After a short time working as a specialist, the former Director of the Department of Planning and Investment of Quang Nam province resigned for six months.
On October 11, a leader of the Department of Planning and Investment of Quang Nam province said that he had agreed to allow Mr. Bao Le Phuoc Hoai Bao, a specialist of the department, to take six months of unpaid leave to attend additional classes.

Previously, Mr. Bao had applied for leave from September 1 to attend a short-term training course in Da Nang. After consideration, the management agency approved it. "If Mr. Bao continues to apply for leave, it will not be processed," said the leader of the Department of Planning and Investment.
In September 2015, the People's Committee of Quang Nam province appointed Mr. Le Phuoc Hoai Bao as the leader of the Department of Planning and Investment at the age of 30, becoming the youngest Department Director in the country.
After more than two years, in December 2017, the Central Inspection Committee concluded that Mr. Bao was dishonest in declaring his personal history and personnel records to run for the Provincial Party Executive Committee for the 2015-2020 term; had poor sense of organization and discipline; violated the principles of organizing Party activities, missed Party activities for many months, and did not transfer Party activities according to regulations while studying for a master's degree abroad.
The Central Inspection Committee requested the Quang Nam Provincial Party Committee to remove Mr. Bao from the list of party members and cancel the incorrect decisions on personnel work. In early March, the decision to appoint Mr. Bao as Director of the Department was revoked; he was assigned to work as a specialist in the General Planning Department.
