Party cell secretaries who are also hamlet chiefs in many localities always fulfill their tasks well, further affirming the “harmony” of the Party’s will and the people’s hearts at the grassroots level. Notably, in Nghia Hoi commune, Nghia Dan district, all 11 hamlets have party members who fulfill “two roles” like this.

Practice makes perfect

Passing through many concrete roads around the hamlet, leading to the sugarcane fields in Dong Hoi hamlet, Nghia Hoi commune (Nghia Dan), we met Party Cell Secretary and Hamlet Chief Tran Ngoc Phuc carrying a pump, spreading hoses to pump water in preparation for pouring concrete on the inner-field road.

Mr. Phuc worked quickly and together with the group of workers, checked the roadbed, determined the uniformity of the road width, the thickness of the concrete needed, etc. All work was supervised by Mr. Phuc and the people in the hamlet. The group of workers in the hamlet was preparing to pour concrete on two sections of nearly 1 km of inner-field roads. These were the last sections of more than 20 km of inner-field and inner-field roads in Dong Hoi hamlet to be poured with concrete, creating convenience for people to travel, develop production, and harvest agricultural products.

To basically close the traffic system in the hamlet and the intra-field traffic with concrete, the people of Dong Hoi hamlet have been working hard for nearly 10 years now. Mr. Phuc said that each year the Party cell and hamlet set a goal to do a little bit, depending on the actual income, the level of people's contributions and cement support from all levels. 282 households in the hamlet unanimously contribute 1.2 million VND each year to build concrete roads.
With such perseverance, up to now, Dong Hoi hamlet has basically completed the concrete pouring of all roads from the commune to the hamlet, from the hamlet to each household and from the hamlet to the fields, with only 2 short sections to the 2 furthest households remaining to be completed next year. To achieve such results, the Party cell, the hamlet management board and the local people have agreed to join hands to implement. In particular, comrades in the Party cell and hamlet management board must "match words with actions", be exemplary and take the lead. Therefore, all policies and resolutions of the Party cell must be closer to reality to be effectively implemented.

During the conversation, Mr. Tran Ngoc Phuc said that after completing his military service and returning to his hometown, he was elected as deputy hamlet chief and for the past 17 years, he has been trusted by party members to be elected as Party cell secretary, and at the same time, elected by the people as hamlet chief. Holding such “two roles”, the work of the hamlet and the people takes up most of his daily time. Sometimes he goes to meetings, receives policies from higher levels, sometimes he implements resolutions at all levels, resolutions of the party cell, then there are funerals, weddings, etc. In general, Mr. Phuc has to make an effort to complete the work of the Party and the people.

“Each task in the hamlet, from the Party cell’s policy, the hamlet management board’s direction to the work of mobilizing people to join hands to implement, must be completed based on the reality of the households. Therefore, the Party cell and hamlet management board need to know how to adjust the tasks appropriately in each stage to both perform the task well and create consensus and solidarity among each person and household in the hamlet,” Mr. Phuc shared.

In Nghia Hoi commune (Nghia Dan), since 2015, 11 hamlets have implemented the model of Party cell secretary and hamlet chief. Notably, there are some Party cell secretaries who have been hamlet chiefs for more than 20 years.

Mr. Ngo Dinh Xuan - Party cell secretary and hamlet chief of Dong Bai hamlet, Nghia Hoi commune is affectionately called "village elder" by cadres, party members and people of the commune. Mr. Xuan has been performing this "two-role" role for 20 years. Many years ago, Mr. Ngo Dinh Xuan was Party cell secretary and hamlet chief of Dong Thanh hamlet. In 2019, Dong Thanh hamlet merged with Khe Bai hamlet to form Dong Bai hamlet, Mr. Ngo Dinh Xuan continued to be trusted as Party cell secretary and hamlet chief.

In the central area of ​​Nghia Hoi commune, Dong Bai hamlet is home to Kinh, Catholic and Thai ethnic groups. For many years, the hamlet has always completed all movements launched by all levels, people's lives have been constantly improved, security and order have been maintained. That result is the solidarity and unanimity of all households in Dong Bai hamlet under the leadership of Party Cell Secretary and Hamlet Chief Ngo Dinh Xuan.

Taking on two important responsibilities, Mr. Xuan believes that there are many advantages in carrying out political tasks as well as implementing specific movements and programs. Once the Party cell agrees on the policy and the hamlet management board "knows the lesson", it can be implemented immediately.

In the process of carrying out his duties, as the Party cell secretary and hamlet chief, Mr. Xuan must constantly grasp the actual situation in each residential group and be close to each household. According to Mr. Xuan, the process of carrying out the tasks requires thorough discussion so that "the Party's will and the people's heart are one", therefore, for many years in a row, the Dong Bai hamlet Party cell has always been classified as excellent and outstanding, and the hamlet is classified as a cultural and advanced residential area.

Evaluating the model of Party cell secretary and hamlet chief, comrade Nguyen Thi Thanh Lien - Secretary of the Party Committee of Nghia Hoi commune said: The actual implementation of the model in all 11 hamlets of the commune shows that policies, resolutions at all levels and emulation movements are implemented quickly and effectively. That "2 in 1" combination also demonstrates the practical capacity and prestige of the Party cell secretary and hamlet chief at the grassroots level.

To fully assume the responsibility of “two roles”, it requires the individual comrade who is the Party cell secretary and hamlet chief to have political determination, be passionate about the work, be really close to the people, practice “speaking to the people, listening to the people” and be associated with the effectiveness of the work through each stage. The implementation of the model of Party cell secretary and hamlet chief also “concentrates” the allowance of two positions for those comrades to have a commensurate source of funding so that they can work with peace of mind and contribute.

Resolution of the Provincial People's Council passed at the 17th Session, term 2021 - 2026 (applied from the beginning of 2024), stipulates the titles and allowances for non-professional workers in communes, blocks, hamlets, villages, and communes, Party cell secretaries, hamlet (village) heads and heads of the Front's working committee as follows:

For villages, hamlets, and communes with 350 households or more (500 households or more for blocks) or in areas with complex security, order, borders, and islands; the monthly allowance for Party cell secretaries and hamlet chiefs is 2.1 times the basic salary and for heads of the Front work committee is 1.8 times the basic salary.

For the remaining hamlets and blocks, the monthly allowance for the Party cell secretary and hamlet chief is 1.6 times the basic salary and for the head of the Front's working committee is 1.3 times the basic salary.
