PVComrade, 2024 is a crucial year for achieving the targets set in the Resolution of the Provincial Party Congress for the 2020-2025 term. How has the Department of Labor, War Invalids and Social Affairs promptly advised and implemented measures to fulfill the department's objectives?

Comrade Doan Hong Vu:Over the past years, despite facing numerous difficulties due to economic recession and natural disasters such as storms and floods, the entire sector has generally strived to overcome challenges and achieve many remarkable accomplishments. The Department has advised the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee to focus on decisively managing and directing key, comprehensive solutions in the fields of labor, war invalids, and social affairs. This includes implementing the programs outlined in the Resolutions of the 13th National Party Congress, the 19th Provincial Party Congress, and the Provincial Party Congress.Department of Labour, Invalids and Social AffairsThe term of office from 2020 to 2025, along with the plan for 2024, has been completed.

In 2024, the sector advised the Standing Committee of the Provincial Party Committee to issue Plan No. 217/KH-TU dated January 2, 2024, implementing Directive No. 21-CT/TW dated May 4, 2023, of the Central Party Secretariat on continuing to innovate, develop, and improve the quality of vocational education until 2030, with a vision to 2045; Plan No. 270-KH/TU dated August 20, 2024, implementing Directive No. 37-CT/TW dated July 10, 2024, of the Central Party Secretariat on reforming vocational training for rural laborers to meet the requirements of industrialization and modernization of agriculture and rural areas; and a report summarizing 10 years of implementing Directive No. 37-CT/TW dated June 6, 2014, of the Central Party Secretariat on strengthening the Party's leadership over the training of highly skilled human resources. The advisory committee submitted to the Provincial People's Council for promulgation six resolutions on implementing policies for beneficiaries of the national sustainable poverty reduction program for people with meritorious service from poor households, some social welfare beneficiaries, and allocating and adjusting central government funds to implement the national target program on sustainable poverty reduction in the province.
The Provincial People's Committee's advisory body issued 76 directive and management documents, including 18 decisions, 16 plans, and reports and leadership documents on important issues in the province such as: Plan No. 2134/KH-UBND dated February 26, 2024, on the implementation of the Program for Child Mental Health Care and Orphan Care in the period 2024-2030 in the province; Plan No. 265/KH-UBND dated August 1, 2024, on the implementation of Resolution No. 42 of the Central Party Committee and Resolution No. 68/NQ-CP dated May 9, 2024, of the Government on social policies in the new era up to 2030, with a vision to 2045; Plan 677/KH-UBND dated August 29, 2024, on inspection and monitoring of the implementation of the National Target Program for Sustainable Poverty Reduction giai đoạn 2021-2025; Plan No. 405/KH-UBND dated May 30, 2024, on organizing activities to commemorate the 77th anniversary of War Invalids and Martyrs' Day..

