According to authorities, the prison covers an area of 6 hectares with a capacity of up to 1,224 inmates and is equipped with solar panels.

Newly elected President Pedro Pablo Kuczynski stated that in Peru, prisons are frequently overcrowded, lacking as many as 40,000 cells.

This was also one of the main themes that helped Pedro Pablo Kuczynski win the election against his opponent Keiko Fujimori, the daughter of former dictator Alberto Fujimori (1990-2000).

In 2012, the government of outgoing President Ollanta Humala, whose term will end on July 28, rejected a request from the United Nations Committee Against Torture to close the Challapalca and Yabamayo prisons located at an altitude of 4,500 meters.

The reason given by the committee was that living conditions in the two prisons were extremely poor and they were geographically isolated.
