Firstly, they distort the personnel process, deliberately equating strict discipline with "internal power struggles," and collective leadership with "factionalism and group interests." They deny the Party's efforts to improve the institutional framework for personnel work, sowing doubt about the fairness and objectivity in personnel selection.

Secondly, spreading false rumors, fabricating personal stories, and falsely accusing officials on the list of candidates of wrongdoing. In reality, whenever a reputable and promising individual emerges, vague, anonymous, and unsubstantiated information appears online aimed at undermining their reputation and disrupting public opinion.

Thirdly, exploiting the fight against corruption and negative practices to make extreme interpretations such as "the Party no longer has good people," and "the more we fight corruption, the more comprehensive the moral decay becomes." This is a very dangerous distortion of the truth, deliberately denying the political determination and actual effectiveness of the Party rectification campaign.

Contrary to distorted narratives, the reality shows that our Party has consistently implemented the principle of democratic centralism, closely combining standards and structure, inheritance and innovation, virtue and talent, with virtue being the foundation.

The personnel selection process for the Party Congress is carried out in many rigorous steps, with the participation of the Party Committee and Standing Committee, soliciting opinions from various sources to ensure objectivity, impartiality, and adherence to regulations. The review of political standards, moral character, practical capabilities, and prestige among cadres, Party members, and the people is conducted seriously and systematically.

For example, in Nghe An – a large province with a vast territory and a large number of Party organizations and members – the preparation of personnel for the Party Congresses at all levels is always placed under the direct and regular leadership of the Provincial Party Committee, ensuring adherence to principles and procedures. The selection of cadres is not based solely on resumes and qualifications, but places particular emphasis on practical results, social prestige, and a sense of responsibility to the people.

The reality in Vietnam over the past years has completely refuted these distorted claims. The strict handling of many officials, including high-ranking ones, is not a sign of a "personnel crisis" as hostile forces claim, but on the contrary, demonstrates the Party's courage, wisdom, and self-purification efforts.

Party inspection, supervision, and disciplinary work have been strengthened, contributing to rectifying discipline and order, while simultaneously filtering and retaining cadres who are dedicated, capable, and reputable. This process has created conditions for many young cadres, well-trained cadres who have grown from the grassroots, and those with practical abilities to be trusted and recommended to participate in Party committees at all levels.

This shows that the more resolutely we fight corruption and negative practices, the cleaner and stronger our cadre becomes, and not at all "empty" or "lacking in personnel" as the distorted narrative suggests.

The most dangerous aspect of the schemes to undermine the personnel selection process of the Party Congress lies not only in the dissemination of false information, but also in the intention to erode trust, create confusion within the party, incite feelings of rivalry and suspicion, and thereby promote "self-evolution" and "self-transformation." If cadres and party members lack political fortitude and the ability to distinguish right from wrong, they can easily fall into a state of doubt, apathy, or even wavering in their goals and ideals. This is precisely what hostile forces desire most.

Therefore, to thwart the schemes aimed at undermining the personnel work of the Party Congress, a comprehensive approach involving multiple solutions is necessary. First and foremost, it is crucial to strengthen the dissemination of official, timely, and transparent information, helping cadres, Party members, and the people understand the policies, principles, and standards of personnel work.

Secondly, we need to enhance our "resistance" to harmful and toxic information, especially in cyberspace; and promote the role of mainstream media, reporters, propagandists, and social opinion collaborators.

Thirdly, we must promote exemplary conduct, unity, and cohesion within the Party committee, considering this the strongest "shield" against any divisive schemes.

The most important prerequisite is that every cadre and Party member must enhance their fortitude, clearly identify, promptly refute, and resolutely fight against false narratives. This is the way to contribute to protecting the Party's ideological foundation, maintaining the people's trust, ensuring the success of the Party Congress, and the sustainable development of the country.

No matter how sophisticated the attempts to distort and undermine personnel work, they cannot conceal the truth: our Party has always been steadfast in its goal of building a team of cadres who are virtuous, talented, and dedicated to the nation and the people.
