What are the penalties for cars without black boxes?
(Baonghean.vn) - Based on Point g, Clause 5, Article 23 of Decree 46/2016/ND-CP on administrative penalties for traffic violations on roads and railways, drivers of passenger cars, vehicles carrying people, and trucks that do not have a black box installed will be fined from VND 1,000,000 to VND 2,000,000.
Installing black boxes in trucks and passenger buses is a mandatory requirement of the Ministry of Transport for transport businesses, aimed at providing useful monitoring of vehicle journeys while in traffic.

According to Article 14 of Decree 86/2014/ND-CP on business and conditions for road transport by motor vehicles, the mandatory installation of black boxes in trucks for all types of vehicles participating in traffic includes the following types of vehicles:
+ All passenger transport units: taxis, fixed-route buses, contract tourist buses, etc.
+ Freight transport units: containers, trucks, etc.
+The vehicle has a route that exceeds 300km.
For vehicles that were not equipped with vehicle tracking devices before Decree 86/2014/ND-CP came into effect, the installation of vehicle tracking devices will be carried out according to the following schedule:
"Before July 1, 2015, for taxis, tractor-trailers, and semi-trailers used for commercial transportation;
Before January 1, 2016, for commercial goods transport vehicles with a designed payload of 10 tons or more;
Before July 1, 2016, for commercial goods transport vehicles with a designed payload of 7 tons to less than 10 tons;
Before January 1, 2017, for commercial cargo vehicles with a designed payload of 3.5 tons to less than 7 tons;
