On August 4th, the inter-agency inspection team, established under Decision No. 6564/QD-UBND dated December 22, 2016, of the Chairman of the Provincial People's Committee, led by Mr. Bui Dinh Sang - Chief Inspector of the Department of Internal Affairs, conducted a surprise inspection of several offices of agencies and units in Vinh City and Yen Thanh District. |
During the inspection of administrative discipline and order at the Department of Planning and Investment, the members of the inter-agency inspection team noted that this unit fully and promptly implemented all relevant directives and documents.
The Department has issued quite comprehensive regulations and rules to manage the official duties of civil servants and improve the quality and efficiency of the operations of its departments and units.

To monitor and manage the performance of professional duties and working hours of officials and civil servants, the Department has equipped surveillance cameras at the "one-stop" service and document handling departments to monitor and supervise the work ethic and attitude of civil servants; and organizes inspection teams to check compliance with working hours approximately once a week…
The office was basically arranged in accordance with regulations and workplace culture rules; however, some rooms still lacked nameplates and job titles for civil servants at their desks. At the time of inspection, the team did not find any violations of working hours regulations, but many civil servants were still not wearing their ID badges while working in the office, with some even stating they "only wear their badges during agency meetings" (!?).

Subsequently, the inter-agency inspection team worked at the Provincial Cooperative Union headquarters at 8:30 AM and discovered that 8 civil servants were absent, including Ms. Nguyen Thi Van Anh from the General Economic Department, who was absent without explanation. In addition, the agency's officials and employees were not wearing identification badges; the agency had not yet made nameplates and job title signs for desks for positions from department head and equivalent downwards.
According to the inspection team members, the Provincial Cooperative Union has directly implemented and directed the enforcement of administrative discipline and regulations at meetings, assigning responsibilities to each department and individual, but has not yet issued a written implementation plan.
The agency reviews and amends its internal regulations annually; however, some aspects remain unregulated, such as workplace culture regulations and regulations on protecting state secrets.

Later that same day, the inter-agency inspection team worked with the People's Committee of Yen Thanh district, noting that the People's Committee had issued a plan to implement Directive 26 of the Prime Minister; seriously reviewed and amended regulations and working procedures; assigned specific tasks to civil servants in writing; and ensured that the "one-stop" service department of the People's Committee of the district had adequate facilities and was convenient for customers to conduct transactions.
In addition, the delegation noted several remaining issues after conducting random inspections in two communes in Yen Thanh district. Specifically, earlier, during a surprise inspection at the Vien Thanh commune office at 10:30 AM, the delegation found four individuals absent without reason (the Deputy Secretary of the Party Committee, the Chairman of the Veterans Association, the Chairman of the Women's Association, and the Vice Chairman of the People's Council); a surprise inspection at the Long Thanh commune office at 11:05 AM found three individuals absent without reason (the Vice Chairman of the People's Council, the Chairman of the Veterans Association, and the Chairman of the Farmers Association).

Many commune officials inspected did not wear identification badges; the People's Committees of the inspected communes had not yet issued monthly work programs and were instead implementing the general program issued by the Party Committee; and the content in the monthly work schedule was incomplete;… These were also points noted in the inspection report and were directly addressed and rectified by the inspection team at the communes.
Representing the leadership of Yen Thanh District People's Committee, Mr. Hoang Danh Truyen - Vice Chairman of the District People's Committee, received the comments and feedback from the inter-agency inspection team, and stated that the district will remind the communes to promptly rectify the shortcomings during the upcoming meeting between the district leadership and the communes.
