Identifying difficulties in developing Party members in Nghe An

Decisive leadership

Vinh City is the unit assigned the target.admitting new party membersThis is the highest annual figure in the province. In the first 10 months alone, the city admitted 306 new party members. This is also the highest number among party committees directly under the Provincial Party Committee, a very impressive figure, demonstrating the decisiveness and creativity of the Vinh City Party Committee in developing the Party.

Given these specific characteristics, from the beginning of the term, the City Party Committee developed a Party development plan for the entire term and annual plans, assigning targets to each Party organization based on working with each agency and unit, reviewing each individual, and avoiding arbitrary decisions. Monthly, the City Party Committee's Organization Department reviews and monitors the results of Party membership recruitment in each Party organization and advises the Standing Committee and the Executive Committee of the City Party Committee to promptly urge, remind, and correct shortcomings through meetings and working sessions with each Party organization. The City Party Committee's Organization Department also strengthens training and guidance for each Party organization on Party member management, especially the management and assignment of tasks to Party members, so that each Party member can fulfill their leadership role and motivate the masses to strive to join the Party. The city focuses on solutions and directs high schools, colleges, universities, and neighborhoods to strengthen education on revolutionary ideals, ethics, and lifestyle, while supporting and creating conditions for students to strive, train, and join the ranks of the Party.

Following the general directive, each locality also demonstrated creativity in its implementation. For example, in the Party Committee of Ha Huy Tap ward, according to Comrade Nguyen Thi Nga Son - Deputy Secretary of the Ward Party Committee, in addition to assigning targets to each Party branch, the Ward Party Committee coordinated with the Party branches to review each outstanding individual to monitor, nurture, educate, and encourage them to join the Party; paying attention to reviewing businesses with at least three Party members to encourage the establishment of Party organizations, and simultaneously fostering and creating a movement.Developing Party members in enterprisesThanks to this, in the first 10 months of 2022, the Party Committee of Ha Huy Tap ward admitted 9 new party members, including one 58-year-old business owner.

In Nghi An commune, besides decisively directing village Party branches to cultivate and develop Party membership among members of the Executive Committees of commune-level mass organizations and village-level heads and deputy heads of mass organizations, as well as civil servants and employees in public service units, the Party committee has focused on developing Party membership among students at the Provincial Ethnic Boarding School. In the first 10 months of the year, Nghi An commune Party committee admitted 17 new Party members, exceeding the city's target by 11.

In Quy Chau district, during the 2015-2020 term, the district failed to meet its target for admitting new party members. Entering the 2020-2025 term, the District Party Committee's Standing Committee issued Plan No. 04 on party member development for the entire period. Each member of the Standing Committee and the District Party Committee personally directed their assigned clusters and points, participating in activities with each party branch. As a result, party development in Quy Chau district quickly made new progress. According to a report from the Quy Chau District Party Committee's Organization Department, in 2021, the entire district admitted 152 new party members. In the first nine months of 2022, 134 new party members were admitted.

Recognizing that developing Party members is a crucial task in Party building, aimed at rejuvenating and ensuring the continuity and development of the Party organization, the Quynh Luu District Party Committee has implemented decisive measures. Since the beginning of the year, the District Party Committee has issued two official documents urging the work of Party development. The district has also promptly commended units that have performed well and clearly reminded those that have not, while also clearly outlining the tasks and solutions that need to be focused on to ensure the completion of the Party membership recruitment targets for each Party organization. Quynh Luu District has also incorporated the target of Party member development into the evaluation and review of Party organizations and their leaders... As a result, in the first 10 months of the year, the district admitted 165 new Party members (the annual target is 250-300 members).

Many localities failed to meet targets.

According to compiled data from the Provincial Party Committee's Organization Department, as of October 2022, except for a few localities that exceeded the lower limit of the annual target for Party membership recruitment, such as Yen Thanh district (112%), Quy Chau district (103%), and Que Phong district (107%), many units still failed to meet their annual targets. These include Hoang Mai town (45%), Dien Chau district (46.8%), Ky Son district (48%), Vinh University (50%), Tan Ky district (60%), Thanh Chuong district (60.66%), Con Cuong district (67.69%), and Quy Hop district (70%).

According to Resolution No. 21 of the Central Committee of the Communist Party of Vietnam, issued on June 16, 2022, on "Strengthening and consolidating..."building grassroots Party organizations"And to improve the quality of the Party membership in the new period," the annual Party membership recruitment rate for the period 2020-2025 must reach 3-4% of the total number of Party members. This is a very high target. According to the opinions of many localities, to ensure that the Party membership development work meets the target set by the Central Committee, in addition to the main advisory and implementation role of the Organization Department, Party committees at all levels need the involvement of Party building departments in propaganda, mobilization, inspection, and supervision of this work, along with decisive action from sectors and organizations within the political system.
