Many apartments in Ho Chi Minh City do not meet accommodation conditions

Many apartment buildings in Ho Chi Minh City do not meet the conditions to operate short-term accommodation services, causing difficulties in housing management and tourism activities.

At a meeting on September 25, the Ho Chi Minh City Department of Construction said that most mixed-use apartment projects in the area do not meet the standards for short-term accommodation services.

Many conflicting opinions have been sent to the authorities. One side is the owner and the management board who want to keep the house purely for residential purposes, while the other group wants to exploit the apartment to rent to serve tourists.

Infrastructure not suitable for short-term service

Through actual inspection, most mixed-use apartment buildings do not have separate systems for electricity, water, elevators, fire protection or waste treatment specifically for accommodation activities. This is the reason why the buildings do not meet the requirements of Circular 05/2024/TT-BXD on management and use of apartment buildings.

The lack of specialized infrastructure poses a risk to the safety, security and rights of residents, while creating a legal gap in managing this rapidly growing service type.

Efforts to adjust policies

To resolve the problem, the Department of Construction is coordinating with many relevant units to review and propose adjustments to Decision 26/2025/QD-UBND on the management and use of apartment buildings in Ho Chi Minh City. The goal is to provide a clear legal framework that is consistent with urban development practices.

In addition, the Department of Tourism and the Department of Science and Technology have also developed a project on “Management and development of a sharing economic model in the field of tourist accommodation”. This project aims to effectively exploit the potential for short-term rentals in apartments while still ensuring safety for residents and maintaining stability in urban life.
