Group of bank officials embezzled more than 17 billion VND to pay off hot loans
A deputy manager of Saigon Thuong Tin Bank (Sacombank) has embezzled more than 17 billion VND from the bank to pay off hot loans from outside society.
Head of external loan for employee to pay debt
The Investigation Police Agency of Khanh Hoa Province has just issued an investigation conclusion, proposing to prosecute a group of Sacombank Cam Ranh officials for the crime of "Embezzlement and lack of responsibility cause serious consequences”.
Specifically, the defendants prosecuted all used to work at Sacombank Cam Ranh, including Vo Viet Luan (former Deputy Director of Sacombank Khanh Hoa, concurrently Head of Sacombank Cam Ranh Department), Nguyen Thi Thanh Ha (former Deputy of Transaction Department), Ngo Thi Hong Nhan (former cashier), Nguyen Tra My and Ngo Nu Hong Hai (both former tellers of Sacombank Cam Ranh).
Mr. Luan was prosecuted for "Lack of responsibility causing serious consequences", the remaining defendants were prosecuted for "Embezzlement of property".

The investigation concluded that Luan colluded, conspired, and concealed Ha's violations of banking regulations, using payment account information and savings deposit accounts of customers at Sacombank Cam Ranh to create fake records and documents to withdraw money from the bank for personal purposes.
Specifically, on April 15, 2022, Ha directed the teller and the cashier to create fake documents to make cash deposits into the accounts of some customers while no customers came to make the transaction (the cashier did not receive the cash) and pay the money directly to the customers (these customers lent Ha money to serve Ha and Luan's personal purposes).

At the end of the day, Ha could not raise enough money according to the documents, leading to a cash deficit of 6.59 billion VND at the closing time. Ha and Nhan reported to Luan, but Luan did not report to his superiors but directed them to keep this matter a secret to handle it themselves. Later, Ha informed Luan that the 6.59 billion VND deficit was related to Nhat Tung Company Group, so Luan contacted Mr. Nguyen Cong Tung to borrow money from outside to cover the deficit.
Therefore, Luan and Tung agreed to borrow money from Mr. Tran Huu Phuc and Mr. Pham Duc Duong and his wife for a total of 6 billion VND. Luan signed the loan papers and Mr. Tung was responsible for repaying the debt. By April 18, 2022, the entire amount of money Luan borrowed was transferred to Ha for processing, while the remaining 590 million VND was offset by Ha against the withdrawal transactions of the group of customers who lent money to Ha. In 2022, Ha and his accomplices continued to create and sign fake documents to close credit records and savings cards to appropriate money from Sacombank.
Seizing bank money to pay off hot loans
According to the Khanh Hoa Provincial Police Department, although Luan did not directly sign the fake documents, as Deputy Director of the branch and Head of the transaction office, Luan did not properly perform his assigned tasks. In addition, Luan also asked Ha to mobilize money for personal purposes, leading to a deficit in Sacombank's cash fund. Luan did not report the entire incident to his superiors, did not take measures to prevent it, and also created conditions for Ha to violate regulations, causing serious damage to Sacombank with a total amount of 17.3 billion VND.

At the investigation agency, the defendant Ha confessed that he used a total of more than 17 billion VND to pay debts to individuals in the group of 21 customers who lent him money to serve the business activities and repay debts of the Nhat Tung group (including Nhat Tung Company and individuals related to this company). The defendants Nhan, My, and Hai confessed that they acted under Ha's direction, not for personal motives and did not benefit from Ha's violations.
