Efforts to digitally transform vocational education.

Attending the conference were: Dr. Nguyen Duc Ho - Deputy Director of the Training and Education Center - Institute of Vocational Education Science - General Department of Vocational Education; Doan Hong Vu - Member of the Provincial Party Committee, Director of the Department of Labor, War Invalids and Social Affairs; and representatives from the leadership of various departments, agencies, and the People's Committees of districts, cities, and towns.

The conference report emphasized that vocational education plays a crucial role in improving the quality of human resources, contributing to increased labor productivity, promoting economic growth, and enhancing the competitiveness of provinces and the nation, especially in the current period.

To improve the quality and effectiveness of vocational education, the Prime Minister issued Decision No. 2239/QD-TTg dated December 30, 2021, approving the Strategy for the Development of Vocational Education for the period 2021-2030, with a vision to 2045, aiming to rapidly develop vocational education to meet the diverse needs of the labor market, the people, and the increasingly high demands for the quantity, structure, and quality of skilled human resources for national development in each period.

In the current context, the Fourth Industrial Revolution, digital technology, the digital economy, and information technology are creating and will continue to create groundbreaking changes in all fields, including vocational education. This also provides favorable conditions for innovating the content and methods of training, management, and state administration; creating opportunities for vocational education to develop, in order to meet the modern requirements and standards of developed countries.

In light of this situation, the Prime Minister issued Decision No. 479/QD-TTg approving the National Digital Transformation Program until 2025, with a vision to 2030; the Minister of Labor, War Invalids and Social Affairs issued Decision No. 601/QD-BLDTBXH dated July 5, 2022, on the implementation plan for Decision No. 2222/QD-TTg of the Prime Minister; the Provincial Party Committee issued Resolution No. 09-NQ/TU dated August 5, 2022, on the digital transformation of Nghe An province until 2025; and the Provincial People's Committee issued Plan No. 586/KH-UBND dated August 22, 2022, on the digital transformation of Nghe An province until 2025. Plan No. 605/KH-UBND dated August 31, 2022, on implementing the digital transformation program in vocational education until 2025, with orientation to 2030.

Speaking at the conference, Comrade Doan Hong Vu - Director of the Department of Labor, War Invalids and Social Affairs - emphasized that the Decisions and Plans on digital transformation in vocational education for the period 2021-2030, with a vision to 2045, are strategic, fundamental, important, and timely contents that promote the improvement of vocational education quality in the new situation.

The purpose of organizing this conference is to raise awareness, knowledge, and management capacity, and to ensure the quality and effectiveness of vocational education implementation for leaders of provincial departments, agencies, and organizations, district-level Departments of Labor, War Invalids and Social Affairs, and heads and relevant departments of vocational education institutions in the province, in order to promptly implement the Vocational Education Development Strategy in the province effectively and in accordance with practical realities.

The Director of the Department of Labor, War Invalids and Social Affairs requested that delegates attending the conference fully absorb the content on digital transformation presented at the conference. At the same time, they should develop plans, review the content, and apply it to the practical situations of their localities and units to improve the quality and effectiveness of vocational education in their areas.

At the conference, Dr. Nguyen Duc Ho - Deputy Director of the Training and Development Center - Institute of Vocational Education Science - General Department of Vocational Education, presented the Implementation Plan for the Vocational Education Development Strategy for the period 2021-2030, with a vision to 2045 (Decision No. 2239/QD-TTg dated December 30, 2021, of the Prime Minister).

According to Dr. Nguyen Duc Ho, to achieve the strategic goals, it is necessary to implement 8 groups of key solutions and tasks simultaneously, of which 2 breakthrough solutions identified in the strategy are: Accelerating digital transformation, modernizing infrastructure and equipment, and innovating training programs and methods; and Developing a team of teachers, artisans, experts, vocational instructors, and management staff in vocational education.

Mr. Ho also stated: Along with the implementation of the Vocational Education Development Strategy for the period 2021-2030, with a vision to 2045, the Ministry of Labour, Invalids and Social Affairs is actively implementing projects and sub-projects in the field of vocational education under 3 national target programs. This is a large and important resource for implementing the Vocational Education Development Strategy for the period 2021-2030, with a vision to 2045.
