Many education policies will take effect from September 2025.
The education policy, effective from September 2025, relates to the National University, subject-specific classrooms, teaching and learning in foreign languages, etc.
Functions, duties, and powers of national universities
Decree 201/2025/ND-CP stipulates the functions, tasks, and powers of national universities, effective from September 1, 2025.
According to this Decree, a national university is a public higher education institution managed by the Ministry of Education and Training, possessing legal personality, its own bank account, and using a seal bearing the national emblem.
National universities are responsible for providing high-quality, multidisciplinary, and multi-field higher education, scientific research, and technology transfer; they have several leading training fields in the country and are highly ranked internationally.
National universities are subject to state management by the Ministry of Education and Training, the Ministry of Science and Technology, other ministries and agencies, and the People's Committees at all levels where the national universities are located, in accordance with the law.
According to Articles 2 and 3 of the Decree, the National University is granted a high degree of autonomy in the areas of training, scientific research, organizational structure, finance, international cooperation, and the development of high-quality human resources.
In particular, the National University has the right to develop its own training regulations, develop talent-based and advanced programs, engage in extensive international cooperation, and effectively connect scientific, technological, and innovative resources to fulfill its mission of national development.
National universities are directly managed, utilize, and share internal resources effectively; they have autonomy in recruiting lecturers, international experts, and cooperating with businesses. The modern university governance system is organized with clear decentralization and delegation of authority, linking accountability to the Government and the Prime Minister with the assigned powers.
Duties and powers of the Council for Coordination of Legal Dissemination and Education
Decision 26/2025/QD-TTg, issued by the Prime Minister, stipulates the composition, tasks, and powers of the Council for Coordination of Legal Dissemination and Education, and takes effect from September 20, 2025.
Accordingly, the Central Council established by the Prime Minister consists of the following members:
Chairman of the Council: Deputy Prime Minister;
Permanent Vice Chairman of the Council: Minister of Justice;
Vice-Chairpersons of the Council: Deputy Minister of Justice, Deputy Head of the Government Office;
We invite a representative from the Central Committee of the Vietnam Fatherland Front to serve as Vice Chairman of the Council.
The Council members are representatives of the leadership of the following agencies and organizations: Ministry of National Defence, Ministry of Public Security, Ministry of Interior, Government Inspectorate, Ministry of Culture, Sports and Tourism, Ministry of Education and Training, Ministry of Construction, Ministry of Agriculture and Environment, Ministry of Health, Ministry of Finance, Ministry of Industry and Trade, Ministry of Foreign Affairs, Ministry of Science and Technology, Ministry of Ethnic Minorities and Religion, State Bank of Vietnam, Vietnam Television, Voice of Vietnam, and Vietnam News Agency;
Representatives from the following agencies and organizations are invited to serve as members of the Council: the Central Internal Affairs Commission, the Central Propaganda and Mass Mobilization Commission, the Supreme People's Court, the Supreme People's Procuratorate, the Central Committee of the Vietnam Lawyers Association, the Vietnam Bar Association, the Vietnam Chamber of Commerce and Industry (VCCI), and the Vietnam Association of Small and Medium Enterprises.
The Central Advisory Council assists the Government and the Prime Minister in directing and coordinating the implementation of the following tasks:
Develop and implement solutions to strengthen the Party's leadership in the dissemination and education of law, legal aid, and legal support for small and medium-sized enterprises, business households, and individual business owners.
完善 policies and laws on legal dissemination and education, legal aid, and legal support for small and medium-sized enterprises, household businesses, and individual business owners.
To develop, promulgate, supervise, inspect, and reward the implementation of programs, projects, and plans of the Government and the Prime Minister on the dissemination and education of law, legal aid, and legal support for small and medium-sized enterprises, business households, and individual businesses.
Implement digital transformation in the dissemination and education of law, legal aid, and legal support for small and medium-sized enterprises, household businesses, and individual business owners.
Implementing legal dissemination and education, legal assistance, and legal support for small and medium-sized enterprises (SMEs), business households, and individual businesses in areas, localities, and target groups requires inter-sectoral coordination to achieve socio-economic development goals, ensure national defense, security, and social welfare; implementing solutions to enhance the effectiveness of coordinated activities in disseminating and educating about the law, providing legal assistance, and legal support for SMEs, business households, and individual businesses in accordance with the law.
