Efforts to ensure national cybersecurity

On the morning of March 21, at the Government Headquarters, Prime Minister Pham Minh Chinh, Head of the National Cybersecurity Steering Committee, chaired the first meeting of the Steering Committee in 2026.

Also attending were members of the Politburo: General Luong Tam Quang, Minister of Public Security and Deputy Head of the Standing Committee of the Steering Committee; Le Hoai Trung, Minister of Foreign Affairs; Nguyen Duy Ngoc, Secretary of the Hanoi City Party Committee (attending from the Hanoi city branch); and leaders of ministries, branches, and central agencies. The session was broadcast live to provinces and cities nationwide.

In his opening remarks at the meeting, Prime Minister Pham Minh Chinh emphasized that the global and regional situation is very dynamic and complex; this volatility gives us much to think about and many lessons to learn, requiring new approaches and thinking, especially regarding security in general, and cybersecurity in particular, including attacks, fraud, causing suspicion, political instability, and disruption of social order and safety.

We must place this issue at a new level, in a new context linked to the overall development of the country, linked to promoting digital transformation, protecting the activities of the State and the people, especially combating fraud against the people. Therefore, the requirement to protect the Fatherland in the new situation is in line with the spirit of General Secretary To Lam.The directive emphasized: Breakthrough actions and results must be widespread, with new approaches and new thinking, using goals as a guide and products as a measure; shifting strongly from a task-oriented mindset to a results-oriented mindset; from doing a lot to doing it right, doing it correctly, doing it thoroughly and completely; from having activities to having concrete products, not just on paper.

The meeting demonstrated a very high sense of responsibility and strong determination to be more decisive in directing, leading, and organizing the implementation of measures to ensure cybersecurity for the nation, the people, and the country.

The 14th National Congress of the Party identified comprehensive security as a strategic foundation, focusing on protecting national security, non-traditional security, cybersecurity, and human security in the new era. The goal is to maintain a peaceful and stable environment for economic development, creating a solid foundation for the cause of national construction and defense. Achieving double-digit economic growth in the coming period is a crucial but challenging task. Therefore, outdated thinking is unacceptable; instead, we must innovate our approach to address cybersecurity issues more effectively, intelligently, and proactively, from an early stage and in advance, in all situations, avoiding passivity and surprise.

Over the past period, Resolution 57 of the Politburo and Directive 57 of the Party Central Committee have been implemented decisively and synchronously, achieving many outstanding results: strengthening investment in technology, improving the capacity to ensure critical information systems; preventing, detecting and combating cybercrime, and raising social awareness about protecting cybersecurity and data security.

However, we must frankly acknowledge that the cybersecurity and data security situation is very complex and fraught with unpredictable factors: cyberattacks are becoming increasingly sophisticated, the buying and selling of personal data continues to occur; cyberspace is being exploited to infringe upon national security and social order; some ministries, sectors, and localities are still complacent, responsibilities are not clearly assigned, and cybersecurity capabilities do not meet requirements; coordination among forces is still not timely or effective; infrastructure is not synchronized... These issues necessitate identification in order to develop appropriate tasks and solutions.

Therefore, at this meeting, the Prime Minister proposed focusing on the following key issues: How are the documents of the 14th Party Congress related to cybersecurity being concretized in ministries, sectors, and localities? To what extent has the implementation of the 2025 Cybersecurity Law and the protection of national digital sovereignty been carried out, and what content needs to be emphasized to ensure that digital transformation always goes hand in hand with safety and security? Has the capacity to monitor and respond to cybersecurity and data security truly become a reliable shield for the smooth and uninterrupted operation of digital government, digital economy, and digital society activities, while ensuring security and safety?

What groundbreaking solutions can ensure comprehensive security and safety, with a focus on cybersecurity and data security, supporting the digital economy and promoting economic growth? What measures can be taken to deploy real-time cybersecurity monitoring systems that are measurable and provide specific product evaluations?

What are the international lessons learned regarding cybersecurity and data security, and how do we anticipate and assess new challenges such as cyber warfare and information warfare? If they occur, will we win?

The challenge lies in ensuring cybersecurity and national sovereignty in cyberspace, especially in the context of escalating military conflicts in many places.

Propose suggestions for adjusting and supplementing the cybersecurity strategy, proactively responding to challenges from cyberspace by 2030; what should the people's cybersecurity posture in cyberspace be like? This posture must be placed alongside the national defense posture, the people's security posture, and a solid foundation of public support to promote and complement each other. The people are the center, the subject, the driving force, and the resource for development; they are both the target of protection and must participate in this process.

The Prime Minister requested that delegates speak concisely, to the point, and directly address the issues.
