On March 27, Lieutenant Colonel Nguyen Huu Cuong, Deputy Chief of Vinh City Police, stated that the Criminal Investigation Department is currently holding Bui Van Dinh (born in 1960), residing in Hai Phong City, in custody for investigation into the crime of "Fraudulent appropriation of property".
According to records, Bui Van Dinh did not have a stable job, but he falsely claimed to work at the Hai Phong City Radio and Television Station. Dinh boasted that he had many connections with leaders of the Ministry of Public Security and could secure a job there for a fee of hundreds of millions of dong.

Trusting Dinh's words, three victims in Nghe An each gave him 100 million VND as a deposit to help them find jobs. After receiving the money from the victims, Dinh failed to fulfill his promise but also did not return the money.
Upon receiving reports from the victims, the Vinh City Police launched an investigation. After gathering sufficient evidence, at the end of March, the Vinh City Police, in coordination with the professional departments of the Ministry of Public Security, arrested Bui Van Dinh while he was hiding in Hai Phong City.
