Efforts are being made to attract FDI to Nghe An.
(Baonghean.vn) - Building on the achievements of the past two years, consistently ranking among the top 10 provinces nationwide in attracting foreign direct investment (FDI), Nghe An province is striving to implement solutions to build a reliable and effective destination for foreign investors.
MANY PROMISING
Hainan Drinda New Energy Technology Co., Ltd. is a high-performance photovoltaic cell manufacturer in China, currently operating three factories in Jiangxi, Anhui, and Jiangsu provinces. In its development strategy, Hainan Drinda has chosen Southeast Asia as its key market. After surveying various countries, the company decided to choose Vietnam and signed a memorandum of understanding with Hoang Thinh Dat Joint Stock Company to invest in a high-efficiency solar panel manufacturing project in Hoang Mai II Industrial Park (Hoang Mai town, Nghe An province).

Mr. Chau Tieu Huy, Deputy General Director of Hainan Drinda New Energy Technology Co., Ltd., emphasized that the company plans to lease approximately 58 hectares in Hoang Mai II Industrial Park to implement a project to invest in a high-efficiency solar panel manufacturing plant with a designed capacity of 14GW and a total estimated investment of US$450 million. In Hoang Mai II Industrial Park, the company will utilize the most modern and advanced technology in the world; it expects to employ over 4,000 workers and aims to have the plant operational by December 2024. In addition, the company will have additional suppliers within its ecosystem participating in the investment.
Vice Chairman of the Nghe An Provincial People's Committee, Bui Thanh An, emphasized: Nghe An province highly appreciates the investment project by Hainan Drinka New Energy Technology Co., Ltd. to produce high-efficiency solar panels. The company's project will help Nghe An province in particular, and Vietnam in general, promote the transition to renewable, clean, and new energy sources, contributing to the realization of Vietnam's commitment to achieving net-zero emissions by 2050.

Nghe An province already has a presence of major electronics and energy corporations such as Luxshare, Foxconn, Goertek, Shandong, Everwin, Sunny, etc., and Nghe An is gradually becoming a center for the production of electronic components and green energy for the whole country. Hainan Drinda New Energy Technology Co., Ltd. decided to invest in Nghe An, raising the total FDI attracted by the province to nearly 500 million USD by the second quarter of 2024.
It can be said that few provinces or cities nationwide currently have five of the world's leading technology giants investing together: Foxconn, Luxshare, Goertek, Everwin, and Juteng. These companies have invested over $1.3 billion in the province, expected to create more than 86,000 jobs. To achieve this, Nghe An has developed a strategic orientation to selectively attract FDI, prioritizing high-quality capital and projects geared towards green growth and sustainable development. In investment promotion, the province focuses on partners and sectors with clear objectives; with a targeted approach, avoiding a scattered approach, and thoroughly integrating it into foreign relations, trade promotion, and tourism activities.

EFFORTS TO CONTINUE MAKING MIRACLES
Not content with the achievements already made, Nghe An aims to build upon its successes and overcome limitations to continue attracting FDI from both traditional and new partners in the 2021-2030 period. With an ambitious target of achieving registered FDI of 3-3.5 billion USD in the 2021-2025 period and 4.5-5 billion USD in the 2026-2030 period, Nghe An province continues to focus on implementing five key solutions.
Recently, the Prime Minister approved the Provincial Planning for the period 2021-2030, with a vision to 2050, adding many more industrial zones and clusters and identifying the Southeast Economic Zone as one of the province's growth drivers. Currently, Nghe An province is developing a plan to expand the Southeast Economic Zone from over 20,000 hectares to over 100,000 hectares.

In addition to shared infrastructure, Nghe An province is focusing on mobilizing investment resources to complete important and essential infrastructure such as: the Cua Lo deep-water port construction project, the Vinh International Airport upgrade and expansion project; and at the same time, paying attention to completing the social infrastructure and services system. Furthermore, Nghe An province has attracted and currently has three capable and experienced industrial park infrastructure developers: VSIP, WHA, and Hoang Thinh Dat. These three investors are currently developing five industrial parks in the province. By 2025, Nghe An province aims to have sufficient land and clean sites, approximately 1,500 hectares, to attract investment.
To provide land for investors, Nghe An has planned to expand industrial zones and clusters; supporting investors in building and operating synchronous and modern industrial zone and cluster infrastructure. Mr. Le Tien Tri - Head of the Southeast Economic Zone Management Board, said that in 2024, Nghe An will focus on developing the infrastructure of Tho Loc Industrial Park with a scale of 500 hectares, Hoang Mai II Industrial Park with a scale of 335.23 hectares, and continue to propose investment in WHA Industrial Park phase 3 (250 hectares), Tho Loc B Industrial Park (180 hectares), and Nghia Dan Industrial Park (160 hectares).

With a population of over 3.4 million people, including more than 1.6 million of working-age individuals, the province boasts 6 universities, 11 colleges, and 70 vocational training centers, annually adding approximately 45,000 people to the labor market, with over 65% having received training. The province is focusing on linking training between businesses, investors, and training institutions. In particular, the province is continuing its efforts to reform administrative procedures and substantially improve the investment and business environment. Nghe An province is always ready to support investors; considering investors' difficulties as the province's own; resolving procedures correctly and quickly, with some projects receiving investment registration certificates within just 5 working days.

Chairman of the Provincial People's Committee Nguyen Duc Trung assessed: Nghe An currently has many advantages in attracting investment. Therefore, sectors and localities need to continue to build on the positive results of the past years; continue to remove difficulties and support investors who have been granted Investment Registration Certificates and are implementing projects in the area; continue to review and support investors in completing procedures to implement new projects, meeting the labor recruitment requirements of investors. Localities, especially Dien Chau district and Hoang Mai town, should pay attention to land clearance work to implement the Tho Loc Industrial Park (VSIP II) and Hoang Mai II Industrial Park projects to create land for attracting investment.
