According to the investigation, Huyen was addicted to gambling, constantly losing money and having to borrow from others. Facing relentless debt collection, she devised a fraudulent scheme to earn money to pay off her debts.

Huyen ordered fake identity cards and land ownership certificates online. On June 29, 2019, Huyen rented a motorbike and took the fake land ownership certificate to a pawn shop in Cam Le District, Da Nang City, to pawn it and borrow 10,000 USD and 450 million VND. Afterward, Huyen returned to the same pawn shop several more times to borrow a total of 1.17 billion VND.

Hoang Thi Huyen promised to repay the total amount of 1.62 billion VND and 10,000 USD borrowed in four installments on July 12, 2019, but then switched off her mobile phone. The pawnshop owner became suspicious and had the land title deed checked, only to discover it was fake.
