The Central Inspection Committee (CIC) has disciplined a number of leaders and officials in Ha Giang province; and has requested the competent authorities to consider disciplining the Standing Committee of the Ha Giang Provincial Party Committee for the 2020-2025 term and Mr. Dang Quoc Khanh for their involvement in package number 4 implemented by Thuan An Group.

On September 10th and 11th, 2024, the Central Inspection Committee held its 47th session, chaired by Mr. Tran Cam Tu, Member of the Political Bureau, Secretary of the Central Committee of the Party, and Chairman of the Central Inspection Committee.

At this meeting, the Central Inspection Committee (CIC) reviewed and concluded on several issues, including the implementation of the Central Steering Committee on preventing and combating corruption and negative phenomena' directives to review inspection results when there are signs of violations and the results of self-criticism, and proposed disciplinary action against the Party Committee of the People's Committee of Ha Giang province and the Party Committee of the People's Committee of Quang Ngai province.

The Central Inspection Committee found that the Standing Committee of the Ha Giang Provincial Party Committee for the 2020-2025 term and the Party Committee of the Provincial People's Committee for the 2021-2026 term violated the principle of democratic centralism and working regulations; lacked responsibility and neglected leadership and direction, allowing the Provincial People's Committee and many organizations and individuals to seriously violate Party regulations and State laws in the implementation of the Tuyen Quang-Ha Giang Expressway Project (package 4 implemented by Thuan An Group Joint Stock Company); some officials and Party members, including key provincial officials, violated regulations on what Party members are not allowed to do and the responsibility of setting an example.

The aforementioned violations have caused serious consequences, posing a significant risk of loss and waste of state funds and assets, generating negative public opinion, and diminishing the prestige of the local Party organization and government, to the extent that disciplinary action is necessary.

Individual responsibility for the aforementioned violations and shortcomings rests with: Mr. Dang Quoc Khanh, former Member of the Central Committee of the Party, Secretary of the Provincial Party Committee; Mr. Nguyen Van Son, Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Committee; Mr. Luong Van Doan, Provincial Party Committee Member, Secretary of the Party Committee, Director of the Department of Planning and Investment; Mr. Le Minh Duc, Secretary of the Party Committee, Director of the Department of Transport; Mr. Le Tien Dung, Deputy Secretary of the Party Branch, Acting Director of the Project Management Board for Investment and Construction of Transport Works in Ha Giang Province; and several other Party organizations and Party members.

Considering the content, nature, extent, consequences, and causes of the violations; based on the Party's regulations, the Central Disciplinary Committee decided to impose the following disciplinary action: Dismissal from all Party positions for Mr. Le Tien Dung.

The Central Inspection Committee also issued a warning to: the Party Committee of the People's Committee of Ha Giang province for the 2021-2026 term; the Party Committee of the Department of Planning and Investment, the Party Branch of the Provincial Project Management Board for Investment and Construction of Transportation Works for the 2020-2025 term; and Messrs. Nguyen Van Son and Luong Van Doan.

The Central Disciplinary Committee issued a reprimand to the Party Committee of the Department of Transport, the Party Committee of the Provincial People's Committee Office for the 2020-2025 term, and Mr. Le Minh Duc.

The Central Inspection Committee has requested the competent authorities to consider and impose disciplinary measures on the Standing Committee of the Ha Giang Provincial Party Committee for the 2020-2025 term and Mr. Dang Quoc Khanh.

The Central Inspection Committee requested the Standing Committee of the Ha Giang Provincial Party Committee to lead and direct the review, assessment of responsibility, and disciplinary action against relevant Party organizations and Party members in accordance with the conclusions of the Central Inspection Committee; and to promptly rectify the violations and shortcomings identified.

Mr. Tran Ngoc Cang was given a disciplinary warning.

Regarding the Standing Committee of the Quang Ngai Provincial Party Committee for the terms 2010-2015 and 2015-2020, and the Party Committee of the Provincial People's Committee for the terms 2011-2016 and 2016-2021, the Central Inspection Committee concluded that they violated the principle of democratic centralism and working regulations; lacked responsibility and neglected leadership and direction, allowing the Provincial People's Committee and many organizations and individuals to seriously violate Party regulations and State laws in the implementation of several projects and bidding packages carried out by Phuc Son Group Joint Stock Company; many cadres and Party members, including key provincial officials, have deteriorated in political ideology, ethics, and lifestyle, violated laws on anti-corruption, violated regulations on what Party members are not allowed to do, and violated the responsibility of setting an example.

The aforementioned violations have caused serious consequences, posing a significant risk of loss and waste of state funds and assets, generating negative public opinion, and diminishing the prestige of the local Party organization and government, to the extent that disciplinary action is necessary.

Individual responsibility for the aforementioned violations and shortcomings rests with: Mr. Le Viet Chu, former Central Committee member, Provincial Party Secretary, Secretary of the Party Committee, and Chairman of the Provincial People's Committee; Mr. Dang Van Minh and Mr. Cao Khoa, former Deputy Provincial Party Secretaries, Secretaries of the Party Committee, and Chairmen of the Provincial People's Committee (who have been expelled from the Party); and Mr. Tran Ngoc Cang, former Deputy Provincial Party Secretary, Secretary of the Party Committee, and Chairman of the Quang Ngai Provincial People's Committee.

Considering the content, nature, extent, consequences, and causes of the violations; based on the Party's regulations, the Central Inspection Committee decided to impose disciplinary measures: a warning to the Party Committee of the Quang Ngai Provincial People's Committee for the 2011-2016 term; the Party Committee of the Department of Transport, the Party Committee of the Department of Natural Resources and Environment for the 2010-2015 term, and Mr. Tran Ngoc Cang.

The Central Inspection Committee issued a reprimand to: the Party Committee of the Provincial People's Committee for the 2016-2021 term; and the Party Committee of the Management Board of Dung Quat Economic Zone and Industrial Parks of Quang Ngai province for the 2015-2020 term.

The Central Inspection Committee has requested the competent authorities to consider and impose disciplinary measures on the Standing Committee of the Quang Ngai Provincial Party Committee for the terms 2010-2015 and 2015-2020.

The Central Inspection Committee requested the Standing Committee of the Quang Ngai Provincial Party Committee to lead and direct the review, assessment of responsibility, and disciplinary action against Party organizations and Party members in accordance with the conclusions of the Central Inspection Committee; and to promptly rectify the violations and shortcomings identified. The Central Inspection Committee will continue to inspect, review, and handle related Party organizations and individuals.

Also at this meeting, the Central Inspection Committee reviewed the results of its supervision of the Standing Committee of the Ben Tre Provincial Party Committee and its members.

The Central Inspection Committee requested the Standing Committee of the Ben Tre Provincial Party Committee and the supervised Party members to continue to promote their strengths; seriously review and promptly rectify violations and shortcomings in leadership and direction in the development and implementation of the Working Regulations; personnel work; in the management and use of land for investment projects outside the state budget; and in the declaration of assets and income.

The Central Inspection Committee requested the Ben Tre Provincial Party Committee's Inspection Committee to investigate suspected violations by the Party Committee of the Department of Natural Resources and Environment regarding its leadership and guidance responsibilities in advising on land management and use in the province, and to report the results to the Central Inspection Committee.

Also at this session, the Central Inspection Committee discussed and gave opinions on the draft "Regulations on the mechanism for detecting, preventing, and stopping violations by Party organizations and Party members"; and considered and concluded on several other important issues.
