Previously, in August 2018, Mr. Tuan was prosecuted for the crime.Abusing one's position and authority while performing official duties..
Along with Mr. Tuan, on September 13th, authorities also charged teacher Ho Chuc (Thanh Ha High School) with the crime.Giving bribes,According to Article 364 of the 2015 Penal Code.

The Security Investigation Agency (Ministry of Public Security) also initiated criminal proceedings.Abusing one's position and authority while performing official duties withThe six defendants include: Dao Ngoc Thuat (teacher at Muong Bi High School); Le Thi Hong (Principal of Hoang Van Thu Specialized High School); Nguyen Duc Hoang (inspector at the Inspection Department, Hoa Binh Provincial Department of Education and Training); Nguyen Tan Hung (officer at the Examination and Quality Management Department, Hoa Binh Provincial Department of Education and Training); Phung Van Thu (Head of the Continuing Education and Vocational Education Department, Hoa Binh Provincial Department of Education and Training); and Quach Thanh Phuc (Deputy Principal of 19/5 High School, Kim Boi District).
Of the defendants, Ho Chuc and Dao Ngoc Thuat were arrested. The rest were released on bail.

On August 3, 2018, the Hoa Binh Provincial Police initiated a criminal case.Abusing one's position and authority while performing official duties.To investigate irregularities at the 2018 National High School Examination Council in the locality, 8 officials and teachers involved were prosecuted. With the prosecution of 8 more people, the number of defendants in the case has now increased to 16. Only Mr. Tuan was prosecuted for two crimes.
Authorities have identified 64 candidates whose scores were inflated in the 2017 and 2018 national high school graduation exams. Of these, 56 candidates had their scores increased by 0.2 to 9.25 points per subject across 140 multiple-choice test papers. When the cheating scandal was discovered, three police academies sent 28 students from Hoa Binh back to their hometowns.
