Many new policies will take effect from October 2026.
From October 2026, several new policies will officially come into effect, notably regulations increasing the standard allowances for war veterans and social assistance; using VNeID to access the National Single Window Portal; receiving feedback on false and misleading information via VNeID; and new regulations on managing ships at port checkpoints.
Increase the standard level of preferential allowances for war veterans and social assistance.
According to Government Decree No. 321/2026/ND-CP, effective from October 1, 2026, the standard allowance for people who have rendered meritorious services to the revolution has increased from VND 2.789 million to VND 3.012 million. This is the basis for calculating allowances, subsidies, and preferential treatment for people who have rendered meritorious services and their relatives.
Also from October, Decree No. 335/2026/ND-CP on social assistance policies will take effect from October 5, 2026. According to Article 4 of the Decree, the standard social assistance level will increase from VND 500,000 to VND 540,000 per month. This standard level will be used as the basis for determining social allowances, financial support for care and nurturing, and other social assistance levels.

VNeID is used on the National Single Window Portal.
Government Decree No. 336/2026/ND-CP, effective from October 15, 2026, stipulates the implementation of administrative procedures for exported, imported, and transit goods, as well as outgoing, incoming, and transit transport vehicles, under the national single window and ASEAN single window mechanisms.
Notably, from October 15th, users can use their VNeID electronic identity account to log in and access the National Single Window Portal. The Decree also regulates the registration, locking, activation, revocation, and management of user accounts and digital signatures on this system.

VNeID is a channel for receiving feedback on fake news and misinformation.
Decree No. 328/2026/ND-CP on preventing and combating fake news and misinformation takes effect from October 5, 2026. According to Clause 2, Article 13, reporting, denouncing, or reflecting information that shows signs of being false or misinformation can be done through various forms such as direct contact, via hotline, the electronic portal of the competent authority, sending written documents, or through the VNeID application.
Therefore, from October 5th, VNeID is officially added as one of the channels for individuals to report, denounce, or provide feedback on information that appears to be false or inaccurate.
Other notable regulations
Decree No. 289/2026/ND-CP on the management and assurance of security and order at port checkpoints under the management of the Ministry of Public Security takes effect from October 1, 2026. The Decree stipulates the procedures for control, inspection, supervision, and issuance of permits related to crew members, passengers, and vessels entering, exiting, transiting, and transferring ports.
Also effective from October 1st, Decree No. 317/2026/ND-CP on the organization, management, and use of the National Scholarship Fund comes into force. The Fund aims to support learners in their studies, research, innovation, entrepreneurship, vocational skills development, and digital capabilities; while prioritizing certain groups of learners, including those from ethnic minority and mountainous regions, and areas with particularly difficult socio-economic conditions.

Furthermore, the Urban Development Law of 2026, effective from October 1, 2026, grants additional authority to the City People's Council to issue policies and measures to restrict private vehicles from entering the city center to reduce congestion and emissions. It also allows for the application of congestion pricing and policies to support the transition from fossil fuels to clean energy.
