Mr. Le Phuoc Hoai Bao requested six months of unpaid leave to pursue further education.
After a short stint as a specialist, the former Director of the Quang Nam Department of Planning and Investment requested a six-month leave of absence.
On October 11th, a leader of the Quang Nam Provincial Department of Planning and Investment stated that they had agreed to allow Mr. Bao Le Phuoc Hoai Bao, a specialist at the Department, to take six months of unpaid leave to pursue further education.

Previously, Mr. Bao had submitted a request for leave starting September 1st to attend a short-term training course in Da Nang, which was approved by the management. "If Mr. Bao requests leave again after that, it will not be processed," a leader of the Department of Planning and Investment stated.
In September 2015, the People's Committee of Quang Nam province appointed Mr. Le Phuoc Hoai Bao as the head of the Department of Planning and Investment at the age of 30, making him the youngest department director in the country.
After more than two years, in December 2017, the Central Inspection Committee concluded that Mr. Bao was dishonest in declaring his personal information and personnel file for candidacy to the Provincial Party Committee Executive Board for the 2015-2020 term; had poor organizational discipline; violated the principles of Party organization and activities, neglected Party activities for many months, and failed to transfer his Party membership as required while studying for his master's degree abroad.
The Central Inspection Committee requested the Quang Nam Provincial Party Committee to remove Mr. Bao's name from the list of Party members and revoke incorrect personnel decisions concerning him. In early March, the decision appointing Mr. Bao as Director of the Department was withdrawn; he was assigned to work as a specialist in the General Planning Department.
