ButIn clause 1 Dquestion34. The 2023 Identity Card Law takes effect from01/7/2024 The regulations stipulate that electronic identity cards will be blocked in the following 5 cases:
a) When the person issued the electronic identity card requests to block it;
b) When the person issued the electronic identity card violates the agreement on the use of the national identification application;
c) When the person issued an electronic identity card has their identity card revoked or confiscated;
d) When the person issued the electronic identity card dies;
(d) When requested by the prosecuting authority or other competent authority.

- Clause 2, Article 34 of the 2023 Identity Card Law stipulatesElectronic ID cards are unlocked in the following cases:
a) When the person issued the electronic identity card as stipulated in point a, clause 1 of this Article requests unlocking;
b) When the person granted the electronic identity card as stipulated in point b, clause 1 of this Article has rectified the violations of the agreement on using the national identification application;
c) When the person issued the electronic identity card as stipulated in point c, clause 1 of this Article has their identity card returned;
d) When the prosecuting authority or other competent authority as stipulated in point d, clause 1 of this Article requests the unlocking.
Note:
-When an electronic identity card is blocked in the cases specified in points a, b, c, and d of Clause 1 of this Article, the identity card management agency must immediately notify the person whose electronic identity card has been blocked.
- The head of the identity card management agency of the Ministry of Public Security has the authority to lock and unlock electronic identity cards.
