The restaurant owner insisted she was perfectly sober when she got into the car. Around 11 PM, the car was traveling on Dien Bien Phu Street, heading from downtown Saigon towards Binh Thanh District. Near the Hang Xanh intersection, seeing the red light ahead, Ms. Nga applied the brakes. However, as she moved her foot from the accelerator to the brake pedal, the strap of her high-heeled shoe got caught.
"In my panic, I lifted my foot up and then pressed down, accidentally hitting the gas pedal, causing the car to lunge forward," Ms. Nga said.
"This is just her one-sided statement. The breathalyzer test results after the accident showed her blood alcohol concentration was 0.94 mg/liter – indicating it's unlikely she was sober while driving," the investigating officer stated.
Decree 46/2016 strictly prohibits drinking alcohol while driving. Drivers who drive with even a small amount of alcohol in their blood or breath will be fined between 2 and 18 million VND. Studies show that alcohol slows the brain's reaction time to situations requiring immediate decision-making and response. This slowed reflexes make drivers who have consumed alcohol very prone to accidents.
With a blood alcohol concentration of 0.94 mg/liter of breath, the driver experienced severe sensory impairment, including reduced awareness of external stimuli and impaired motor skills.
