The Ministry of Transport continues to postpone the deadline for non-stop toll collection as planned because many BOT investors are slow to implement, or have not even signed contracts. The General Department of Roads has issued an ultimatum: if by October 30, BOT investors do not implement, toll collection will stop.

According to the latest report of the Department of Road Construction Management (General Department of Roads), to date, the total number of stations required to install and operate automatic, non-stop toll collection systems according to the decision of the Ministry of Transport is 29 stations.

To date, only 22 stations have signed contracts for implementation, while 7 stations have not yet signed contracts. Of the 22 stations that have signed contracts, only 11 have been installed (of which 10 are already in operation).

Compared to the direction of Minister of Transport Truong Quang Nghia in the recent meeting, the progress is delayed by many months (Mr. Nghia directed to sign all contracts by July 15 and implement automatic toll collection by August 15).

In a recent meeting with BOT investors, Mr. Nguyen Van Huyen, Director General of the Roads Department, requested that BOT investors complete installation by September 30, and test toll collection on October 15, and officially operate on October 30. Mr. Huyen said that if BOT investors do not agree by the deadline, toll collection will stop.

The list of 7 BOT stations that have not signed contracts includes: Quan Hau station, Dong Ha (Quang Binh) of investor Truong Thinh; Cam Thinh station (Construction Company 194), Can Tho station (Construction Company No. 9 - Thi Son), Cai Lay - Tien Giang station (investor Bac Ai). In addition, there are two stations under the Bac Giang - Lang Son BOT project that have not yet negotiated contracts and the investor has not yet built toll stations.

The construction and operation of non-stop toll stations is considered a fundamental solution to prevent embezzlement and reduction of collected money, and to make BOT projects transparent. However, up to now, after many delays, the situation is still not optimistic.

If we calculate the total number of 70 BOT toll stations nationwide, the number of stations in operation (10 stations), the rate of non-stop toll collection is very low.
