Several significant changes have occurred in land management in Nghe An.
In 2025, amidst the implementation of the 2024 Land Law, the operation of a two-tiered local government system, and the restructuring of the administrative apparatus with a large workload, the Nghe An Department of Agriculture and Environment will promote a spirit of innovation, proactively advise on strategies, remove bottlenecks, and bring land management towards a modern, transparent direction to serve sustainable development.
The mark of strategic planning
One of the outstanding achievements of Nghe An's Agriculture and Environment sector in 2025 is its strategic advisory role on land policy and institutional frameworks. The Department advised the Provincial People's Committee to issue eight important decisions aimed at amending, supplementing, and replacing old regulations, ensuring compliance with the 2024 Land Law and the two-tiered local government system.
Notably, regulations have been issued in a coordinated manner regarding land use rights documents; land allocation limits and conditions, land subdivision and consolidation; compensation, support, and resettlement policies; handling of interspersed land; separation of independent projects; and conversion of rice land and forest land use, all in a strict, transparent, and consistent manner.
The decisions issued, in addition to resolving practical obstacles, are crucial in elevating the mindset of "management by institutions, operation by data, and service by processes," aiming to build a unified, transparent, and modern land management system, creating an important foundation for the sustainable socio-economic development of the province in the new phase.

Along with institutional improvements, administrative procedures are being reviewed, standardized, and restructured towards digitalization, with a citizen-centric approach. For example, the list of administrative procedures in the land sector under the authority of provincial and commune levels; the list of procedures independent of administrative boundaries; internal processes and electronic processes… all are fully published on digital platforms.
Many procedures have been drastically streamlined in terms of required documents and processing time; 100% of procedures do not require the presentation of identification documents, thereby significantly reducing delays and creating favorable conditions for citizens and businesses.
Implementing the "90-day campaign" to enrich and clean up land data, Nghe An province has updated and synchronized 1,165,296 land parcels to the national database; the number of "correct, complete, clean, and viable" parcels increased by 260,672, and 105,688 new land parcels were created in the provincial land data system.
Director of the Department of Agriculture and Environment, Hoang Quoc Viet, affirmed: “Building a land database is not just a technical requirement, but a fundamental shift in management methods. Practical experience shows that the time taken to process administrative procedures has been shortened by 20-50%, land information is becoming increasingly transparent, and costs and paperwork for citizens and businesses have been reduced. More importantly, land data has become a “soft infrastructure” serving planning, socio-economic development, strengthening inter-sectoral coordination, limiting errors and risks in updating records; and at the same time, contributing to improved supervision, prevention of corruption, and improvement of citizen satisfaction, gradually forming the foundation for digital government and smart cities.”
Recognizing land use planning as the "backbone" of state land management, by 2025, Nghe An province had completed the land use plan for the period 2021-2030 and the land use plan for 2025 for all 20 district-level units before the official operation of the two-tiered local government system.
This is the result of a scientific, persistent, and practical advisory process, creating a solid legal basis for approving investment policies, allocating land, leasing land, changing land use purposes, and issuing land use right certificates.
Furthermore, the land allocation and zoning plan is integrated synchronously into the Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050, reflecting a long-term vision for the efficient use of land resources, harmonizing economic development, ensuring national defense and security, and sustainable development.
Proactively remove bottlenecks.
In 2025, the implementation of the 2024 Land Law and the strong decentralization to the commune level according to Decree No. 151/2025/ND-CP placed immense pressure on the sector, especially given the uneven capacity and experience at the grassroots level. In light of this reality, with the spirit of "not leaving the commune level alone" in carrying out its political tasks, immediately after the two levels of government became operational, the Department organized 7 working groups to directly work with 130 communes and wards; simultaneously, it established online support channels to promptly guide and resolve practical issues.
In the context of natural disasters and floods, the sector established four task forces that directly went to mountainous communes to survey and arrange housing for many households who lost their land and homes. At the same time, they advised on plans to build resettlement areas for more than 1,000 households in high-risk areas, clearly demonstrating their responsibility to the people and the community.
Along with supporting local projects, the Nghe An Department of Agriculture and Environment is also focusing on resolving obstacles, especially in land acquisition and compensation for key projects such as industrial parks: VSIP Nghe An, Hoang Mai 1, Hoang Mai 2, Tho Loc; urban areas, social housing, and especially the Vinh International Airport expansion project, to ensure timely implementation and operation.
The Department continued to focus on resolving obstacles in issuing land use right certificates to people, especially for first-time issuance, with the result of receiving and processing 308,525 applications, 100% of which were processed through online public services; at the same time, it advised the Provincial People's Committee on a plan to accelerate the progress of land registration and issuance of certificates for outstanding cases throughout the province; advised on handling 55 projects with delayed land use progress; inspected and verified and advised the Chairman of the Provincial People's Committee on resolving many complex and long-standing cases, contributing to strengthening discipline in land management and use.
The Department also guided the People's Committees at the commune level in resolving many obstacles in the State management of land, especially in the work of land acquisition, compensation, and site clearance for key projects such as: National Highway 7A, the coastal road, the 500kV power line, the Ban Mong water reservoir, the Hoang Mai Industrial Park, etc.
Entering 2026, with an increasingly完善 legal framework, synchronized data, transparent processes, and a spirit of "dare to think, dare to act, dare to propose, dare to take responsibility" spreading from its leaders, the Nghe An Department of Agriculture and Environment is determined to elevate land management towards a modern, transparent, and efficient approach. This will create momentum to boost investment attraction, promote socio-economic development, ensure national defense and security, and better serve the people and businesses.
