In Nghi Duc commune (Vinh City), there is still a high-risk accident hotspot: the five-way intersection between the 35m road and Le Quy Don road in Xuan Hoa hamlet. Residents report that traffic accidents have occurred frequently since the intersection was opened in 2018. (Photo: Nguyen Hai)

One of the 10 traffic accident hotspots in Hoang Mai town is the intersection of Road 36 (now National Highway 48D) at Km 13+700 with the inter-communal road in Quynh Vinh. According to the Hoang Mai Town Traffic Safety Committee, since its opening, there have been dozens of accidents, resulting in at least 3 deaths. Photo: Nguyen Hai

Here is one of the three accident hotspots in Nghia Son commune (Nghia Dan district): the five-way intersection between National Highway 15A and the Ho Chi Minh Trail. Mr. Tran Dinh Thang, Vice Chairman of the Nghia Son Commune People's Committee, said: "During rush hour, students frequently cross this intersection. At night, the intersection lacks lighting, and the Ho Chi Minh Trail does not have speed limit signs, so traffic accidents occur regularly." (Photo: Nguyen Hai)

Meanwhile, also in Nghia Son district (Nghia Dan district), due to the high elevation of the Ho Chi Minh Highway and obstructed visibility of the local road running through it, accidents frequently occur at this intersection despite the presence of traffic lights. Another traffic safety black spot is at the five-way intersection near the market and the center of Nghia Son commune. Due to the lack of traffic lights and limited visibility, many traffic accidents and collisions have occurred at this location. The People's Committee of Nghia Son commune has also requested the district and provincial authorities to clear the area, expand the road, and install traffic lights to reduce speed. According to Circular No. 26/TT/2012 of the Ministry of Transport, in early 2019, Nghe An province conducted a survey identifying 21 accident black spots and 49 locations with a high risk of traffic accidents, along with proposed funding for remediation, which was submitted to the National Traffic Safety Committee and the General Department of Roads for support in addressing and resolving the issues. Most recently, following the directive of the Deputy Prime Minister and Chairman of the National Traffic Safety Committee, localities with black spots need to urgently focus on surveying and supplementing black spot dossiers (one dossier per black spot) to submit for funding allocation for remediation in 2020, aiming to control and reduce traffic accidents in their areas.
