With 36 toll gates, cars from all directions wanting to enter the center of Ho Chi Minh City must pay a fee of 40,000 VND or more to reduce traffic congestion and alleviate traffic jams in the central area.

Tien Phong Technology Joint Stock Company has just submitted a proposal to the Ho Chi Minh City People's Committee and the Department of Transport for a project to "charge fees for cars entering the city center of Ho Chi Minh City to reduce traffic congestion".

According to this plan, a closed ring road will be established around the central area of ​​Ho Chi Minh City, encompassing Hoang Sa Street along the Nhieu Loc - Thi Nghe canal to Nguyen Phuc Nguyen Street, intersecting with Cach Mang Thang Tam Street, Ba Thang Hai Street, Le Hong Phong Street, Ly Thai To Street, Nguyen Van Cu Street, Vo Van Kiet Street, and Ton Duc Thang Street, to construct toll gates.

In total, there are 36 multi-lane, automated toll gates and an operations center connected to the toll gates, processing information and managing toll collection operations at each gate. Toll collection devices and specialized cameras will be installed at each gate to identify different types of vehicles.

Under this plan, vehicles entering the center of Ho Chi Minh City will have to pay 40,000 VND for private cars, 30,000 VND for taxis (registered in Ho Chi Minh City), and 50,000 VND for trucks and commercial buses (including government vehicles), with the fee collection time from 6:00 AM to 7:00 PM daily. Vehicles traveling out of the city center will not have to pay the fee.

Cars entering the city center will be required to install a toll payment device. This device is compatible with the automatic toll collection system that the Ministry of Transport will require all vehicles to be equipped with. If a vehicle does not have a toll payment device installed, upon reaching the toll station, the system will indicate that the vehicle cannot pass, and a camera will capture the license plate, resulting in a fine according to the Government Decree.

Among the toll gates, two are located on Bach Dang and Truong Son roads, collecting tolls at the entrance to Tan Son Nhat Airport. The total investment for the project is 1,797 billion VND under the PPP (public-private partnership) and BLT (build, lease, and transfer) models over a 15-year period. It is projected that if toll collection proceeds as described above, approximately 700 billion VND per year could be generated.

The project preparation phase is expected to be from 2017-2018. Construction will take place from 2018-2019, and toll collection will begin in 2019. The implementation of toll collection in the city center aims to reduce traffic congestion on major roads and encourage people to use public transportation. The company is currently finalizing the proposal for submission to the Ho Chi Minh City Fatherland Front Committee for consideration.
