Belief and expectation!
This year, our Party celebrates its 95th anniversary. Many cadres, Party members, and citizens express their pride in the great achievements led by the Party throughout the revolutionary struggle, bringing the country to independence, freedom, peace, reform, and development; at the same time, they express their concerns and aspirations for the Party to continue to shoulder its leadership and governing role, leading the country into a new era, an era of national progress.

This year, our Party celebrates its 95th anniversary. Many cadres, Party members, and citizens express their pride in the great achievements led by the Party throughout the revolutionary struggle, bringing the country to independence, freedom, peace, reform, and development; at the same time, they express their concerns and aspirations for the Party to continue to shoulder its leadership and governing role, leading the country into a new era, an era of national progress.
I am 84 years old this year, and a Party member for 62 years, I have always placed unwavering faith in the revolutionary cause led by the Party. Thanks to the Party's leadership and the people's support, the country has achieved independence, freedom, peace, reform, and development as it has today. This is undeniable, although there are aspects that are not entirely satisfactory; within the Party's "ranks," there are cadres and Party members, including high-ranking officials, who have failed to cultivate and refine their political acumen and revolutionary ethics as "communists," leading to ideological and moral decline, and resulting in disciplinary action and imprisonment. This is a pain for the Party, but it should not be used to exaggerate the shortcomings of the Party and the State; nor should it deny the Party's leadership role or the truly great revolutionary achievements under its leadership over the past 95 years.
We need to recognize the Party as a "living organism"; alongside its positive aspects, it also has shortcomings and limitations. The campaign to build and rectify the Party, which the Party has initiated and persistently implemented over the past period, is inevitable and in line with objective trends and laws, aiming to promote the good and correct aspects, overcome and correct shortcomings, and strengthen our Party. Along with the campaign to build and rectify the Party, the policies and initiatives led by the Party, which have created many recent positive changes, continue to build the people's trust in the Party.
To further strengthen the people's trust in the Party, and to continue fulfilling the Party's leadership and governing role and "mission," the Party needs to continue focusing on building a contingent of cadres and Party members who are intelligent, capable, and innovative in their thinking; who dare to think, speak, act, and take responsibility; who are steadfast in political ideology; morally sound; and ready to serve the Fatherland and the people. Only then can cadres and Party members assume their pioneering and exemplary roles, earning the people's trust and support.
Along with building a strong contingent of cadres and Party members, the Party also needs to resolutely and persistently correct and overcome its shortcomings and weaknesses with a truly courageous spirit, accepting losses and avoiding a half-hearted approach, which would be ineffective and would diminish public trust. However, the Party needs to build a roadmap and take cautious steps, because the Party's activities must go through stages of propaganda, organization, training, and action. Propaganda aims to create unity in understanding, from propaganda to organizing forces, to training to improve capacity and skills, and finally, action: the Party must "match words with deeds"; words and actions must adhere to the Party's policies, guidelines, and resolutions; thereby creating momentum, unleashing potential, and leading the country into a new era.

Having held various positions, from youth union officials to cultural and propaganda officials at the district level, and then being transferred to grassroots levels to undertake state management and Party work, I have had the opportunity to access and directly implement the correct viewpoints, policies, and guidelines of the Party and State into daily life, contributing to the development of my homeland and country, and the increasing prosperity and happiness of the people.
In practice, in my leadership and guidance at the grassroots level, I have observed that the Party's guidelines and policies for the development of agriculture, rural areas, and farmers, which the Government has concretized and implemented through the National Target Program for building new rural areas and the National Target Program for socio-economic development in ethnic minority and mountainous regions, represent a new step forward in thinking, awareness, and the Party's decisive and determined action to create the best possible conditions, especially to raise awareness and actions among people in rural areas in general and in ethnic minority and mountainous rural areas in particular. This helps people change outdated customs and practices, adapt farming methods, access markets, and exploit the potential and advantages of each region and locality, contributing to the development of rural areas, ethnic minorities, and mountainous regions.
Furthermore, strengthening the deployment of senior officials to the grassroots level, from the central government to the provinces, from the provinces to the districts, and from the districts to the communes, is a very correct policy of the Party, especially at the grassroots level. This creates coordination between officials who are closely involved with the grassroots, possessing rich practical experience and hands-on expertise, and officials with strategic vision, comprehensive thinking, and the skills to apply and concretize the Party's viewpoints, guidelines, and policies into life. This contributes to bringing the Party's policies and resolutions to the people more fully, promptly, and effectively.
Currently, our country is entering a new era of development, an era of national progress. To realize the aspiration for national development in this new era, the human factor plays an extremely important role, first and foremost the cadre within the system, because "cadres are the foundation of all work," and "the success or failure of all endeavors depends on whether the cadres are good or bad." From the perspective of grassroots cadres, I hope that, in conjunction with preparing personnel for the Party Congresses at all levels, leading up to the 14th National Party Congress, our Party will select the right cadres and place them in the right positions to both maximize their contributions and benefit the organization; at the same time, we will remove and expend incompetent cadres from the system. Along with that, the Party needs to strengthen and improve the mass mobilization skills of its cadres, so that the people understand the era of national progress, thereby clearly identifying what needs to be done to achieve this progress. Only by doing these things can we realize the nation's aspiration for progress.

The glorious revolutionary career of the Party has been affirmed through many brilliant milestones throughout its 95-year history; and is affectionately called "Our Party" by the people.
In response to practical demands, the Party has recently focused on reforming its leadership methods, implementing a series of initiatives that have created many positive changes, consolidating the Party's role and prestige in social life and among the people. In particular, the Party's efforts in combating corruption and rectifying, preventing, and reversing the decline in political ideology, morality, and lifestyle, as well as the manifestations of "self-evolution" and "self-transformation" within the Party, have contributed to enhancing the Party's leadership capacity and fighting strength. Simultaneously, these efforts have brought about a change in the working style of cadres at all levels, making them closer to the people, understanding their needs, and showing greater concern and responsibility for their lives.
Currently, the Party is continuing to implement many new policies and strategies; including the breakthrough policy on developing science and technology, innovation, digital transformation, and the revolution to streamline the apparatus and build a team of cadres at all levels commensurate with the tasks; along with the continued vigorous implementation of the fight against corruption and waste… I believe that, from the correct viewpoints, orientations, and strategies of the Party and the agreement and support of cadres, Party members, and the people, there will be a synergy that will bring the homeland and the country to a higher level of development, contributing to affirming the strength of the Party in the new era, the era of the nation's rise.
As a Party member, I am always proud to be a member of the Party and to have been assigned the task of participating in community work. Therefore, I have always strived and will continue to strive to contribute, fulfill the tasks assigned by the Party, and help build the people's trust in the Party. With faith and love for the Party, I pledge to continue to dedicate myself to the Party's cause.
