I met Ms. Ngan Thi Kieu Trang at the Party Committee and People's Committee office of Nga My commune. Trang was born in 1994 and has been a contract employee of the Nga My commune Party Committee since the beginning of 2026. This means that at the time I met Trang, she had only been working there for a little over 6 months.

She came here as a daughter-in-law and helped her husband with his business and production. At that time, few people knew that this young girl with fair skin had graduated with honors from the Faculty of Literature, Hanoi Pedagogical University 1. Trang said that she had many job opportunities after graduating from university, but because it was far from her family and not suitable, she had to stay home. Later, she married and settled permanently in Noong Mo until now.

After 2025, when implementing a two-tiered local government system, due to a shortage of personnel, Nga My commune recruited a number of contract workers and part-time officials. Ms. Ngan Thi Kieu Trang was encouraged by local leaders to join the commune's Party Committee. Despite only working there for half a year, Ms. Trang has been highly praised by the commune leaders for her skills, abilities, work ethic, and dedication.

Following the policy of rearranging and merging villages and hamlets according to Government Decree 185 and the Provincial People's Committee's plan for rearranging villages and hamlets, Nga My commune was reorganized from 16 villages to 13. Noóng Mò village, where Ms. Ngân Thị Kiều Trang's family lives, was merged with Piêng Ồ village. The new village is named Noóng Mò. Along with the reorganization of villages, the work of strengthening the team of officials in the community was also carried out thoroughly. Ms. Ngân Thị Kiều Trang, a young official of Nga My commune, was again encouraged by the commune leaders to join the Party Committee and hold the position of Secretary of the Party Branch of Noóng Mò village.
Mr. Lo Thanh Nhat, Secretary of the Party Committee and Chairman of the People's Council of Nga My commune, said that the Standing Committee of the Party Committee has great confidence in the moral character, qualifications, and abilities of Comrade Ngan Thi Kieu Trang. Mr. Lo Thanh Nhat also added that initially, neither of the two former Party branch secretaries of Pieng O and Noong Mo villages expressed a desire to retire. However, upon learning that their replacement was Ms. Ngan Thi Kieu Trang, both readily agreed.
These can be considered the first advantages for the new Party Secretary of Noóng Mò village - a community with over 340 households, of which the Party branch has 36 members.

Although one year younger than Ngan Thi Kieu Trang, Lo May Xa has spent many years working in Nga My commune as a part-time official. He is the Vice Chairman of the Farmers' Association, in charge of veterinary services. At the time we met Lo May Xa, the Head of the Party Building Committee, Luong Thi Lang, and the Deputy Head of the Culture and Social Affairs Department of Nga My commune were encouraging Xa to participate in the Party committee and branch activities of Pot village – a newly formed village after its merger with Bay village.

Mr. Lo May Xa said that he grew up in the grassroots movement. Previously, he was the Secretary of the Youth Union branch in Bay village, and not only a leader of the youth movement at the grassroots level, but also actively participated in movements at the commune and district levels. Now, as Nga My commune is reorganizing its villages, Mr. Lo May Xa has been trusted by local leaders and encouraged to join the Party Committee and hold the position of Secretary of the Party Branch in Pot village. Mr. May Xa said that he is not afraid of difficulties or hardships. What worries him most is that the Party Branch in Pot village has 62 members – one of the largest Party branches in Nga My commune. Moreover, the branch includes many veteran members and many others who previously held key positions at the commune and district levels. However, the young party member confidently asserted that he would do his best to become a bridge to convey the Party and State's guidelines and policies to people's lives, and at the same time, help bring the voices of party members and villagers to higher-level leaders.
Standardize the "extended arms" at the facility.

Speaking about the part-time officials in the villages after the commune carried out the reorganization according to the State's policy, Mr. Lo Thanh Nhat - Secretary of the Party Committee and Chairman of the People's Council of Nga My commune - said that the team of village officials is an "extended arm" at the grassroots level. After this village reorganization, the part-time village force has been strengthened and standardized, with the commune prioritizing the selection of young, qualified, enthusiastic officials who are responsible to the community.
In fact, standardizing the non-specialized staff also aims to meet objective requirements in the new context. The development trend demands that Party branch secretaries, village heads, or heads of the Fatherland Front committees must know how to apply information technology and digital technology in their daily activities. Therefore, when young people with qualifications and formal training participate in activities at the village level, it will contribute to promoting the development of communities in Western Nghe An. Conversely, through Government Decree No. 185, the State also concretizes policies for village officials. They receive benefits and policies commensurate with their efforts and contributions.
According to Decree No. 185/2026/ND-CP, the regulations for part-time officials in villages (Party Branch Secretary, Village Head, Head of the Fatherland Front Committee) are as follows:
Allowance fund allocation: The State budget allocates a monthly allowance fund at two levels, calculated based on the current base salary of 2.53 million VND/month.
Level 8 (equivalent to VND 20.24 million/month): Applicable to villages with 700 or more households; key villages for national defense and security, border villages, island villages, or villages facing extreme difficulties.
Level 6.5 times (equivalent to VND 16.445 million/month): Applicable to the remaining villages and hamlets.
