Hung Chau Commune was established on the basis of merging 4 administrative units of Dien Doai, Dien Lam, Dien Truong and Dien Yen of Dien Chau District (old). After its establishment, the Commune Party Committee had 66 Party organizations with 1,732 Party members.

Under the direct leadership of the Party Committee, the political system and the joint efforts and consensus of the people, Hung Chau commune has overcome difficulties, successfully implemented the goals and tasks set out in the Resolution of the Congress for the 2020-2025 term; achieved many important and comprehensive results in all fields.

Party building and political system building have seen many innovations. The average economic growth rate is 11.6%/year; total budget revenue in the area in 2025 is estimated at 61 billion VND, 3 times higher than in 2020 (exceeding the target set by the Congress); average income per capita in 2025 is estimated at 71 million VND, 1.4 times higher than in 2020.

The economic structure has shifted in the right direction, prioritizing industry - construction and services. The new rural construction movement has seen many improvements. In the period of 2021 - 2025, the commune has invested in building 98 projects, with a total investment of more than 380 billion VND. The rural infrastructure system has developed rapidly, the face of the countryside has changed and improved. Before the merger, all 4/4 communes were recognized by the Provincial People's Committee as meeting new rural standards, of which 2/4 communes were recognized as meeting advanced new rural standards.

The highlight of Hung Chau commune in the past term was attracting investment and building industrial infrastructure. In the period of 2021 - 2025, the locality has attracted investment in 6 projects, with a total investment of more than 1,480 billion VND, typically the projects: Viet Glory Dien Truong leather shoe manufacturing and processing factory; Phu Linh export garment factory; Zone B - Muong Thanh ecological area, attracting more than 10,000 workers; At the same time, the commune coordinated with the Southeast Economic Zone Management Board to deploy the work of establishing a zoning plan (scale 1/2,000) for Dien Quynh Industrial Park (area of ​​about 480 hectares, of which 350 hectares belong to Hung Chau commune, 130 hectares belong to Quynh Luu commune).

In addition, the commune also performed well the work of compensation and site clearance for works and projects, especially key works and projects such as: North - South Expressway; 500kV Quang Trach - Quynh Luu Power Line; Additional compensation for the National Highway 1A expansion and upgrade project... Focusing on capital sources from the superior budget and local budget to invest in expanding and upgrading infrastructure to create favorable conditions for socio-economic development.

The cultural and social fields have many positive changes. The total number of trained workers each year reaches 1,200 people; 100% of primary and secondary school students are of school age. The health insurance coverage rate reaches nearly 95%; 100% of households have access to clean water. Mass cultural and sports movements have developed vigorously, contributing to preserving identity and improving the spiritual life of the people. National defense and security work has been firmly consolidated. During the term, the commune selected 194 citizens to join the army, reaching 100% of the target. The commune police are organized in a "streamlined, strong" direction, effectively implementing Project 06 on population data and electronic identification...

Make a breakthrough in the new term

With the slogan "Solidarity - Democracy - Discipline - Breakthrough - Development", the 1st Congress of the Commune Party Committee, term 2025 - 2030 set out 23 targets to strive for in various fields. In particular, the growth rate reaches 12 - 13%; Average income per capita by 2030 reaches 120 million VND/year; The average growth rate of total State budget revenue in the area in the period 2026 - 2030 increases by 12%; By 2030, the commune meets the advanced new rural standards; The average annual reduction in the rate of poor households is below 1%, near-poor households is below 2%; The rate of cultural hamlets and residential groups reaches 90%...

Along with that, the Hung Chau Commune Party Committee will focus on 3 breakthroughs: First, actively attract investment, focus on building synchronous and modern infrastructure; prioritize the development of key areas, industrial clusters, services, transportation, and irrigation.

Second, promote the application of science, technology and digital transformation; focus on building and developing digital government, building an honest, professional, modern administration serving the people.

Third, build a team of competent cadres, civil servants and public employees who can meet the requirements of the tasks, especially a team of professional, competent, dedicated leaders and managers who dare to think, dare to do, and dare to take responsibility.

To successfully implement the set targets, the locality will focus on the following solutions: Developing effective and sustainable agriculture, towards modern, green, clean, ecological agriculture, associated with environmental protection and adaptation to climate change; Encouraging land accumulation and concentration, investing in infrastructure to form large-scale agricultural commodity production areas, associated with product consumption linkages; Continuing to implement the new rural construction program for the period 2026-2030.

In addition, the commune will strengthen planning, attract investment and develop socio-economic infrastructure; Ensure the quality and progress of zoning planning, detailed planning of urban areas, tourist areas, industrial parks and residential infrastructure, serving well the management and investment attraction; Prioritize projects applying high technology, new technology, with innovation capacity; focus on advantageous fields such as agriculture, industry - handicrafts, services, tourism to create economic breakthroughs; Continue to maintain industrial development at a high pace, on the basis of in-depth investment, application of new technology, improving production and business efficiency of industrial establishments.

The commune will focus on investing in building new and upgrading commercial centers in Yen Ly urban area; Developing the trade and service system, the goods distribution system along the National Highway 48 and National Highway 1A corridors, the route to Hai Chau commune (Dien Yen to Dien My); Strengthening tourism promotion to attract tourists to Muong Thanh eco-tourism area, Hon Nhan eco-tourism area, Comrade Phung Chi Kien Memorial Area, Long An Communal House, Chay Communal House... Continuing to encourage investment in building and expanding tourist areas...
