political security, and social order.

They thoroughly distort the truth to create and deepen conflicts between the Kinh and the ethnic minorities, exploiting the mistakes and shortcomings of some local officials to incite the people to gather, fight, cause unrest, and protest. They exploit and focus on issues of ethnicity, religion, democracy, human rights, and land, viewing these as "triggers" to incite anti-Kinh, separatist, and autonomous ideologies.

On the international stage, exiled reactionary organizations and malicious elements are thoroughly exploiting the International Covenant on Civil and Political Rights to spread distorted propaganda. They are using international forums to accuse Vietnam of "oppressing and committing genocide against ethnic minorities in the Central Highlands," calling on the US and the United Nations to intervene and exert diplomatic pressure on Vietnam.

The operating method ofexiled reactionary organizationsAnd these malicious individuals often carry out their activities in steps such as: Propaganda, enticement, bribery, seduction, threats, and incitement of people to follow them; exploiting religion, establishing illegal religious organizations and using proselytization to incite separatism; exploiting conflicts among the people, shortcomings in the implementation of the State's ethnic policy, organizing riots, protests, and complaints. At the same time, they falsely accuse the State of discrimination, prejudice, and oppression against ethnic minorities; sow discord between ethnic minorities and the Kinh people, dividing the national unity; and intensify their activities in international forums, including those of the United Nations, to enhance their prestige and distort Vietnam's ethnic policy.

Immediately after the incident in Dak Lak (June 11, 2023), reactionary organizations and opportunists created a "wave" of online media to distort, misrepresent, and slander the regime, and to undermine Vietnam. They particularly exploited social media groups to share and spread misinformation. Many articles and comments expressed the gleeful attitude of reactionary elements towards the sacrifices and losses of the people. Websites of the Viet Tan reactionary organization and other exiled reactionary organizations frequently used images to manipulate, fabricate, and distort the incident, posting them online in the form of clips.

Their purpose is to spread misinformation, destabilize the situation, create conflict and tension among ethnic groups, and divide national unity. Clips such as "Land grabbing everywhere in the Central Highlands," "The plight of the Montagnards under oppression," "When the Central Highlands is no longer home," "Riot police oppress and seize land from the Montagnards,"... are shared by thousands of fake accounts across hundreds of groups, attracting a large number of viewers.

Initially, when information spread on social media, many people followed it without verifying the facts, leading to confusion and uncertainty. However, shortly afterward, media outlets, newspapers, television stations, the Ministry of Public Security's online portal, and the Government promptly reported on the incident and provided images. This played a crucial role in guiding public opinion, thereby mobilizing the strength of the people in investigating and apprehending the perpetrators. Thanks to the swift and effective measures of the authorities, and the active support and assistance of the people, especially in encouraging surrender and apprehension, the situation in the area stabilized within just two days of the incident. The police arrested most of the suspects involved and seized weapons, explosives, and supporting tools.

Regarding the incident, foreign news outlets such as RFA, BBC Vietnamese, and VOA Vietnamese regularly updated the situation. Of course, interspersed among these news reports were articles and comments that were biased and lacked practicality. Many commentaries, such as "What else does the Cu Kuin shooting reveal and who does it serve?" (RFA), "Has Dak Lak returned to normal?" (VOA), "The story of the Central Highlands and the ethnic people of the mountains and forests in my heart" (BBC), "The shooting in Dak Lak: Are the people of the Central Highlands becoming the poorest segment of the population?",... presented information about the incident in a one-sided manner. The purpose was to create a distorted view of the situation in Vietnam for the world. From there, reactionary organizations called for intervention in Vietnam under the guise of human rights, nationalism, and democracy. This is a tactic of "slow and steady" in the strategy of peaceful evolution that imperialist countries have long used to undermine Vietnam.
