New breakthroughs in Hung Chau commune.

Impressive numbers

Hung Chau commune was established by merging four administrative units of Dien Doai, Dien Lam, Dien Truong, and Dien Yen from the former Dien Chau district. After its establishment, the commune's Party Committee had 66 Party organizations with 1,732 Party members.

Under the direct leadership of the Party Committee, the political system, and the collective efforts and unity of the people, Hung Chau commune has overcome difficulties and successfully implemented the goals and tasks set forth in the Resolution of the Party Congress for the 2020-2025 term; achieving many important and comprehensive results in all fields.

Party building and the construction of the political system have seen many innovations. The average economic growth rate reached 11.6% per year; total budget revenue in the area in 2025 is estimated at 61 billion VND, a three-fold increase compared to 2020 (exceeding the target set by the Congress); average per capita income in 2025 is estimated at 71 million VND, 1.4 times higher than in 2020.

The economic structure has shifted in the right direction, prioritizing industry, construction, and services. The new rural development movement has seen significant progress. During the 2021-2025 period, the commune invested in the construction of 98 projects with a total investment of over 380 billion VND. Rural infrastructure has developed rapidly, and the rural landscape has changed and improved. Before the merger, all four communes were recognized by the Provincial People's Committee as meeting the new rural development standards, with two of them being recognized as achieving advanced new rural development standards.

A highlight of Hung Chau commune during the past term was attracting investment and building industrial infrastructure. In the 2021-2025 period, the locality attracted investment in 6 projects with a total investment of over 1,480 billion VND, notably including: Viet Glory Dien Truong leather shoe manufacturing and processing factory; Phu Linh export garment factory; Zone B - Muong Thanh Eco-tourism area, attracting over 10,000 workers; and simultaneously, the commune coordinated with the Southeast Economic Zone Management Board to implement the zoning plan (scale 1/2,000) for Dien Quynh Industrial Park (approximately 480 hectares, of which 350 hectares belong to Hung Chau commune and 130 hectares belong to Quynh Luu commune).

Furthermore, the commune has also done a good job in compensation and land clearance for construction projects, especially key projects such as: the North-South Expressway; the 500kV Quang Trach - Quynh Luu power line; and supplementary compensation for the expansion and upgrading of National Highway 1A... It has focused on allocating funds from higher-level budgets and local budgets to invest in expanding and upgrading infrastructure, creating favorable conditions for socio-economic development.

The socio-cultural sector has seen many positive changes. The total number of trained workers annually reaches 1,200; 100% of primary and secondary school students of school age attend school. The health insurance coverage rate is nearly 95%; 100% of households have access to clean water. Mass cultural and sports movements are developing vigorously, contributing to preserving the identity and improving the spiritual life of the people. National defense and security work is being strengthened. During the term, the commune selected 194 citizens to enlist in the army, achieving 100% of the target. The commune police force is organized in a "lean and strong" manner, effectively implementing Project 06 on population data and electronic identification...

Making breakthroughs in the new term.

With the slogan "Unity - Democracy - Discipline - Breakthrough - Development," the First Party Congress of the commune, for the term 2025-2030, set forth 23 targets to strive for in various fields. These include: a growth rate of 12-13%; an average per capita income of 120 million VND/year by 2030; an average annual increase of 12% in total state budget revenue in the commune during the 2026-2030 period; achieving advanced new rural standards by 2030; an average annual reduction in the poverty rate of less than 1%, and the near-poverty rate of less than 2%; and a 90% rate of cultural hamlets and residential groups...

In addition, the Hung Chau Commune Party Committee will focus on three breakthroughs: Firstly, actively attracting investment and concentrating on building a synchronous and modern infrastructure; prioritizing the development of key areas, industrial clusters, services, transportation, and irrigation.

Secondly, we must promote the application of science, technology, and digital transformation; focus on building and developing a digital government, and creating an honest, professional, and modern administration that serves the people.

Thirdly, we must build a team of capable officials, civil servants, and public employees who meet the demands of their tasks, especially a team of professional, competent, dedicated, and proactive leaders and managers who dare to think, dare to act, and dare to take responsibility.

To successfully achieve the set targets, the locality will focus on the following solutions: Developing efficient and sustainable agriculture, towards modern, green, clean, and ecological agriculture, linked with environmental protection and adaptation to climate change; Encouraging land consolidation and concentration, investing in infrastructure to form large-scale agricultural commodity production areas, linked with product consumption agreements; Continuing to implement the new rural development program for the period 2026-2030.

In addition, the commune will strengthen planning, attract investment, and develop socio-economic infrastructure; ensure the quality and progress of zoning plans and detailed plans for urban areas, tourist areas, industrial zones, and residential infrastructure, serving well the management and investment attraction; prioritize projects applying high technology, new technologies, and with innovative capabilities; focus on advantageous sectors such as agriculture, industry - handicrafts, services, and tourism to create economic breakthroughs; continue to maintain high-speed industrial development based on in-depth investment, application of new technologies, and improvement of the production and business efficiency of industrial establishments.

The commune will focus on investing in the construction and upgrading of commercial centers in Yen Ly urban area; developing the commercial and service system and the goods distribution system along National Highway 48 and National Highway 1A, and the road to Hai Chau commune (from Dien Yen to Dien My); strengthening tourism promotion to attract tourists to Muong Thanh ecological tourist area, Hon Nhan ecological tourist area, the Phung Chi Kien Memorial Area, Long An Temple, Chay Temple, etc.; and continuing to encourage investment in the construction and expansion of tourist areas.

Building upon the fine traditions of our homeland, upholding the spirit of self-reliance and creativity, and effectively mobilizing the combined strength of the entire society, the Party Committee and people of Hung Chau commune are determined to successfully achieve the set goals and tasks, building Hung Chau commune into a comprehensively developed area, and together with the people of the whole country, confidently entering a new era, an era of national progress for Vietnam.
