The first union officials in Nghe An apply for early retirement
Implementing the streamlining of the apparatus, Nghe An Trade Union has closely followed the instructions to come up with appropriate and effective solutions. During that process, many trade union officials have demonstrated a pioneering spirit in making decisions that are “beneficial to the country and the family”.
True to the spirit of the Resolution
Immediately after Resolution No. 18-NQ/TW, dated October 25, 2017, the 6th Conference of the 12th Party Central Committee on "Some issues on continuing to innovate and reorganize the apparatus of the political systemlean, effective and efficient operation" was issued, Nghe An Trade Union has concretized the documents of the Central Committee, of the Provincial Party Committee Standing Committee to thoroughly grasp and implement the spirit of the Resolution in a timely, serious and extensive manner to all cadres and civil servants. Thereby, creating a change in the awareness of cadres and civil servants of the Nghe An Trade Union system, especially the contents on continuing to innovate and reorganize the apparatus of the political system towards streamlining, effective and efficient operation, streamlining the payroll associated with restructuring the cadre and civil servant team.

From the above changes, the streamlining work of Nghe An Trade Union has achieved certain results, ensuring the arrangement and merger of departments in a streamlined direction, effective operation, avoiding duplication and overlap, and the arrangement and assignment of cadres and civil servants are carried out objectively and democratically, in accordance with aspirations and capacities.
In compliance with the Central Party Executive Committee's Regulations on the functions, tasks, organizational structure, and staffing of specialized agencies of the Fatherland Front Committee and socio-political organizations at the provincial and district levels, the Provincial Federation of Labor currently has 6 departments, including: Organization, Finance, Propaganda - Women's Union, Legal Policy and Labor Relations, Office, and Office of the Inspection Committee. In this streamlining, the Provincial Federation of Labor has reduced 1 department (Women's Union), ensuring that each department has 1 head and 1 deputy head; the District Federations of Labor and Industry Trade Unions each have 1 head and 1 deputy head.

Looking back at the implementation of Resolution No. 18-NQ/TW, Mr. Nguyen Chi Cong - Permanent Vice Chairman of the Provincial Labor Federation, shared: With the determination to strictly implement the policies, regulations and directions of the Central Government on the organization and apparatus arrangement, ensuring unity in the management of the trade union organization from the province to the grassroots level, promoting effectiveness and efficiency in the new situation, the implementation of the policy of streamlining the payroll has created consensus among cadres, civil servants and party members. From this streamlining, Nghe An Labor Union has drawn necessary lessons for the upcoming streamlining work.
Accordingly, it is necessary to continue to effectively implement the resolutions, conclusions, regulations, statutes, and instructions of the Central Committee; the Plans, Action Programs, regulations, and directives of the Provincial Party Committee related to personnel work; continue to pay attention to training and fostering political theory and professional expertise for the contingent of cadres and civil servants. At the same time, strengthen the leadership of Party committees at all levels in personnel planning, ensure the principles of democratic centralism, inheritance and continuity, overcome the shortage of cadres, and effectively carry out emulation and reward work to motivate and encourage cadres and civil servants to strive to fulfill their assigned tasks.

In that spirit, Nghe An Trade Union continues to closely follow the direction to propose appropriate solutions. Specifically, in terms of organization, reduce 1 thematic committee (from 6 committees to 5 committees); reduce 4 industry unions and equivalent (from 6 unions directly above the grassroots level to 2 unions directly above the grassroots level). Regarding management leadership positions, reduce 1 committee head position (from 6 committee heads to 5 committee heads); reduce 4 industry union chair positions, from 6 positions to 2 positions; reduce 44 executive committee members (from 78 members to 34 members); reduce 15 members of the Standing Committee (from 25 members to 10 members); reduce 14 members of the Inspection Committee (from 24 members to 10 members).
“In the process of implementing this change, we must adhere to the principles and directions of the Party and the regulations of the Vietnam General Confederation of Labor in organizing, arranging and streamlining the apparatus. At the same time, promoting democracy along with strengthening discipline, order and preventing corruption, waste and negativity, ensuring smooth and effective union activities, not causing stagnation or reducing quality due to the arrangement of the apparatus. The principle of arrangement is synchronous management between the Party and the Union. If the unit has not yet established a Party organization, it must be arranged and assigned according to the locality, combining the arrangement of the apparatus and personnel with the work of mobilization and rotation”, Ms. Phan Thi Trang - Head of the Organization Board of the Provincial Federation of Labor shared.