PV:Thus, surpassDespite the challenging overall context, the sector has achieved and exceeded many social welfare targets. Could you elaborate on these?
Comrade Doan Hong Vu:In 2024, the sector focused on implementing and achieving many comprehensive results in the fields of labor, war invalids and social affairs; reviewing and evaluating the implementation of targets and tasks of the socio-economic development plan for the 2021-2025 period, the Action Program to implement the Resolution of the 13th National Congress of the Party and the Resolution of the 19th Provincial Party Committee under the responsibility of the Department of Labor, War Invalids and Social Affairs. To date, 4 out of 4 tasks under the Provincial Party Standing Committee's work program, 6 out of 6 tasks under the Provincial People's Council's Resolution, and 13 out of 13 key tasks under the Provincial People's Committee's work program have been successfully implemented, with many large, important, and far-reaching tasks being successfully carried out. 8 out of 8 main target groups are expected to meet or exceed the set plan..
Specifically, state management of labor, employment, and occupational safety continues to be given attention and done well. It is estimated that in 2024, over 48,500 people will find employment (achieving 103.19% of the plan, equivalent to 104.85% compared to 2023), including sending approximately 20,000 workers abroad under contract (achieving 121.21% of the plan, equivalent to 87.5% compared to 2023).
State management of vocational education continues to be strengthened. It is estimated that in 2024, the province will train and enroll 65,000 people, achieving 100% of the target for the same period. The estimated percentage of trained workers for the whole year 2024 is 70.1%. The social insurance coverage rate compared to the working-age labor force reached 25.55%, projected to reach 25.7% for the whole year, fulfilling the plan.
State management of labor, employment, and occupational safety continues to be given due attention and effectively implemented. Activities connecting labor supply and demand continue to be strengthened. Regular monitoring of the labor situation ensures timely resolution of unemployment benefit policies and support for workers in finding new jobs.
The province consistently implements preferential policies for those who have rendered meritorious services to the revolution. The entire province has been paying regular allowances to 65,300 beneficiaries, totaling over 153 billion VND per month. The poverty rate in the province is estimated to reach 4.12% by the end of 2024, a decrease of 1.07% compared to the beginning of the year.
The sector has focused on advising and directing the implementation of the National Target Program for Sustainable Poverty Reduction; allocating and adjusting central government budget funds for the program in accordance with Resolution No. 111 of the National Assembly; and strengthening guidance and inspection of the implementation of the National Target Program for Sustainable Poverty Reduction to achieve the program's objectives.
Work related to children and gender equality, and the prevention of social evils, is becoming increasingly in-depth and effective, contributing to ensuring social security and stability, and promoting the economic and social development of the province.
PV:2025 is the year when grassroots levels will complete the goals and targets of the Resolution of the Party Congress for the current term and hold new term congresses at all levels, while also carrying out the merger of administrative units according to the regulations of the Central Government. Could you please elaborate on the plans and solutions to achieve these goals?
Comrade Doan Hong Vu:We continue to adhere closely to the targets set forth in the Resolutions of the Party Congresses at all levels, the 19th Provincial Party Congress, the programs and projects of the Central Government, the Ministry of Labour, Invalids and Social Affairs, and the targets assigned by the Provincial People's Council and the Provincial People's Committee for 2025, in order to organize and implement them promptly and effectively. We focus on leading and directing the successful completion of the targets and tasks of the Resolutions of the Party Congresses at all levels and the socio-economic development plan for the period 2021-2025 within our sector. We proactively advise on the development of projects, programs, plans, and policy mechanisms within our sector for submission to the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee for approval and implementation.
In particular, proactively and closely coordinate with central ministries, departments, and relevant localities to propose additional specific mechanisms and policies to promote the province's development in accordance with the Politburo's Resolution No. 39 on the development of Nghe An; promptly urge, resolve, and address difficulties and obstacles in the implementation of action programs.
Continue to strengthen propaganda efforts and raise awareness among all levels, sectors, officials, Party members, and the people about the Party and State's strategic goals for social security in the current period and the coming years, such as mechanisms and policies on job creation, preferential policies for meritorious individuals, and gender equality. Especially, focus on newly enacted policies and regulations to ensure timely and effective implementation, contributing to maintaining political and social stability in the province.
Strictly implement the regulations of the Central Government and the province on reorganizing the organizational structure and restructuring the staff of officials, civil servants, and public employees in order to improve the effectiveness and efficiency of the operations of agencies and units under the sector.
We have a plan for merging the specialized departments within the agency. After merging several sectors into the Department of Internal Affairs, the name of the merged agency will be the Department of Internal Affairs and Labor. The Department of Internal Affairs and Labor will perform the function of advising and assisting the Provincial People's Committee in state management in the field of internal affairs and will take over the functions and tasks related to labor, wages, employment; meritorious individuals, occupational safety and health, social insurance, and gender equality.
In addition, the poverty reduction sector under the Social Protection Department of the Department of Labor, War Invalids and Social Affairs will be merged into the Ethnic Affairs Committee; the social protection, child welfare, and social vice prevention sectors will be merged into the Department of Health; and the vocational education sector will be merged into the Department of Education and Training.
The Department will be responsible for advising on a detailed and comprehensive plan for post-merger and consolidation restructuring, aiming to improve the quality of civil servants and public employees to meet the task requirements of each agency, organization, and unit in the new era.
