Which provinces and cities have both their Party Secretary and Chairman as members of the 14th Central Committee?
Among the 200 members of the 14th Central Committee recently elected, the local bloc features a notable appearance of 16 pairs of "secretaries and chairmen" who were both elected, spread across many major provinces and cities nationwide.
One of the differences in the local leadership structure of the 14th Party Congress term compared to previous terms is that many provinces and cities have Party secretaries, chairmen of People's Committees, and chairmen of People's Councils who are all members of the Central Committee.
Statistics from the list of 200 Central Committee members show that 23 provinces and cities in the local sector have two or more key leadership positions elected to the 14th Central Committee of the Party (including both full and alternate members).

4. Vo Van Minh – Deputy Secretary of the City Party Committee, Chairman of the People's Council of Ho Chi Minh City
5. Dong Van Thanh – Standing Deputy Secretary of the City Party Committee, Chairman of the People's Council of Can Tho City
6. Nguyen Minh Dung – Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council of Vinh Long (alternate candidate)
In addition to the 34 provincial and city Party secretaries, the 14th Central Committee also includes 16 chairmen of provincial and city People's Committees; 6 chairmen of provincial People's Councils; 2 chairmen of provincial Fatherland Front Committees; and 1 vice chairman of a city People's Committee.
Among the localities, Ho Chi Minh City has the most Central Committee members with 6, including both full and alternate members. Of these, Ho Chi Minh City has one Politburo member, the City Party Secretary Tran Luu Quang. The remaining five Central Committee members are: Chairman of the City People's Committee Nguyen Van Duoc, Standing Deputy Secretary of the City Party Committee Le Quoc Phong, Chairman of the City People's Council Vo Van Minh, Chairman of the City Fatherland Front Nguyen Phuoc Loc, and Vice Chairman of the City People's Committee Nguyen Manh Cuong (alternate).
Six localities, including Hanoi, Thanh Hoa, Quang Ngai, Vinh Long, Khanh Hoa, and Dak Lak, each have three leading officials elected as full and alternate members of the Central Committee.
In Hanoi, one member is a Politburo member, namely the Secretary of the City Party Committee, Nguyen Duy Ngoc; the other two members are the Chairman of the City People's Committee, Vu Dai Thang, and the Deputy Secretary of the City Party Committee, Nguyen Trong Dong.

A notable feature of the 14th term is the presence of 16 pairs of "secretaries - chairmen" who were both elected as Central Committee members in Hanoi, Ho Chi Minh City, Thanh Hoa, Da Nang, Hai Phong, Quang Ngai, An Giang, Lam Dong, Hung Yen, Khanh Hoa, Hue City, Gia Lai, Ninh Binh, Thai Nguyen, Phu Tho, and Cao Bang.

Of the 14 provincial and city chairmen who are official members of the Central Committee, 5 are re-elected: Chairman of Hanoi Vu Dai Thang and Chairman of Ho Chi Minh City Nguyen Van Duoc (official members of the 13th term), Chairman of Thanh Hoa Nguyen Hoai Anh, Chairman of An Giang Ho Van Mung and Chairman of Thai Nguyen Vuong Quoc Tuan (alternate members of the 13th term).
The remaining provincial and city chairmen are all participating in the Central Committee for the first time.
Among the list of chairmen of provincial and city People's Committees elected as members of the 14th Central Committee, a notable trend is the rejuvenation of local leadership, with the core force belonging to the 70s generation.
According to personnel records, 13 out of 16 people belong to the 70s generation, only 2 are from the 60s generation, and 1 is from the 80s generation.
Among the 16 chairmen of provincial and city People's Committees elected to the Central Committee, the oldest is Mr. Nguyen Van Duoc, Chairman of the People's Committee of Ho Chi Minh City (born in 1968). The youngest is Mr. Le Hai Hoa, Chairman of the People's Committee of Cao Bang province (alternate member) - born in 1980.
Another noteworthy point is the high level of expertise of the provincial and city chairmen elected to the 14th Central Committee. There are officials with doctoral degrees, concentrated in the fields of economics, business administration, law, social sciences, environment, and high-tech agriculture.
The remaining cases mainly involve individuals with master's degrees, many possessing 2–3 university degrees in diverse fields such as economics, law, public administration, foreign languages, and Party and government building.
