(Baonghean) - The Fourth Conference of the 12th Central Committee issued a Resolution on strengthening Party building and rectification, preventing and repelling the decline in political ideology, morality, and lifestyle, and the manifestations of "self-evolution" and "self-transformation" within the Party (Resolution). The content of the resolution demonstrates the Party's strong determination in Party building and rectification and has been well received and highly anticipated by Party members and the people.

New points of the Resolution

The Central Resolution No. 4, 12th Congress, clearly assesses that the implementation of the Central Resolution No. 4, 11th Congress, on Party building has created positive changes in the political system, such as contributing to the fight against wrong thoughts and behaviors, aiming to raise awareness, warn, deter, and gradually prevent and push back corruption and negative phenomena. However, Party building work still has many limitations and shortcomings, such as the fact that the implementation of the Central Resolution No. 4, 11th Congress, has not achieved the set goals and requirements in some areas.

Furthermore, the decline in political ideology, morality, and lifestyle among a significant number of cadres and Party members has not been reversed; in some aspects and among some groups, it has become even more subtle and complex. Corruption, waste, and negative practices remain serious, concentrated among Party members holding positions in the State apparatus… These shortcomings and weaknesses diminish the Party's leadership role; hurt the feelings and erode the people's trust in the Party, posing a direct threat to the survival of the Party and the regime… To rectify these shortcomings and weaknesses, Resolution No. 4 of the 12th Central Committee has introduced many new contents and specific solutions to address current pressing issues.

Comrade Nguyen Ho Canh - Vice Principal of the Provincial Political School, stated: The Central Resolution 4 of the 12th Party Congress not only contains many new points, but for the first time, the 12th Party Central Committee has systematized the manifestations of degradation, specifically 27 manifestations of degradation in political ideology, morality, lifestyle, "self-evolution," and "self-transformation" within the Party. These include 9 manifestations of degradation in political ideology, 9 manifestations of degradation in morality and lifestyle, and 9 manifestations of "self-evolution" and "self-transformation" within the Party.

In addition, the resolution also outlines groups of tasks and solutions for implementation. “Unlike before, when we didn't clearly specify these manifestations, it caused confusion for those implementing it. Resolution No. 4 of the 12th Central Committee is no longer vague and unpredictable, but clearly identifies specific manifestations. This demonstrates the very high political will and determination of the Party Central Committee. The important issue now is that this spirit needs to be conveyed to each grassroots Party organization, each cadre, and each Party member so that the resolution can be implemented effectively.”

Resolution No. 4 of the 12th Central Committee also emphasized solutions for controlling power and strengthening Party discipline inspection and supervision. Accordingly, Party committees and organizations at all levels are directed to review, improve, and strictly implement mechanisms for inspecting, supervising, and controlling the exercise of power by those in positions of authority, ensuring that responsibility matches authority; clearly defining the collective and individual authority and responsibility in each stage of work; and imposing strict penalties for violations. They are also to resolutely screen, dismiss, replace, or accept resignations from ineffective, underperforming, incompetent, or morally deficient cadres with low credibility, without waiting for the end of their term or retirement age, especially leading and managerial cadres and heads of organizations.

First and foremost, we need to thoroughly review, inspect, and resolve cases of violations in the exercise of power that cause public outrage among officials, Party members, and the people. This has received strong support from officials, Party members, and the people. Comrade Tu Ngoc Anh, Secretary of the Party Branch of Block 1, Quang Trung Ward, Vinh City, shared: Recently, the Party Central Committee unanimously decided to discipline the Party Committee of the Ministry of Industry and Trade with a warning for the period 2011-2016; and to discipline the former Minister of the Ministry of Industry and Trade with dismissal from his position as Secretary of the Party Committee of the Ministry of Industry and Trade for the period 2011-2016, demonstrating the Party's strong spirit and determination. I hope that Party committees at all levels will continue to strongly and effectively implement the control of power as outlined in Resolution No. 4 of the 12th Party Central Committee with a resolute, persistent, and timely spirit to effectively prevent and combat corruption and waste, and improve the efficiency of the State apparatus.

High expectations for Party building and rectification.

In implementing Resolution No. 4 of the 11th Central Committee, the Standing Committee of the Nghe An Provincial Party Committee and Party committees at all levels have implemented many comprehensive solutions; thereby cultivating moral qualities, especially public service ethics, and enhancing a sense of responsibility in performing assigned duties and tasks, such as: administrative reform has progressed; responsibility towards work, citizens, and businesses has been raised; the province's Provincial Competitiveness Index (PCI) has made significant progress, from position 46 in 2012 to position 32 in 2015; negative manifestations and corruption have been prevented and suppressed; initial positive public opinion has been created among cadres, Party members, and the people; and expectations have been partially met, further strengthening the people's trust in the Party.

However, alongside the achievements, the implementation of the Central Resolution of the 11th Party Congress still has some limitations, such as: The rectification of shortcomings and limitations after self-criticism and criticism by a portion of cadres and Party members, particularly regarding awareness, is still lacking in some areas. Some places are slow in implementing necessary actions immediately after the review, some issues have not met requirements, and some matters need to be carried out on a regular basis...

Therefore, cadres, Party members, and the people of the province have high expectations and demonstrate strong determination in implementing Resolution No. 4 of the 12th Central Committee. According to Comrade Ho Nam, Head of the Propaganda Department of the Nghi Loc District Party Committee, Resolution No. 4 of the 12th Central Committee is a new step forward, a continuation aimed at concretizing the implementation of the 10 major tasks and solutions on Party building outlined in the Resolution of the 12th National Party Congress. The resolution has attracted significant attention from the public, cadres, Party members, and the people of Nghi Loc district. “To put the resolution into practice, Nghi Loc will focus on selecting the most pressing issues at the grassroots level to concentrate leadership and guidance. Party organizations, in this spirit, will review and evaluate cadres and Party members; and at the same time, supervise and inspect the implementation by cadres and Party members, contributing to building an increasingly clean and strong Party,” Comrade Ho Nam confidently stated.

The resolution also received attention and expectations from young Party members and the younger generation of the province, affirming their determination to promote the role of Youth Union members, young Party members, and youth in building the Party and the government. “Through the content of Resolution No. 4 of the 12th Central Committee, each Party member, including young Party members, must self-correct and cultivate their ethics and lifestyle. Above all, it is the responsibility of young cadres and Party members to prevent moral and lifestyle degradation among Youth Union members and young people; and at the same time, to provide effective advice and suggestions, and to effectively supervise Party organizations in the process of building a successor cadre team and implementing policies for training young cadres,” shared Comrade Chu Quang Huy, Deputy Secretary of the Ky Son District Youth Union.

Public opinion among cadres, Party members, and the people trusts and expects the high political determination of the Central Committee of the Party in the work of Party building and rectification through Resolution No. 4, 12th Party Congress. However, for the resolution to be effectively implemented, first and foremost, each cadre and Party member, especially incumbent Party members, those in power, and key leaders of Party committees at all levels, must set an example, seriously "examine themselves," and "rectify" if there are signs of degradation as outlined in the resolution, so that cadres, Party members, and the people can see it.

Furthermore, the people, the Fatherland Front, and political and social organizations have played a proactive role in providing feedback, monitoring, and contributing to the building of the Party and the government. With the Party's strong political determination, innovative approaches, specific content, and the active participation and monitoring of the people and organizations, the Central Resolution 4 of the 12th Party Congress has been effectively implemented; overcoming limitations, shortcomings, and some areas where the goals and requirements set out in the implementation of Central Resolution 4 of the 11th Party Congress have not been achieved.