Implement solutions to enhance the capacity of agencies, organizations, and individuals responsible for coordinating activities in the dissemination and education of law, legal aid, and legal support for small and medium-sized enterprises, business households, and individual business owners.
Implement solutions to promote the socialization of policies, mobilize organizations and individuals, and attract resources to participate in the dissemination and education of law, communication of policies and laws, legal aid, and legal support for small and medium-sized enterprises, business households, and individual businesses.
Communicating policies and drafting legal documents to create social unity and consensus, mobilizing the people to participate in building and perfecting laws and organizing their effective implementation; developing materials, updating data and information to serve the dissemination and education of law, legal aid, and legal support for small and medium-sized enterprises, business households, and individual businesses on the National Law Portal.
Implementing guidance, explanation, information, and notification regarding legal aid; processing requests for legal aid; referring eligible citizens to legal aid organizations; reporting and statistical work; providing professional guidance on coordinating legal aid activities and coordinating legal aid in litigation.
To build, manage, update, exploit, and utilize a legal database to serve legal support activities for small and medium-sized enterprises, household businesses, and individual businesses. To perform other tasks assigned by the Government and the Prime Minister.
Amend the regulations on subject-specific classrooms in general education institutions.
Circular 14/2025/TT-BGDĐT amends the Regulations on subject-specific classrooms in general education institutions attached to Circular 14/2020/TT-BGDĐT, issued by the Minister of Education and Training, effective September 2, 2025.
Specifically, add clauses 3 and 4 to Article 1 as follows: Viet Bac Highland High School, Friendship School 80, and Friendship School T78 shall apply this Regulation to implement the general education program.
"Pre-university schools apply these Regulations in the same way as high schools to implement the pre-university training program."
Add point (d) to Clause 1, Article 4 as follows: Subject-specific classrooms used jointly for several subjects shall adhere to the following principles: ensuring the classrooms have sufficient functionality, similar functions, and adequate equipment for each subject; ensuring the allocation of time and space for teaching and organizing educational activities according to each function; and ensuring the teaching hour plan and quotas per student group for each subject. The classrooms must meet the specifications, preparation rooms, specialized furniture, and technical requirements for subject-specific classrooms used jointly by the subjects.
Amend Clause 2 of Article 4 as follows: The number of subject-specific classrooms shall be based on the number of classes and the actual conditions of the general education institution, ensuring compliance with the regulations on physical facility standards for preschools, primary schools, lower secondary schools, upper secondary schools, and multi-level general education schools issued by the Minister of Education and Training.
Amend point a of clause 1, Article 5 as follows:
Primary schools: For computer science and foreign language classrooms, the minimum working area per student is 1.50m2, and each classroom must have an area of no less than 50m2;
For science and technology, music, and art classrooms, the minimum working area per student is 1.85m2, and each classroom must have an area of no less than 60m2.
Add point (d) to clause 1 of Article 5 as follows: The minimum working area of a subject classroom used jointly by several subjects shall be determined based on the subject classroom with the largest area among the subjects using it jointly.
Regulations on teaching and learning in foreign languages in educational institutions.
Decree 222/2025/ND-CP, which regulates teaching and learning in foreign languages in educational institutions, will take effect from September 15, 2025.
The decree stipulates the following four principles for teaching and learning in foreign languages:
Teaching and learning in foreign languages must stem from societal needs, the voluntary participation of learners, and the requirement to ensure the quality of education and training, contributing to the promotion of Vietnamese education, traditions, and culture.
Subjects, modules, courses, and educational content and activities taught and learned in a foreign language must ensure that the objectives, content, and teaching methods of the curriculum approved by competent authorities at each educational level and training qualification comply with the relevant laws and regulations concerning general education, continuing education, vocational education, and higher education.
The teaching and learning in a foreign language must be publicly announced to learners and stakeholders on the educational institution's website immediately after the foreign language teaching and learning plan is approved by the competent authority.
Programs, curricula, and materials used for teaching and learning in foreign languages must not contain content that harms national defense, national security, or public interests; must not propagate religion or distort history; must not affect the culture and customs of the Vietnamese people; and must ensure continuity between different levels of education and training as prescribed.
