In early February 2017, through intelligence gathering and investigative work, the Vinh City Police discovered that Ngo Thi Xoan, residing in Block 15, Cua Nam Ward, Vinh City, exhibited many suspicious behaviors. Specifically, Ngo Thi Xoan was a recently released convict who frequently displayed questionable behavior regarding her time, finances, and relationships.

Recognizing this as a dangerous individual involved in serious criminal activities, the Vinh City Police leadership decided to establish a special task force, code-named 317H, headed by Lieutenant Colonel Tran Duc Than, Deputy Chief of Vinh City Police.

The process of gathering information and tracking the suspect's movements proved difficult for the detectives because Xoan was cunning and always vigilant when leaving home and meeting other individuals. When out in public, she was always on guard, and if there were any suspicious or unsafe signs, she would quickly try to distract the detectives.

After many days of persistent effort, law enforcement officials were able to track specific movements in Xoan's criminal activities. On March 21, 2017, investigators received information that Xoan would be transporting "goods" to deliver to another individual in the area. The investigators reported this to their superiors and decided to proceed with the arrest.

At approximately 11:30 AM on the same day, after monitoring the suspect's movements for some time, the detectives spotted Ngo Thi Xoan moving along the road bordering the city stadium in Block 2, Cua Nam Ward, Vinh City, exhibiting suspicious behavior.

The officers quickly tracked and apprehended the suspect, catching Xoan red-handed with a black nylon bag containing a white nylon bag with a block of heroin inside. At that moment, realizing that law enforcement was conducting a search and catching him in the act, Xoan tried to dispose of the drugs he was holding, but with quick thinking and agility, the Vinh City police officers subdued him and prevented him from carrying out his plan.

Faced with clear evidence, Ngo Thi Xoan was handcuffed and taken to the police station. Authorities then dispatched a team to search her home in Block 15, Cua Nam Ward, Vinh City, where they discovered another block of heroin hidden in a Styrofoam box in a corner of the house.

At the police station, Ngo Thi Xoan confessed to all her crimes. According to her confession, on March 19, 2017, Xoan agreed with a man named T to retrieve two blocks of heroin from another person, and then deliver them to T, for which she would be paid 10,000,000 VND. At 4:30 AM on March 21, Xoan went to the intersection near the Cau Duoc cement factory, in Block 15, Cua Nam Ward, Vinh City, and received the goods from a person waiting there. After receiving the "goods," Xoan took them home and hid them. She then called T, and under T's direction, Xoan took one block of heroin to meet T in person and deliver it; T would come to Xoan's house to pick up the remaining heroin. However, while carrying the goods to deliver to T in the area of ​​the Stadium, Block 2, Cua Nam Ward, Vinh City, she was discovered by the police. Xoan had to bow her head and confess her guilt.

Ngo Thi Xoan is known to be a notorious figure in the local area with a history of criminal activity and multiple prison sentences. In 2013, she was sentenced to 4 months in prison by the People's Court of Hung Nguyen District for gambling. Xoan was also responsible for the disturbance and disorder caused by her boisterous act of carrying a coffin to demand debt repayment in September 2014, creating chaos throughout the area.

In 2015, she was again sentenced to 6 months in prison by the Vinh City People's Court for "resisting public officials" when Xoan and three others clashed and fought with Mr. Nguyen Cong Ky (born in 1969), a parking attendant at Vinh City General Hospital, due to a dispute over compensation for a motorbike lost while parked. When law enforcement arrived to resolve the altercation between Xoan's group and the hospital security, these four individuals not only refused to cooperate but also insulted, assaulted, and attacked the officers on duty.

Furthermore, Ngo Thi Xoan's husband, Nguyen Thanh Tam, is a notorious criminal, currently serving a sentence for drug trafficking and transportation at Prison No. 6 since 2013. Ngo Thi Hanh, Xoan's younger sister, was also recently charged by the police in October 2016 with illegally possessing 1.1 kg of methamphetamine. Xoan's eldest son is also serving a prison sentence for robbery.

With such a personal and family history, Xoan should have focused on working hard to support her husband and children who were in prison, but she remained unchanged, readily disregarding the law to commit her crimes. Xoan was like a wild horse, following her old path, recklessly plunging into drug use without hesitation.

Currently, the case is being actively investigated and expanded by the authorities, with the file being completed and charges filed against Ngo Thi Xoan for the act of possessing two blocks of heroin.
