Cars entering Ho Chi Minh City center will have to pay a fee.
With 36 toll gates, cars from all directions wanting to enter the center of Ho Chi Minh City must pay a fee of 40,000 VND or more to limit traffic congestion and reduce traffic jams in the central area.
Tien Phong Technology Joint Stock Company has just submitted a proposal to the Ho Chi Minh City People's Committee and the Department of Transport (MOT) for a project to "collect fees for cars entering the center of Ho Chi Minh City to limit traffic congestion".
According to this project, the central area of Ho Chi Minh City will be established as a closed belt including Hoang Sa route along the Nhieu Loc - Thi Nghe canal to Nguyen Phuc Nguyen street, intersecting with Cach Mang Thang Tam, Ba Thang Hai street, Le Hong Phong street, Ly Thai To, Nguyen Van Cu, Vo Van Kiet street, Ton Duc Thang street to build toll gates.

There are a total of 36 multi-lane, automatic non-stop toll gates and an operations center connected to the toll gates, processing information and managing toll collection activities at the gates. At the gates, toll charging devices and specialized cameras will be installed to identify vehicle types.
With this project, vehicles entering the center of Ho Chi Minh City will have to pay 40,000 VND for private cars, 30,000 VND for taxis (registered in Ho Chi Minh City) and 50,000 VND for trucks and commercial buses (including blue-plate vehicles), the toll collection time is from 6:00 a.m. to 7:00 p.m. daily. Vehicles going out of the center will not have to pay the toll.

Cars entering the city center will have to install a toll payment device. This device is compatible with the automatic toll collection device that the Ministry of Transport will require cars to be equipped with. If the car does not install a toll collection device, when it arrives at the station, the system will notify the car that it cannot pass, and at the same time, the camera will capture the license plate and the car will be fined according to the Government's Decree.
Among the toll gates, there are 2 gates installed on Bach Dang and Truong Son streets to collect tolls at the gateway to Tan Son Nhat airport. The total investment of the project is 1,797 billion VND under the form of PPP (public-private partnership), BLT (build, lease and transfer) for a period of 15 years. It is expected that if the toll collection is organized as above, it is possible to collect about 700 billion VND/year.

The project preparation period is expected to be 2017-2018. The construction phase is from 2018-2019, and the toll collection period is from 2019. The toll collection in the central area aims to reduce traffic congestion on main roads and encourage people to use public transport. The company is currently completing the project to submit to the Ho Chi Minh City Fatherland Front Committee for consideration.
