High determination
2017, a year in which even the most indifferent person to the country's political life could not sit still before the daily figures and events reported and commented on by the press. Especially information about the Party's fight against corruption.
After more than a year in hiding, Trinh Xuan Thanh - former Chairman of the Board of Directors of Vietnam Oil and Gas Construction Joint Stock Corporation - PVC - finally had to return to face trial.
From here, the authorities prosecuted a series of subjects at the Vietnam National Oil and Gas Group (PVN), culminating in the prosecution and arrest of Mr. Dinh La Thang (former member of the Politburo, former Chairman of the Board of Members of PVN) and Dinh Manh Thang (Chairman of the Board of Directors of Song Da Petroleum Joint Stock Company), Mr. Thang's younger brother.
This is considered an affirmation of the Party's high determination in the fight against corruption. That there will be no forbidden zones in the fierce battle against internal invaders.
Every economic crime, every handshake between interest groups and people in positions of power but who are corrupt and have sold their souls to the devil will have to pay the price.
Once power is corrupted, instead of using power to serve the people and the Fatherland, those in power who lack courage and are influenced by material things will act biasedly, contrary to the Party's guidelines and policies, the State's policies and laws, take advantage of good, profitable projects, manipulate to turn national resources and public assets into their own, their own faction's...
Just by instructing the subsidiary PVP Land to divest capital from the Nam Dan project, Trinh Xuan Thanh received 14 billion VND from the kickback from his partner, the Trans-Pacific Company. Thanh's group received a kickback of 49 billion VND after a few signatures, but the land price of the state-owned enterprise dropped from 52 million VND to 34 million VND/m2.
With a result of 49 billion VND, this company must have expected to earn back many times that amount. Similarly, Mr. Dinh La Thang, when signing the joint decisions for PVN to invest money in Oceanbank, required the group's member units to open accounts at this bank, causing PVN to lose 800 billion VND, who can be sure that those signatures have nothing to do with the hundreds of billions of VND that Oceanbank paid in interest?
With 5 (out of 12) loss-making projects, PVN is leading the list of major projects that have impoverished the country, leading to the prosecution and arrest of 4 CEOs: Dinh La Thang, Nguyen Xuan Son, Nguyen Quoc Khanh, and Phung Dinh Thuc.
The man who received the death penalty, the man who is preparing to appear in court along with dozens of subordinates after the Supreme People's Procuracy issued an indictment to prosecute the defendants for two crimes of intentional wrongdoing and embezzlement.
The former senior leaders of the Vietnam Rubber Group who retired are not free from the crime. The Ministry of Public Security's investigation police have issued a decision to prosecute, search and apply preventive measures against 5 defendants, including Mr. Le Quang Thung - former Chairman of the Board of Directors of the Group.
With the Vietnam Chemical Group (Vinachem), where four projects suffered heavy losses, a series of group leaders were disciplined with warnings and removed from all positions. Deputy Minister of Industry and Trade Ho Thi Kim Thoa was also dismissed due to scandals in asset declaration and directing the equitization of enterprises that helped her family members acquire almost all shares of the enterprise where she previously worked.
The once famous banking tycoons such as Ha Van Tham, Pham Cong Danh, Tram Be... some are in prison, others are being prosecuted awaiting trial.
Cheer up the people
The fight against corruption and waste, attacking interest groups, and eliminating crony capitalism is becoming increasingly fierce. As General Secretary Nguyen Phu Trong said, “When the stove is hot, even fresh wood will burn.”
The Party's determination to thoroughly deal with corruption crimes has been supported by the people. This fight is not only aimed at punishing a particular individual or group of criminals, or helping to uncover other clues to corruption.
More importantly, through these cases, we have more lessons to improve the law, overcome loopholes in financial, monetary, banking management... The Party also has the opportunity to look back at itself, build and improve the principles, processes of training, management, supervision, selection and use of Party members and cadres in important leadership positions.
People want to see concrete actions to ensure justice is carried out. And more than that, people want to see the image of the country's leaders always being the "golden rule" in life.
