(Baonghean.vn) - Overcoming many difficulties, the Party Committee and government, the Fatherland Front, and political and social organizations in Dien Chau have focused on disseminating information and implementing various solutions, creating a common consensus to develop the new rural development movement widely throughout the district.

Entering the fray with determination.

Right from the start of the implementation, the District Steering Committee for New Rural Development selected three communes: Dien Thap, Dien Hong, and Dien Phong as pilot areas for new rural development in the 2011-2015 period.

In Dien Hong commune, initially some local government officials lacked experience and were hesitant in implementation, but with a cautious approach, Dien Hong achieved its goals ahead of schedule. The criteria were highly rated for both quality and sustainability…

Following the principle of "the people know, the people do, the people inspect and supervise," Dien Hong has leveraged its internal resources, mobilized local budgets, contributions from people and businesses, sought support from higher levels, and launched patriotic emulation movements to build new rural areas; including the movement to donate land and construction works for the transportation system.

The successful completion of the new rural development program in the three pilot communes on schedule, with significant improvements in living standards and a prosperous and well-maintained rural landscape, has created a strong ripple effect in other localities. As a result, by the end of 2015, the district had 13 communes recognized as new rural communes. Based on the results achieved in these 13 communes, the district's Steering Committee for New Rural Development organized a review of lessons learned in its leadership work.

From a predominantly agricultural commune, one of the most disadvantaged in the district, Dien Lam has risen strongly to achieve the goal in 2016 and, by 2021, was one of the first two communes in Dien Chau district to achieve the advanced new rural commune status.

Following the principle of tackling easier tasks first and more difficult ones later, we focus on effective communication to raise awareness and responsibility among the people, officials, and Party members. In the coming period, we will continue to improve the content and criteria in building new rural areas to move towards making Dien Lam commune a model new rural commune.

Many touching stories have been recorded regarding the mobilization of people's participation in building new rural areas in Dien Chau. For example, the act of donating and contributing land for roads and public works, which seems impossible in this day and age where "every inch of land is worth its weight in gold," has been enthusiastically embraced by many people in the countryside.

The family of Catholic parishioner Chu Van Lam, in Trung Thanh hamlet, Dien Hong commune, is a prime example. Their house is located next to an inter-village road, which, according to the local new rural development plan, will pass through Mr. Lam's family garden. Many crops and plots of land will be affected, but Mr. Lam has readily sacrificed his personal interests to ensure the road is widened for smoother traffic flow, serving the benefit of the community.

Innovation for building sustainable new rural areas.

In building new rural areas and restructuring the agricultural sector, Dien Chau district has developed resolutions and projects tailored to the specific advantages of each region, from rearranging production to introducing high-income crops for the people. Alongside this, the application of technology and cooperative production have transformed small-scale, rustic rural products into sought-after specialties, with many receiving prestigious awards from central ministries and agencies.

Thanks to funding from the New Rural Development Program and the Farmers' Support Fund, Dien Chau has invested in three successful floating tank shrimp farming models. Mr. Nguyen Viet Thang, a shrimp farm owner in Dien Trung commune, said that traditional shrimp farming only yielded 10 tons/ha, but with the application of technology, it has increased to 60 tons/ha, generating billions of dong in income annually.

Just 10 years ago, for the majority of farming families in Dien Chau, an income of 100 million VND per year was a dream; now, many households have achieved it. Through the implementation of the New Rural Development program, many villages in Dien Chau have eliminated poverty, and the number of households excelling in production and business is increasing, with incomes ranging from hundreds of millions to billions of VND not uncommon. However, more importantly, the New Rural Development program is where traditional culture is preserved. Therefore, during the implementation of the program, Dien Chau district has always paid special attention to building cultural life at the grassroots level and establishing cultural institutions. Villages and hamlets actively participate in the movement for national unity in building cultural life in residential areas, preserving the good customs and lifestyles of their homeland.

Comrade Ha Xuan Quang - Secretary of the District Party Committee and Chairman of the People's Council of Dien Chau District, said: More than 10 years of implementing the National Target Program for building new rural areas has changed the awareness of the majority of people. From a situation where the majority still had the mindset of waiting and relying on state investment, they have shifted to actively and confidently participating in the construction of new rural areas. People's trust in the policies, guidelines, and leadership of Party committees and government at all levels has been enhanced. The most difficult areas were the three communes of Dien Van, Dien Bich, and Dien Doai, which the district focused on leading and directing, and they achieved new rural area status in 2022.

The New Rural Development movement has truly awakened the patriotic spirit and spread its influence among all strata of the people in Dien Chau district. To date, 100% of Dien Chau communes and towns have achieved the New Rural Development status; 6 communes have achieved advanced New Rural Development status and are currently submitting applications to competent authorities for recognition as a New Rural Development district. The goal is for Dien Chau district to become a town before 2030, in accordance with Resolution No. 39-NQ/TW dated July 18, 2023, of the Politburo on the construction and development of Nghe An province until 2030, with a vision to 2045.

The total expenditure for rural development over the past 10 years has exceeded 8,235 billion VND. Of this, the State budget contributed over 5,854 billion VND, accounting for 71.1%. The central budget contributed nearly 1,574 billion VND; the provincial budget over 1,533 billion VND; the district budget nearly 1,596 billion VND; the commune budget 1,152 billion VND; enterprise support capital of 255 billion 757 million VND, accounting for 3.1%; and people's contributions of 2,124 billion 836 million VND, accounting for 25.8%. This includes: Cash 1,951 billion 805 million VND; Labor contributions (converted to monetary value) 55 billion 216 million VND; and in-kind contributions (land donations, asset value) 117 billion 815 million VND. The people's contributions were mainly made through financial donations for road construction (sand, stone, gravel), labor contributions, land donations, and the provision of available materials. Over 10 years, people throughout the district donated 2,323,101 m² of land.2Land and nearly 900,000 man-days were invested in building rural roads, internal field roads, implementing land consolidation and exchange, and constructing and repairing village cultural centers.
