Hamlet 3 is part of Hamlet 135 in Nghia Thinh commune, where the lives of the people are still fraught with difficulties. As the hamlet leader, Ms. Hoan was concerned about how to use the land effectively to improve the lives of the people. She then realized that if she wanted the villagers to succeed, she and her family had to set an example first.
In 2013, after attending basic livestock and crop farming courses organized by the district, she boldly applied the knowledge she had learned to her family's farming model. She confidently borrowed money from the bank, rented land for cultivation, and took on many other jobs such as raising pigs, chickens, and pigeons. Thanks to her dynamism and hard work in economic development, her family's life has become increasingly prosperous, and she has a solid foundation to encourage her neighbors to follow suit.
Drawing from her family's practical experience as a village head, she skillfully encouraged residents at every village meeting to contribute to the fund of various organizations and associations. This fund was then used to provide loans to members and, through loans from the District Social Policy Bank, to develop economic models such as: raising lean pigs, goats, breeding cattle, and pigeons, all of which yielded high returns. As a result, Village 3 in Nghia Thinh commune no longer has any poor households, and the number of well-off or wealthy households accounts for approximately 30%.

As the households' economic situation improved, the prestige of village head Ngo Thi Hoan grew among the people. She continued to mobilize the people to donate land for road construction, contribute to concrete roads, and improve environmental sanitation. Through her community mobilization efforts, the people of Hamlet 3 successfully built a community center and purchased complete sets of equipment including tables, chairs, speakers, and a canopy. The Hamlet 3 community center became the most beautiful and impressive community center in the commune.

Although she is a woman, she has known how to utilize her strengths, which is her ability to mobilize the people in carrying out tasks. Besides that, she is also one of the exemplary models in the village in the economic development movement, a reliable address for the villagers to learn from in terms of business practices.”
Ms. Hoan shared: "Launching campaigns among the villagers is easy, but getting them to follow through is very difficult. Therefore, when implementing any program, I carefully consider what benefits the people, explaining it to them, and I always set a good example myself to encourage their participation. At the same time, I always listen to the people's feedback to adjust my leadership and guidance methods in carrying out the village's tasks."

Regarding Hamlet 3, Nghia Thinh Commune today, the village has seen many positive changes, and the lives of the people have improved. This overall achievement is partly due to the contributions of the female hamlet leader, Ngo Thi Hoan, in helping the villagers change their mindset and methods in economic development, increase their income, and contribute to building a cultural life in the residential area.
