Model new rural areas do not lose the identity of Vietnamese rural areas
(Baonghean.vn) - On the afternoon of July 13, at Nam Dan District Party Committee, the Central Office for New Rural Area Coordination in coordination with the Provincial People's Committee organized a workshop to collect comments on the draft criteria for model new rural communes and districts.

Comrade Tran Thanh Nam - Deputy Minister of Agriculture and Rural Development, Standing Member of the Central Steering Committee for National Target Programs for the period 2016 - 2020 chaired the workshop. On the provincial side, there were leaders of the departments: Agriculture - Rural Development, Planning - Investment, Finance, Construction, Transport - Communications, Office of the Provincial People's Committee, Office of the Provincial New Rural Area Coordination. Also attending the workshop were the Standing Committee of the District People's Council, the People's Committee of Nam Dan district; representatives of the leaders of Vinh City People's Committee, Thai Hoa Town and some communes that have met the New Rural Area standards of Nam Dan district. |
Based on the actual survey in some localities that have been recognized as meeting the NTM standards of the provinces and cities, the Working Group on building model NTM criteria of the Ministry of Agriculture and Rural Development proposed criteria for model NTM communes in 2 directions: Recognizing model NTM communes and recognizing model NTM communes in the field. Accordingly, to be recognized as model NTM communes, communes must meet NTM standards and meet the requirements of improving the quality of 5 groups of criteria: Socio-economic infrastructure; production development, improving people's lives; education, health, culture; environmental landscape and national defense, security, public administration.
Of which, at least 2 groups of criteria must be absolutely met. To be recognized as a model NTM commune, the commune must have met the NTM standards and all criteria of the NTM commune must be higher than the standard level at the time of consideration and assessment of the model NTM commune.

Regarding model new rural districts, currently no province or city in the country has issued criteria for model new rural districts. However, based on the survey results in a number of districts, the Central Working Group on building model new rural districts proposed: The district has been recognized as a new rural district; all criteria for new rural districts must be higher than the standard level at the time of evaluating the model new rural district; 100% of communes must meet the model new rural district standard.
Deputy Minister of Agriculture Tran Thanh Nam hopes that delegates will contribute their opinions to clarify: What is a model new rural area? What criteria need to be improved to raise the standard from NTM to model NTM?
Commenting on this draft, many delegates said: If building a model new rural area, it is necessary to have outstanding quality criteria. In which, improving the economic life and enjoying the spiritual life of the people must be a mandatory criterion; the average income per capita and the intellectual level of the model new rural commune and district must be twice as high as those of the units meeting the new rural standards.
Along with that, the poverty rate must be eliminated; the criteria for clean water and rural environment also need further research, ensuring that rural people have tap water to use; avoiding the current situation of using well water. The majority of opinions agree with the plan to build model models in districts and communes to build model new rural areas.
Many opinions also say that: although the general criteria are like that, it is necessary to depend on the characteristics of each locality and each region to have separate indicators, both meeting the model criteria and not losing the identity of rural Vietnam.

Concluding the conference, the Deputy Minister of Agriculture and Rural Development acknowledged the delegates' comments. He emphasized that based on these comments and the survey of the actual construction of new rural areas in many localities across the country, the New Rural Coordination Office will set out criteria to consider model new rural areas./.
