Mr. Pham Minh Chinh: 'The more we streamline the payroll, the more the apparatus becomes bloated'

According to the Head of the Central Organizing Committee, the more the plan and program to streamline the apparatus are implemented, the more the payroll increases and the apparatus becomes more bloated.

This afternoon (September 17), the Politburo's inspection delegation led by Politburo member and Head of the Central Organization Commission Pham Minh Chinh worked with the Hanoi Party Committee Standing Committee on the implementation of Resolution No. 39 of the Politburo on streamlining the payroll and restructuring the contingent of cadres, civil servants and public employees in conjunction with the implementation of the Central Resolutions on personnel work. On the Hanoi Party Committee side, there were Politburo member and Secretary of the Party Committee Hoang Trung Hai and comrades in the Standing Committee.

According to the report, in recent times, Hanoi city has been proactive and creative in directing, organizing and implementing scientifically and synchronously, ensuring the correct procedures for streamlining the payroll and restructuring the staff, civil servants and public employees. Resolutely arranging, merging and dissolving public service units that have been operating ineffectively for a long time or have overlapping functions and tasks.

Reorganize units in the direction of reducing budget expenditures, gradually increasing autonomy, and moving towards complete financial autonomy. At the same time, well implement the regime and policies for redundant leaders and managers after the reorganization, build a mechanism to reserve allowances, prioritize re-appointment to equivalent positions when there is a vacancy... to create peace of mind and stability in each agency and unit, and continue to well perform the political tasks of the Capital.

Regarding the organization and staffing of administrative agencies, through review and arrangement, up to now the whole City has reduced 55 departments and offices; reduced 130 public service units; reduced 35 department heads and offices; reduced 136 deputy heads of departments and offices. The total cost of implementing the staff reduction regime is 9.84 billion VND.

Ms. Ngo Thi Thanh Hang, Standing Deputy Secretary of the City Party Committee, said that agencies and units have completed the project to reduce staffing levels and local authorities have determined to use different measures to achieve the target of 10% of staffing by 2021 and adhere to the principle of recruiting only 50% to supplement the number of retired civil servants according to state regulations. For civil servants, it is determined not to increase staffing levels, only in the fields of education and health according to the norms prescribed in Central documents.

Speaking at the working session, Politburo member and Head of the Central Organization Commission Pham Minh Chinh highly appreciated the achievements of the Hanoi Party Committee in streamlining staff and restructuring the civil servant and public employee apparatus in recent times.

Mr. Pham Minh Chinh emphasized: Hanoi is one of the localities that has carried out this work very drastically. However, through a survey of a number of provinces, there are currently 3 issues that make people very upset. That is the cumbersome apparatus, overlapping operations, ineffectiveness and inefficiency. The more we implement the plan and program to streamline the apparatus, the more the payroll increases, the more the apparatus becomes bloated. The second is the phenomenon of ideological, political, moral, lifestyle degradation and the negative phenomenon, corruption of those in positions of power.

Mr. Pham Minh Chinh further emphasized: All three issues are related to each other. If the issues of organizational structure, operating mechanism, and personnel work are resolved, the fight against corruption and pushing back degradation will be effective./.
