No matter how correct the command code is, if the brain is weak, the whole system will be sluggish, react poorly, or make mistakes. Conversely, a strong brain can optimize all activities, helping the country operate flexibly and efficiently. Therefore, institutional reform, in order to have an impact on life, must simultaneously upgrade the governing brain.

Every control system has loopholes; the deciding factor lies in the moral character and inner discipline of those in power. Honest officials create high costs of corruption – low benefits for wrongdoing; self-serving officials, on the other hand, turn a good mechanism into a "profit-making mechanism." Therefore, building a team that is both "politically sound and professionally competent" is not just a moral slogan, but the most effective mechanism for preventing losses.

First, choose people who are both ethical and competent:

"Heart" to remain unwavering in the face of temptation. "Vision" to avoid being confined within a term of office. A conscientious official does not act for themselves, but for the people, the Party, and the future of the province. A visionary official sees far ahead, thinks big, and knows how to lay the foundation for future values.

Selecting officials cannot be based solely on resumes or age; it must be based on the actual results of their actions, on what they have done for the people and their homeland. We must choose individuals with strong political convictions, modern management thinking, and the ability to coordinate, mobilize, and build trust.

Such individuals are the province's most valuable "leadership capital," acting as a catalyst for innovation.

Secondly, create an environment where officials dare to think, dare to act, and dare to take responsibility:

In reality, many people don't lack ability; they just lack the mechanisms to dare to act. Many initiatives die out midway, not because they are wrong, but because they lack protection. If we don't change our perspective, no one will dare to step forward.

Nghe An needs to build a public service environment that encourages creativity and learning from experience, where those who do well are protected, innovators are trusted, and those who make mistakes, in good faith, are pointed out so that everyone can progress together. The mindset of "just getting the job done," "staying put," and "being complacent to avoid making mistakes" must be resolutely eliminated.

Instead, cultivate a culture of accountability, where every decision has someone responsible, and every success is shared to encourage the collective. Only then will the innovative spirit of the Congress Resolution spread to every level, every sector, and every individual.

Politics, revolutionary ideals, and cultural values ​​of Nghe An province - kindness, intelligence, and resilience.

The younger generation of officials are not only successors but also keep the flame of innovation burning. They are proof that Nghe An's steadfast revolutionary tradition is being transformed into creative energy, service energy, and development energy.

Placing human resources at the center of innovation means placing people at the center of development. When Nghe An has a team of officials with sufficient dedication, competence, responsibility, and ambition, no goal is unattainable. Because it is they – the officials – who will be the living flame igniting the aspirations of the Party Congress Resolution, transforming every promise to the people into concrete projects, policies, and achievements.
