On the afternoon of April 25, the Standing Committee of the National Assembly gave its opinion on the draft Report evaluating the 11th session of the 13th National Assembly and the Submission on preparing for the first session of the 14th National Assembly.
According to the planned agenda and schedule for the first session of the 14th National Assembly, the National Assembly will work for approximately 15 days and one day as a contingency, including one Saturday; the opening session will be held on Wednesday morning, July 20, 2016, and the closing session is scheduled for Tuesday, August 9, 2016.
The National Assembly session will begin with a speech by the General Secretary of the Central Committee of the Communist Party.
Next, the National Election Council reported on the summary of the election of deputies to the 14th National Assembly and deputies to People's Councils at all levels for the 2016-2021 term, and the results of the verification of the qualifications of the elected National Assembly deputies.
The National Assembly will spend approximately 11 days considering and deciding on the organization and high-level personnel of the state. This includes electing the Speaker of the National Assembly, the Deputy Speakers of the National Assembly, and the members of the Standing Committee of the National Assembly; the Chairman of the National Ethnic Council, the Chairmen of the National Assembly Committees; and the Secretary General of the National Assembly.
Next, the National Assembly elects the President, Vice President, Prime Minister, Chief Justice of the Supreme People's Court, Prosecutor General of the Supreme People's Procuracy, and the State Auditor General; decides on the organizational structure and number of members of the Government; and approves the appointment of Deputy Prime Ministers, Ministers, and other members of the Government.
Commenting on personnel matters, Mr. Ha Ngoc Chien, Chairman of the National Assembly's Ethnic Council, stated that the 11th session of the 13th National Assembly implemented comprehensive and synchronized reforms.
"This is also a lesson for the next National Assembly. We must reconsider the timing of the Party Congress and the National Assembly's meetings to avoid a situation where personnel are elected in March, then re-elected in July, and then sworn in again. Such a short interval diminishes the sacred meaning of the event," Mr. Ha Ngoc Chien commented.
Regarding the oath-taking ceremony for officials elected by the National Assembly, Mr. Do Ba Ty, Vice Chairman of the National Assembly, stated: The oath-taking ceremony of the Chairman of the National Assembly, the President, the Prime Minister, and the Chief Justice of the Supreme People's Court demonstrates the seriousness and responsibility of each individual before the people. However, the implementation of this ceremony has not been rigorous enough.
"The people taking the oath were very serious, while the Presidium and National Assembly deputies remained seated; this wasn't entirely serious. Next time, if an oath-taking ceremony is to be held, everyone from the Presidium to the National Assembly deputies must stand. Only after the oath is taken should they sit down. This will ensure solemnity," suggested Deputy Speaker of the National Assembly Do Ba Ty.