Currently, Nghe An Provincial Labor Federation is managing 6 departments (including: Organization, Finance, Propaganda - Women's Union, Legal Policy and Labor Relations, Office, Inspection Committee Office, 21 District, City and Town Labor Federations, 8 Industry Trade Unions, 6 affiliated grassroots trade unions, 3 affiliated units. The total number of full-time trade union officials receiving salaries from the trade union budget (as of December 2, 2024) is 142 people/total 152 assigned positions (some retired and transferred officials have not been added).
Pioneering spirit
In the early stages of this revolution to streamline and streamline the apparatus of the political system, many union officials understood the importance of the Resolution, supported the Party and State's policies, and proactively applied for early retirement to make the work easier.staff arrangementmore convenient
In the streamlining project submitted to the Provincial Party Committee, with the current 8 industry unions, the Provincial Labor Federation proposed to continue to retain 2 units, the Southeast Economic Zone Union (due to its important nature and position) and the Education Industry Union (currently implementing the Pilot Project on Industry Union Arrangement), and to dissolve 6 industry unions and equivalents (including Industry and Trade, Transport, Agriculture and Rural Development, Construction, Health, and Civil Servants' Union). Accordingly, 2 unions at the higher level directly above the grassroots level were established, including the Union of Party agencies, mass organizations, People's Councils, and provincial judiciary, and the Provincial People's Committee Union.
As soon as they grasped the content of this arrangement plan, at the Health Sector Trade Union, the Chairman and Vice Chairman of the Trade Union simultaneously volunteered to retire early so that the streamlining could proceed smoothly. Notably, both of them are dedicated and responsible trade union officials and have achieved many remarkable achievements during their working time.

"I think the Party's streamlining policy is completely correct. As a Party member and a leader, I have the responsibility to be a pioneer and set an example in implementing it. This not only creates conditions for the Provincial Federation of Labor to arrange and assign staff, but also creates opportunities for the young generation to contribute, and gives me the opportunity to rest," said Ms. Tran Thi Thu Ha - Chairwoman of the Nghe An Health Sector Trade Union. During her 31 years of work, Ms. Ha is known as a trade union official who loves the industry, loves her job, is passionate about her responsibility, and is dedicated to her work. She has always been ranked as an excellent performer, and has received many Certificates of Merit and Merit at all levels.
Sharing about her decision, Ms. Nguyen Thi Thuong Huyen - Vice President of the Health Sector Trade Union said: "Although I am passionate about my job, I have to admit that I cannot be as creative, knowledgeable about technology, and enthusiastic as young people. Working in a trade union in particular, and in the movement in general, requires these qualities. So, we, the "old bamboo", should give way to the younger generation to contribute, first for the common cause, and then for ourselves. With our personalities, if we retire, we will continue to work and contribute in a job, position, and environment that is more suitable for our abilities."

With the same viewpoint, Ms. Ho Thi Dong - an expert of the Organizing Committee of the Provincial Labor Federation is the first person of the Federation to volunteer for early retirement. Ms. Dong shared: "A young person can work 3 times more productively than an older person, while the salary of an older person is 3 times higher than that of a young person. I think that my decision to retire early is a decision that "benefits the country and the family", both supporting the national policy and giving myself more time to rest with a reasonable allowance". This is not the first time Ms. Dong has decided to "step back" to give opportunities to young people. Previously, in 2018, Ms. Dong surprised many people when she said that she was not suitable for a leadership position and refused the position of Head of the Department to be wholeheartedly devoted to the role of an expert.
According to the plan, the Project "Rearranging the Boards under the Provincial Federation of Labor; dissolving local and equivalent industry trade unions; establishing trade unions directly above the grassroots level, including: Trade unions of Party agencies, mass organizations, People's Councils, provincial judiciary and Provincial People's Committee Trade Union" was implemented.Waiting for the Provincial Party Committee and the Vietnam General Confederation of Labor to approve and implement in February 2025. Direct the preparation of documents and procedures for merging Provincial Labor Federations and dissolving Industry and equivalent Trade Unions to be completed before March 1, 2025. Announcement of the Decision to establish the Trade Union of Party agencies, mass organizations, People's Councils, provincial judiciary and the Trade Union of the Provincial People's Committee before the date 5/3/2025.
