On behalf of the Provincial People's Committee, as assigned by the Chairman of the Provincial People's Committee, I would like to extend my best wishes for good health to the presiding officer of the session, distinguished guests, members of the Provincial People's Council, and all voters of the province!

Dear voters of our province!

At this session, the Provincial People's Committee submitted 14 reports and 22 draft resolutions to the Provincial People's Council. Based on monitoring and summarizing discussions in the working groups and in the plenary session, the majority of the Provincial People's Council delegates generally agreed with the content of the reports and draft resolutions, especially the report on the socio-economic situation in the first six months of the year and the key tasks and solutions for the last six months of 2024, which the Provincial People's Committee presented to the Provincial People's Council at this session.

Among the opinions expressed by the provincial People's Council delegates, we found them to be responsible, frank, insightful, comprehensive, and practical. They included analyses and assessments of objective and subjective causes; forecasts of the global and domestic situation in the coming period; and major policy suggestions with high intellectual content, in a constructive spirit, for the overall development of the province.

Besides acknowledging the achievements, the opinions also pointed out existing problems and limitations, especially those of a topical nature arising from current realities and of great concern to voters and the public. At the same time, they suggested and proposed many solutions to help the Provincial People's Committee and relevant departments and agencies consider and address these issues in the future.

The opinions, suggestions, and concerns raised by delegates during the plenary session and the opinions summarized from the group discussions have been basically answered and clarified directly by the members of the Provincial People's Committee.

On behalf of the Provincial People's Committee, I would like to express my sincere gratitude and seriously consider all the issues of concern to the Provincial People's Council delegates and voters in order to implement solutions for socio-economic development in the last six months of 2024 and throughout the term.

Dear voters of the province!

In the first six months of 2024, despite facing numerous difficulties and challenges, thanks to the decisive, thorough, and specific guidance of the Standing Committee of the Provincial Party Committee, the Provincial Party Standing Committee, and the efforts of all levels, sectors, the business community, and the people, the socio-economic situation continued to maintain its growth momentum and achieved many positive results with many noteworthy highlights. National defense, security, and social order and safety were maintained.

The specific results were presented by Comrade Bui Thanh An, Vice Chairman of the Provincial People's Committee, and detailed in the report submitted to the Provincial People's Council. To achieve these results, at this conference, I would like to report, discuss, and further analyze the lessons learned during the leadership, direction, and management process.

The first,Thanks to the unity and cohesion in leadership and direction from the Standing Committee, the Provincial Party Committee, and the Provincial Party Executive Committee, which has spread to all sectors and localities; and the coordination, supervision, and active support of the Provincial People's Council.

Monday,This is due to the decisive and proactive leadership of the Provincial People's Committee, all levels, sectors, and localities, in the spirit of focusing on key areas, with clear assignment of responsibilities, authority, timelines, and expected outcomes, and enhanced inspection, supervision, and monitoring.

At the beginning of the year, the Provincial People's Committee issued Decision No. 152 dated January 18, 2024, on the main tasks and solutions for socio-economic development in 2024, including 6 key areas of direction and management, 12 groups of main tasks and solutions, and 178 specific tasks assigned to departments, agencies, and localities.

Simultaneously, develop growth scenarios for each quarter and the entire year; establish 5 working groups headed by the Vice Chairmen of the Provincial People's Committee; directly supervise, inspect, urge, and resolve difficulties and obstacles in the implementation process.

Tuesday,Focus on supporting and resolving difficulties and obstacles for businesses, boosting production and business activities, reviewing areas, products, and services with remaining potential for growth; resolving land clearance issues, and directing the acceleration of key projects in the province.

At the same time, extensive dissemination of information is needed to ensure that people and businesses understand, share, agree with, support, and actively participate in implementing the Party and State's guidelines and policies, as well as national target programs, in the context of economic difficulties and disadvantages arising from the global, regional, and domestic situations.

Dear voters of the province!

In the last six months of 2024, the Provincial People's Committee will continue to direct all levels and sectors to make efforts to overcome the limitations of the first six months and effectively implement the 10 key tasks and solutions that have been set out; in which, an additional focus should be placed on 5 key tasks.

The first,Continue to direct the effective implementation of Resolution No. 61 dated December 7, 2023, of the Provincial People's Council on the socio-economic development plan for 2024. Direct departments, agencies, and localities to review and inspect the implementation of action programs, implementation plans, and targets of the Party Congress Resolutions at all levels for the 2020-2025 term.

Following closely the direction and guidance of the Government, the Prime Minister, the Provincial Party Committee and the Provincial People's Council, we will strive to achieve the highest possible results in fulfilling the goals and targets of the 2024 plan and the entire term.

Monday,Develop a plan for implementing the National Assembly's Resolution on piloting the addition of some specific mechanisms and policies for the development of Nghe An province. Focus on implementing the Provincial Planning Plan for the period 2021-2030, with a vision to 2050, immediately after it is approved by the Prime Minister.

Actively coordinate with central agencies to submit to competent authorities for approval: the Project to expand the administrative boundaries of Vinh City; the Project to reorganize commune-level administrative units; the Project to adjust and expand the Southeast Economic Zone,...

Tuesday,Continue to promote administrative reform and digital transformation; significantly improve the investment and business environment; strengthen discipline and order, improve the quality and efficiency of work; proactively remove difficulties and obstacles for businesses and investors.

Wednesday,Implement decisive measures to accelerate the disbursement of public investment capital, paying even more attention to the three national target programs to ensure that projects are put into operation and investment efficiency is maximized as soon as possible.

Thursday,Strengthen the dissemination of the Party and State's guidelines and policies; regularly gather information and suggestions from voters at the grassroots level to proactively develop plans and measures for timely and effective handling. Pay attention to resolving voters' opinions and suggestions; the conclusions of inspections, audits, and supervision; closely coordinate with the Standing Committee of the Provincial People's Council and the Committees of the Provincial People's Council in the verification, inspection, and supervision of contents according to the plan.

Building upon the achievements already made, and promoting the spirit of solidarity, unity, and concerted effort of the entire political system, under the close and specific leadership and guidance of the Provincial Party Committee; with the effective coordination and supervision of the Provincial People's Council, the Provincial Fatherland Front Committee, political and social organizations, and all the people and voters of the province, the Provincial People's Committee will focus on implementing and striving to achieve and surpass the goals and targets set for 2024.

On this occasion, the Provincial People's Committee would like to express its sincere gratitude to the Provincial People's Council and its members for always providing the best possible support for the issues raised by the Provincial People's Committee in the past, and hopes that in the future, the Provincial People's Committee will continue to receive their attention to ensure the province develops according to its set goals.
