Efforts are being made to bring the 500kV circuit 3 transmission line project to completion.
The 500kV Circuit 3 transmission line project has received and continues to receive attention and guidance from Party and State leaders, ministries, localities, and mass organizations. Currently, contractors are focusing their efforts on completing the final tasks to bring the 500kV Circuit 3 transmission line project to completion.
All for the sake of the national electricity grid.
The 500kV Quang Trach - Pho Noi transmission line project, approximately 519km long, passes through 9 provinces, has a total investment of about 22 trillion VND, with 4 component projects, and was started in January 2024.
In Nghe An province, two component projects are being implemented: The 500kV Quang Trach - Quynh Luu power line project, approximately 82.33km long, includes 168 tower foundation locations, corresponding to 169 tower spans in the districts of Nam Dan, Nghi Loc, Dien Chau, Yen Thanh and Quynh Luu.

The Quỳnh Lưu - Thanh Hóa 500kV power line project in the province is approximately 17.5km long, comprising 34 tower foundation locations, corresponding to 34 tower spans, located in Quỳnh Lưu district and Hoàng Mai town.
This is a crucial project in Vietnam's overall electricity supply and transmission sector. Completing the project will increase the electricity transmission capacity from the Central to the North from 2,200 MW to 5,000 MW, addressing the urgent and challenging electricity supply issues in the North.
Recognizing this as a key national project, the entire political system of Nghe An province has been actively involved in coordinating its implementation. Following the Prime Minister's Directive No. 55/CĐ-TTg dated June 1, 2024, the Chairman of the Provincial People's Committee, Nguyen Duc Trung, instructed the Chairmen of the People's Committees of districts and towns to direct relevant agencies and units to mobilize available resources, provide maximum support, and create all conditions for investors, contractors, and construction units to best organize logistics, accommodation, living arrangements, transportation, ensuring convenience, hygiene, safety, and health for officials, engineers, workers, and laborers, especially newly mobilized personnel.

Relevant departments, agencies, localities, and units, according to their functions and duties, are focusing on seriously, promptly, and effectively implementing the directives of the Central Government and the province regarding the project. Provincial leaders are regularly present at the construction site to inspect and supervise the progress of construction, resolve difficulties, and encourage the construction forces.
Military Region 4 deployed 1,120 regular troops, local troops, and militia to participate in construction projects across the three provinces of Ha Tinh, Nghe An, and Thanh Hoa. The regular and local troops of Military Region 4 were always ready to mobilize and coordinate construction with urgency, overcoming the elements, and ensuring victory once deployed, contributing to the project's progress in the region.

To support the construction of the 500kV power line, circuit 3, through Nghe An province, the Provincial Youth Union also developed a plan and launched a high-intensity emulation campaign, establishing 74 operational teams with more than 1,100 young people carrying out various activities to support the construction of the 500kV power line, circuit 3. The volunteer youth teams worked with local authorities to disseminate information and mobilize people to hand over the power line corridor; assisted in dismantling houses and cutting trees within the corridor; helped regulate traffic when laying power lines across road crossings; and encouraged and presented gifts to boost the morale of workers on the construction site.

Throughout the implementation process, the project has consistently received attention and guidance from the Prime Minister, ministries, and the leaders of Vietnam Electricity Group. This has been coupled with the support of local authorities in the project areas, and the cooperation of the people who have ceded land for the project and participated in supporting the excavation and foundation construction phase.

Given the importance of the project, not only EVNNPT, but also EVN's power units and partner units have demonstrated a high sense of responsibility by enthusiastically participating in supporting the project, making every effort and overcoming difficulties. In addition, EVN also received manpower support from Military Region 3, Military Region 4, Viettel Group, Vietnam National Petroleum Group, Vietnam Post and Telecommunications Group, etc., to erect poles and lay wires for the projects.
To meet the deadlines set by the Prime Minister, many work items were implemented simultaneously within a short period, such as construction, pole erection, wire pulling, installation of positioning frames, and technical adjustments. Therefore, in addition to the main workforce of EVNNPT units and construction contractors, EVN mobilized 5 Power Corporations to participate in supporting the construction with a large number of skilled and experienced personnel.
Determined to finish on schedule.
These days, Nghe An continues to focus all its efforts on coordinating the project's implementation in the final stage; at the same time, it is proactively coordinating with the investor and contractors to restore the public land and construction sites. With the determination to hold the project's inauguration before September 2nd, 2024, all forces are working together in this final phase.

Despite the massive construction volume, challenging terrain, and unfavorable weather conditions, only a small amount of work remains to be done. According to the Department of Industry and Trade, as of August 20th, 202 out of 202 pole locations have been erected in Nghe An province, and 39 out of 87 spans have been completed with wire installation. The remaining 48 spans are being worked on day and night by the relevant units, aiming for completion on schedule.
Mr. Dang Hoang Phuong, Director of Construction and Electrical Installation Company No. 2, said: "We are accelerating the construction of packages 33 and 36. For these two packages, the fiber optic cable circuits have been connected, and we are now focusing on completing the lightning protection circuits. Despite working in rugged mountainous terrain, with frequent landslides on access roads, and the need to work at heights under extremely hot weather conditions, the entire construction site is working day and night, determined to complete the project on schedule and hand it over by the end of August."

According to the leaders of the National Power Transmission Corporation, in addition to favorable factors, the project implementation faced many difficulties as the power line passed through many high mountainous areas, many locations were in forests, and some locations involved excavating very large volumes of rock for foundation work. There were also sections that passed through many ponds, fields, and crossed many large rivers with weak geological conditions. Furthermore, due to numerous anchoring points, there were many locations with double-pole structures, making construction more time-consuming...
In addition, given the enormous volume of steel poles required and the short timeframe, EVNNPT, along with the Central Region Power Projects Management Board and contractors, have made concerted efforts to focus on production and implement specific solutions to accelerate the production schedule.
Following the Prime Minister's directives with the spirit of "only talking about doing, not talking about retreating," "overcoming the sun, conquering the rain, not losing to the wind and storms," working "3 shifts, 4 teams," "eating quickly, sleeping urgently," the engineers and workers of the units participating in the project have worked with the highest spirit and responsibility to bring the project to completion on schedule to celebrate the 79th anniversary of the August Revolution and National Day on September 2nd.

With coordinated efforts and timely, close guidance, on August 19, 2024, the National Power Transmission Corporation and the Central Power Projects Management Board, in coordination with relevant units, energized the 500kV transmission line project, circuit 3, section from Quynh Luu to Thanh Hoa, meeting the objectives set by the Prime Minister. On the same afternoon, the National Power Transmission Corporation and the Northern Power Projects Management Board, in coordination with relevant units, successfully energized two circuits of the 500kV transmission line project, circuit 3, section from Nam Dinh 1 Thermal Power Plant to Pho Noi.
The completion and energization of the component projects, meeting the Prime Minister's directives, is a great impetus for the entire 500kV Circuit 3 Transmission Line Project to complete acceptance testing and be inaugurated in the coming days as directed by the Prime Minister.
