In the process of gathering information and tracking the subject's movements, the detectives encountered many difficulties because Xoan was a cunning subject, always alert when leaving home and meeting other subjects. When going out, the subject always paid attention to the front and back, if there were any suspicious signs of unsafety, he would quickly find a way to distract the detectives following him.

After many days of perseverance, the authorities have grasped the specific movements in the criminal activities of Xoan. On March 21, 2017, the detectives got information that Xoan would transport "goods" to deliver to other subjects in the area. The detectives reported to the superiors and decided to solve the case.

At about 11:30 a.m. the same day, after a period of monitoring the subject's movements, detectives discovered Ngo Thi Xoan moving on the road next to the City Stadium in Block 2, Cua Nam Ward, Vinh City with suspicious signs.

The detectives quickly followed, approached the subject, controlled and caught in Xoan's hand a black plastic bag containing a white plastic bag containing 1 heroin cake. At that time, realizing that the police were conducting an inspection and catching him in the act, Xoan tried to find a way to get rid of the goods he was holding, but with intelligence and quickness, the Vinh City Police officers controlled him and did not let him carry out his plan.

Faced with the obvious situation, Ngo Thi Xoan put her hands in handcuffs and returned to the police station. The authorities continued to send a task force to search the house in Block 15, Cua Nam Ward, Vinh City and discovered another heroin cake that the subject had put in a styrofoam box and hidden in the corner of the house.

At the investigation agency, Ngo Thi Xoan confessed to all of her crimes. Accordingly, on March 19, 2017, Xoan agreed with a man named T to pick up 2 heroin bars from another person, then deliver them to T, who would pay Xoan 10,000,000 VND. At 4:30 a.m. on March 21, Xoan went to the Cau Duoc cement factory intersection, block 15, Cua Nam Ward, Vinh City, and received the goods from a person waiting there. After receiving the "goods", Xoan brought the goods home and hid them. Then, Xoan called T and under T's direction, Xoan brought 1 Heroine bar to meet T in person and delivered it to him, T would pick up the rest at Xoan's house. However, while holding the goods to deliver to T at the Stadium area, Block 2, Cua Nam Ward, Vinh City, he was discovered by the police. Xoan had to bow his head and admit his guilt.

It is known that Ngo Thi Xoan is a local “famous” subject with a bad record, having been in and out of prison many times. In 2013, Ngo Thi Xoan was sentenced by the People’s Court of Hung Nguyen district to 4 months in prison for “Gambling”. Xoan herself was also the one who caused the chaos and disorder when she carried a coffin to collect debt noisily, causing chaos in the whole area in September 2014.

In 2015, she was sentenced to 6 months in prison by the Vinh City People's Court for "Resisting a person on official duty" when Xoan and 3 others clashed and fought with Mr. Nguyen Cong Ky (born 1969), a parking attendant at Vinh City General Hospital, due to a conflict over compensation for a motorbike lost during parking. When the authorities came down to resolve the scuffle between Xoan's group and the hospital security guards, these 4 subjects not only did not comply but also insulted, assaulted and attacked the forces on duty.
