Mr. Hai submitted his resignation letter a few hours after being appointed as Deputy General Director of Saigon Construction Corporation on June 4. The former Vice Chairman of District 1 said that he was not suitable for this position because he did not have professional qualifications in the construction industry. If he reluctantly accepted the task, it could cause serious consequences, "damaging the Party's reputation, the people's money and property." While waiting for the procedure to resolve the 10-year early termination policy, Mr. Hai asked for two months of unpaid leave.
Mr. Doan Ngoc Hai, 50 years old, from Hanoi; has a Master's degree in Politics, a Bachelor's degree in Economics, a Bachelor's degree in Law and a Bachelor's degree in Sociology. Before becoming Vice Chairman of District 1, he held the positions of Deputy Head of the Economic Department of District 1; Party Secretary, Chairman of the People's Committee of Cau Ong Lanh Ward; Chairman of the Inspection Committee of the District Party Committee of District 1...
Since March 2016, Mr. Hai has been known to many people when he declared "if the sidewalks are not reclaimed for pedestrians, he will resign". The order on the sidewalks in District 1 has been stable for a long time, with many streets neat.
In January 2018, Mr. Hai suddenly submitted a resignation letter because he "could not fulfill his promise to the people." He said that he encountered many difficulties in the handling process because it affected the huge interests of thousands of billions of dong of parking lot owners, restaurants, hotels, street-front businesses... "and a large number of officials living in it."
Four months later, in a letter sent to the City Party Committee, the People's Committee of Ho Chi Minh City and the leaders of the People's Committee of District 1, Mr. Hai withdrew his resignation because he wanted to continue to contribute, was willing to work in difficult and dangerous places... and accept any assigned tasks. But in early June, he was transferred to become Deputy General Director of Saigon Construction Corporation (one of the 8 corporations under the People's Committee of Ho Chi Minh City), but Mr. Hai did not agree.
