This is also the most disadvantaged area, with the highest number of poor households in the province. Despite many difficulties, the Party committee, government, and mass organizations, along with the Kinh, Thai, Mong, and Khmu ethnic groups, have fostered unity, stabilized their lives, built a strong political system, and ensured national defense and security in this border region of the country.

To develop the Party and the grassroots political system,Party member development workThe Party Committee of the commune, in close coordination with the My Ly Border Guard Station and the local authorities and mass organizations, has focused on this. This has yielded positive results in the implementation of Project No. 01-DA/TU, dated August 10, 2016, of the Executive Committee of the Nghe An Provincial Party Committee on "Building Party branches and developing Party members in hamlets and villages in communes with hamlets and villages that do not yet have Party branches or Party members, and in hamlets and villages at risk of no longer having Party branches, during the period 2016-2020."

To date, all 12 villages in My Ly commune maintain Party organizations with at least 6 Party members (in each branch). The entire commune Party committee currently has 338 Party members, and each member strives to work with the Party committee and mass organizations to actively identify and nurture outstanding individuals to recommend to the Party organization. In 2020 alone, 8 individuals were sent to attend Party membership training courses, and 2 were admitted to the Communist Party of Vietnam. Currently, 6 dossiers of outstanding individuals have been completed and are being considered for Party membership.

The identification and nurturing of outstanding individuals among the masses must be carried out with firm steps to strengthen Party branches, prevent the risk of villages becoming "blank" again without Party branches, and promote the spread of Party organizations in every village.

The above results represent a tremendous effort for the particularly disadvantaged area of ​​My Ly commune. According to Comrade Lo Van Lieu, Secretary of the Commune Party Committee, the villages are located far from the commune center, and the population is sparse.transportation systemDespite improvements, difficulties remain, especially with frequent landslides during the rainy season. The biggest challenge in recruiting members for Party branches is that most citizens of eligible age are away studying or working; the majority of the population remains in the villages, and while they meet the criteria, few have the desire to join the Party. In such circumstances, identifying and nurturing outstanding individuals must be done with firm steps to build a solid foundation for Party branches, prevent the risk of villages becoming barren again, and promote the spread of Party organization in each village.

Efforts to overcome difficulties

My Ly commune has 12 villages, including 8 Thai villages, 3 Mong villages, and 1 Khmu village. Some villages, such as Xop Duong, Cha Nga, Pieng Vai, Nhot Lot, and Huoi Pun, are currently inaccessible by car due to frequent landslides, making travel difficult.

In these villages, it takes almost half a day to travel from the commune center by motorbike. Among them are villages that had previously overcome the "blank zone" status for Party branches according to the Provincial Party Committee's Project 01, such as Piêng Vai and Huồi Pún. Currently, the Party branches in Piêng Vai and Huồi Pún villages are having to reinforce their membership with Border Guard soldiers and commune officials to participate in activities, contributing to improving the quality of Party branch meetings.

During the exchange, Comrade Lo Van Lieu, Secretary of the Party Committee of My Ly commune, shared: Although the aforementioned village Party branches receive assistance from the Border Guard, they still face certain difficulties. The number of Party members is small, and many are often away working in the fields for extended periods, or some comrades travel far for work in long-term jobs. Therefore, convening regular Party branch meetings can sometimes be challenging. Furthermore, the mass mobilization and outreach efforts of some Party members have not been fully utilized… Based on this, the commune Party Committee will continue to closely coordinate with the My Ly Border Guard Post to strengthen support for the Party branches in maintaining their leadership role and working with mass organizations to effectively carry out assigned tasks.

In addition to successfully fulfilling its duties of protecting the border and boundary markers, and combating crime in the border region, My Ly Border Guard Station also effectively carries out other tasks.work to strengthen assistanceThe two communes of My Ly and Bac Ly. In particular, in implementing the Provincial Party Committee's Project 01, the unit actively monitored the situation and conducted on-site surveys, thereby developing plans to provide assistance according to the capabilities and conditions of each village and commune.

After more than 4 years of implementing Project 01, My Ly Border Guard Station has helped 2 communes train and recruit 17 Party members in the villages (out of a total of 108 Party members recruited in the past 4 years in the 2 communes). Currently, 6 officers are assigned to the Party Committees of the 2 communes and 4 Party branches, contributing to enhancing the role of Party organizations in the border region.

The assigned cadres must regularly communicate with the commune Party committee and Party members to be more flexible in organizing monthly meetings for these specialized Party branches.

According to Captain Nguyen Xuan Son, Deputy Political Officer of My Ly Border Guard Station, each officer assigned to reinforce the unit regularly communicates with the commune Party Committee and Party members to be more flexible in organizing monthly activities for these specialized Party branches. Accordingly, Party branch meetings can be integrated with occasions such as implementing production plans, training in farming, and communicating about population issues… This is because Party members and households often return to their villages after long trips to the fields or working far away to participate in these activities.

Many difficulties still weigh heavily on each Party member in border areas, as life is filled with worries about food, clothing, and money. However, with the active involvement of grassroots Party committees and Party members who are Border Guard soldiers, the role of Party branches in villages is gradually being strengthened. This effort aims to enable each Party member, who is a member of the ethnic minority community in border areas, to effectively fulfill their roles and responsibilities, spread new ways of doing business, build more beautiful villages, and continue to work together with functional forces to maintain the security of the Fatherland's borders.
